【摘要】：正 一、基層統(tǒng)計工作的現(xiàn)狀 在傳統(tǒng)的計劃經(jīng)濟體制下,基層統(tǒng)計猶如已長大,而又永遠長不大的孩子,需要對有人差使,不需要時無人問津。他們肩上的擔子很重,卻又顯得無能為力,無可奈何。上面“大人”只管訂計劃,下指標,布置各種調(diào)查任務(wù)、指令完成各種數(shù)據(jù)統(tǒng)計,卻不管基層統(tǒng)計有無足夠的人員、經(jīng)費,有無必需的設(shè)備;只管要求及時完成任務(wù),卻不管統(tǒng)計結(jié)果質(zhì)量如何。這種家長制的作風,對我國經(jīng)濟建設(shè)的發(fā)展產(chǎn)生了極其不利的影響。
[Abstract]:First, under the traditional planned economy system, statistics at the grass-roots level is like a child who has grown up and never grows up. The burden on their shoulders was heavy, but they seemed powerless and helpless. The above "grown-ups" only make plans, set down indicators, arrange various survey tasks, and instruct the completion of various data and statistics, but regardless of whether there are sufficient personnel, funds, and necessary equipment for basic level statistics; The task is required to be completed in a timely manner, but regardless of the quality of the statistical results. This kind of patriarchal style, to our country economy construction development produced extremely unfavorable influence.
