【摘要】：日本在農(nóng)產(chǎn)品市場(chǎng)調(diào)控方面積累了豐富的經(jīng)驗(yàn),其政策演進(jìn)對(duì)中國(guó)具有借鑒意義。本文首先對(duì)日本農(nóng)產(chǎn)品市場(chǎng)調(diào)控政策的發(fā)展歷史進(jìn)行梳理,分析政策形成的相關(guān)背景;其次,將日本目前所采取的市場(chǎng)調(diào)控政策工具分為直接調(diào)控工具和市場(chǎng)化調(diào)控工具兩類進(jìn)行細(xì)致總結(jié);第三,對(duì)2015年以來(lái)日本農(nóng)產(chǎn)品市場(chǎng)調(diào)控政策的最新改革進(jìn)展與趨勢(shì)進(jìn)行分析;第四,在以上分析的基礎(chǔ)上提出對(duì)中國(guó)未來(lái)農(nóng)產(chǎn)品市場(chǎng)改革的經(jīng)驗(yàn)啟示。研究表明,減少對(duì)農(nóng)產(chǎn)品價(jià)格的直接干預(yù),削減扭曲性政策;注重農(nóng)戶經(jīng)營(yíng)性風(fēng)險(xiǎn)的防范管理,強(qiáng)化收入保險(xiǎn)支持;調(diào)控目標(biāo)清晰,政策可操作性強(qiáng)并且以法律作為政策實(shí)施的制度保障是日本農(nóng)產(chǎn)品市場(chǎng)調(diào)控政策的重要特征,值得中國(guó)今后在農(nóng)產(chǎn)品市場(chǎng)調(diào)控政策改革中借鑒。
[Abstract]:Japan has accumulated rich experience in the regulation and control of agricultural products market, and its policy evolution is of reference significance to China. This paper first combs the development history of Japan's agricultural product market regulation policy, analyzes the relevant background of the policy formation; secondly, divides the market regulation policy tools adopted by Japan into two categories: direct regulation tool and market-oriented regulation and control tool. Third, analyzes the latest reform progress and trend of Japan's agricultural product market regulation policy since 2015. Fourth, on the basis of the above analysis, this paper puts forward the experience and enlightenment to the future agricultural product market reform in China. The research shows that reducing the direct intervention in the price of agricultural products and reducing the distorting policy; paying attention to the prevention and management of farmers' operational risks and strengthening the support of income insurance; clear regulation and control objectives, strong policy maneuverability and taking the law as the institutional guarantee of policy implementation are the important characteristics of Japan's agricultural product market regulation and control policy, which is worthy of China's reference in the reform of agricultural product market regulation and control policy in the future.
