【摘要】：正電力企業(yè)具有自然壟斷、公共事業(yè)、產(chǎn)銷(xiāo)同時(shí)和負(fù)債率高等特征。正因如此,電力行業(yè)長(zhǎng)久享受著國(guó)家政策的庇護(hù)。新中國(guó)成立以來(lái)的電價(jià)改革歷程努力使電力事業(yè)走向市場(chǎng),并且在不同品質(zhì)的用戶(hù)間創(chuàng)造公平的環(huán)境,但電力價(jià)格還是存在著諸多問(wèn)題,以致沒(méi)有達(dá)到預(yù)期的電能資源利用效率,電力制度創(chuàng)新成為必須。
[Abstract]:Positive power enterprises have natural monopoly, public utilities, production and marketing at the same time and high debt ratio and other characteristics. For this reason, the electricity industry has long enjoyed the protection of state policy. Since the founding of New China, the course of electricity price reform has made great efforts to make the power industry move to the market and create a fair environment among customers of different quality. However, there are still many problems in electricity prices. Therefore, it is necessary to innovate the electric power system without achieving the expected utilization efficiency of power resources.
