【摘要】：農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革重點(diǎn)的玉米結(jié)構(gòu)調(diào)整,“對(duì)優(yōu)勢(shì)核心產(chǎn)區(qū)不僅不調(diào),還要加強(qiáng)產(chǎn)能建設(shè),保障谷物基本自給”,調(diào)整的最終目標(biāo)是“調(diào)優(yōu)、調(diào)特、調(diào)高、調(diào)深玉米結(jié)構(gòu)布局,促進(jìn)玉米生產(chǎn)持續(xù)穩(wěn)定發(fā)展”。作為玉米主產(chǎn)區(qū),此次結(jié)構(gòu)調(diào)整是推動(dòng)內(nèi)蒙古玉米市場(chǎng)競(jìng)爭(zhēng)力提升的機(jī)遇,通過(guò)供給側(cè)結(jié)構(gòu)性改革來(lái)引導(dǎo)內(nèi)蒙古玉米生產(chǎn)區(qū)內(nèi)土地、資金、技術(shù)、勞動(dòng)力等生產(chǎn)要素優(yōu)化配置,推進(jìn)資源優(yōu)勢(shì)向質(zhì)量?jī)?yōu)勢(shì)和效益優(yōu)勢(shì)轉(zhuǎn)變,推動(dòng)自治區(qū)玉米產(chǎn)業(yè)轉(zhuǎn)型升級(jí)。
[Abstract]:The adjustment of corn structure, which focuses on the structural reform of agricultural supply side, "not only does not adjust to the dominant core producing areas, but also strengthens the construction of production capacity and ensures the basic self-sufficiency of cereals." the ultimate goal of the adjustment is "to adjust, adjust the structure of corn, and promote the sustainable and stable development of corn production." As the main corn producing area, this structural adjustment is an opportunity to promote the competitiveness of Inner Mongolia corn market. Through the supply-side structural reform, we can guide the optimal allocation of land, capital, technology, labor force and other factors of production in Inner Mongolia corn production area, promote the transformation of resource advantage to quality advantage and benefit advantage, and promote the transformation and upgrading of corn industry in Inner Mongolia.
