【摘要】：傳統(tǒng)的國民經(jīng)濟(jì)核算體系沒有對(duì)自然資源、環(huán)境進(jìn)行核算,從而導(dǎo)致了GDP偏高。以可持續(xù)發(fā)展理論作為理論基礎(chǔ),以江蘇省為例,建立了江蘇省2000~2005年的環(huán)境經(jīng)濟(jì)核算體系。結(jié)果表明,2000~2005年江蘇省資源與環(huán)境總損失大約為257.01億~616.82億元,占當(dāng)年GDP的1.29%~4.11%。表明以GDP為主要衡量指標(biāo)的傳統(tǒng)國民經(jīng)濟(jì)核算體系過高地估計(jì)了江蘇經(jīng)濟(jì)增長水平。所以應(yīng)以綠色GDP取代傳統(tǒng)GDP,構(gòu)建可持續(xù)發(fā)展衡量指標(biāo)與核算體系。由于目前我國核算方法不太完善,所以應(yīng)以實(shí)物量核算為重點(diǎn)。
[Abstract]:The traditional national economic accounting system does not account for natural resources and environment, which leads to the high GDP. Taking the theory of sustainable development as the theoretical basis, Jiangsu Province as an example, The environmental and economic accounting system of Jiangsu Province from 2000 to 2005 has been established. The results show that the total loss of resources and environment in Jiangsu Province from 2000 to 2005 is about twenty-five billion seven hundred and one million ~ sixty-one billion six hundred and eighty-two million yuan. This indicates that the traditional system of national economic accounting, which takes GDP as the main measure index, has overestimated the economic growth level of Jiangsu Province. Therefore, green GDP should be used instead of traditional GDP to construct the sustainable development measurement index and accounting system. As the current accounting methods in China are not perfect, So we should focus on the accounting of physical quantity.
