【摘要】：政府購買公共服務是政府市場化改革的典型做法,也是我國公共服務改革的方向之一。然而,政府購買公共服務不是政府責任的退卻,而是要使政府以公眾需要為目的成為"精明的買主",有能力克服政府購買公共服務中所存在的"供給方缺陷"和"需求方缺陷"。成都市通過"公共文化服務超市"這一實踐形式,在政府、社會與公眾之間搭建了一個雙向互動的交易平臺,該平臺通過公眾參與、政府買單的形式,保障了公共服務的精準性,實現(xiàn)文化市場與公共文化服務之間的有機融合,有效克服了政府購買服務中普遍存在的"供給方缺陷"和"需求方缺陷",使政府較好地扮演了"精明的買主"角色,對我國其他地區(qū)的公共文化服務市場化具有重要的參考價值。
[Abstract]:The government purchase of public services is a typical practice of government reform, but also is one of our country's public service reform. However, the retreat of government purchase of public services is not the responsibility of the government, but the government should take the public need to become "smart buyers" for the purpose, to overcome the government purchase of public service in the presence of "the supply side and the demand side defects defects." Chengdu city through "public cultural service supermarket" this form of practice, in the government, a two-way interaction between the society and the public trading platform, the platform through public participation, the government pay in the form of guarantee the accuracy of the public service, the organic integration between the realization of cultural market and public cultural services, effectively overcome the government purchase service of the supply side and demand side defect "defect", so that the government can play a "smart buyer" role, to The marketization of public cultural services in other areas of China has an important reference value.
