云南檢驗檢疫檔案信息數(shù)據(jù)庫構建研究

【摘要】:本論文所構建的云南檢驗檢疫檔案信息數(shù)據(jù)庫系統(tǒng)是涵蓋我國及云南周邊國家政策法規(guī)、合作協(xié)議、傳染病疫情情況、動物疫情疫病情況、植物疫情疫病情況、食品安全及有毒有害物質情況、經濟貿易情況、農業(yè)情況、衛(wèi)生情況、機構設置情況、疫情疫病監(jiān)測情況、聯(lián)動聯(lián)控防線合作情況、群防群控防線合作情況等多方面信息,并對其進行組織、加工和處理,為云南邊境疫情疫病聯(lián)防聯(lián)控提供信息收集、信息存貯、信息管理、風險分析、預警應對等功能的數(shù)據(jù)庫系統(tǒng)。 云南檢驗檢疫檔案信息數(shù)據(jù)庫的構建思想是以國家認定的重大疫情疫病為對象,以我省擁有的數(shù)量龐大、種類繁多、內容豐富的疫情疫病檔案信息資源為基礎,以計算機技術和網絡通信技術為依據(jù),以知識管理和信息服務為手段,以風險分析評估、疫情預報預警和緊急應對預案為重點,面向各口岸聯(lián)檢單位、邊境地州相關單位以及境外相關機構進行建設。數(shù)據(jù)庫構建的理論依據(jù)包括檔案管理理論、信息管理理論、知識管理理論、信息共享協(xié)同理論、風險分析評估理論、“3+1”防線建設的理論研究成果等。數(shù)據(jù)庫構建的原則主要有先進性原則、實用性原則、經濟性原則、可靠性原則、服務性原則等。數(shù)據(jù)庫構建的目標系統(tǒng)擬采用B/S架構,三層應用模式進行建設。利用MIDAS提供的分布式多層能力,將系統(tǒng)分為客戶端應用程序、應用程序服務器(中間層)、數(shù)據(jù)庫服務器。技術手段包括計算機技術和網絡通信技術、數(shù)據(jù)庫技術、數(shù)據(jù)倉庫技術、數(shù)據(jù)挖掘技術、知識發(fā)現(xiàn)技術、開發(fā)環(huán)境、開發(fā)方式與運行環(huán)境、開發(fā)工具與應用軟件等。 檢驗檢疫檔案信息數(shù)據(jù)庫的功能分為整體功能和核心功能兩部分。系統(tǒng)的整體功能涉及知識管理和利用領域、疫情疫病聯(lián)防聯(lián)控領域、數(shù)據(jù)庫系統(tǒng)運行維護管理領域三大領域;系統(tǒng)的核心功能主要體現(xiàn)在對相關知識的采集、存貯、組織、管理與利用,對疫情疫病檔案信息的收集整理、上報、風險分析、預警研判與防控應對,對口岸聯(lián)檢聯(lián)防單位、邊境地州市相關單位、境外相關機構的互通報、信息共享、多方互動與聯(lián)合應對三個方面。數(shù)據(jù)庫系統(tǒng)的性能具有開放性、易維護性、靈活性、實用性、安全性、高效性、可管理性、服務性、協(xié)同性、共享性等;特點可概括為:科學完善的信息采集處理模型、全面支持多種信息來源渠道、全程支持信息整理錄入流程、兩大平臺有機結合集成、多人協(xié)作完成業(yè)務應用幾方面。 面向云南邊境的檢驗檢疫檔案信息數(shù)據(jù)庫的總體架構主要由“檢驗檢疫資源平臺”與“檢驗檢疫業(yè)務平臺”兩大部分構成。其中,資源平臺又具體包括以下8種類型:基礎信息庫、邊境國家疫情疫病文獻庫、合作協(xié)議庫、通報檔案庫、聯(lián)防聯(lián)控信息共享庫、疫情疫病監(jiān)測數(shù)據(jù)庫、應急預案庫、疫情疫病歷史歸檔庫;檢驗檢疫業(yè)務平臺又具體包括:業(yè)務平臺基礎應用、疫情疫病信息上報、疫情疫病信息統(tǒng)計、疫情疫病風險分析、疫情疫病預警管理、疫情疫病通報管理、聯(lián)防聯(lián)控共享管理、疫情疫病預測管理、數(shù)據(jù)庫系統(tǒng)管理9個子系統(tǒng)。 面向云南邊境的檢驗檢疫檔案信息數(shù)據(jù)庫系統(tǒng)的實現(xiàn)有如下三點: 1.檢驗檢疫機構可以通過Intranet(內部網絡)訪問系統(tǒng); 2.聯(lián)檢聯(lián)防機構可以通過Extranet(外部網絡)或VPN(虛擬專用網絡)訪問系統(tǒng),通過網絡將各方在物理上連接起來,實現(xiàn)信息遠程服務與業(yè)務協(xié)同交互; 3.通過防火墻技術、加密技術、認證技術、權限管理、安全監(jiān)控技術等實現(xiàn)信息安全性。 檢驗檢疫檔案信息數(shù)據(jù)庫系統(tǒng)的邏輯設計是根據(jù)數(shù)據(jù)庫的概念模型和DBMS的特征,導出數(shù)據(jù)庫的邏輯結構。也就是把概念結構轉換為某個DBMS所支持的數(shù)據(jù)庫模型的結構表示。數(shù)據(jù)庫邏輯設計得到的數(shù)據(jù)庫結構是DBMS可以處理的數(shù)據(jù)模型。數(shù)據(jù)庫數(shù)據(jù)模型是對客觀事物及其聯(lián)系的數(shù)學描述,是指數(shù)據(jù)庫全局結構,能精確地描述數(shù)據(jù)、數(shù)據(jù)之間的聯(lián)系、數(shù)據(jù)的語義和完整性約束。 數(shù)據(jù)庫系統(tǒng)的物理設計是選擇物理數(shù)據(jù)庫結構,得到一個完整的、可實現(xiàn)的數(shù)據(jù)庫結構。物理設計的任務是確定所有屬性的類型、寬度與取值范圍,設計出基本表的主關鍵字,將所有的表名與字段名英文化,實現(xiàn)物理建庫。 數(shù)據(jù)庫系統(tǒng)的功能設計包括專題庫、主題分類、知識條目管理,信息采集、上報、通報、預警、風險分析管理,歸檔管理和文檔安全三個方面。 檢驗檢疫檔案信息數(shù)據(jù)庫系統(tǒng)的業(yè)務流程設計包括檢驗檢疫業(yè)務設計、聯(lián)防聯(lián)控業(yè)務設計、群防群控業(yè)務設計、信息采集業(yè)務設計、知識管理業(yè)務設計、信息共享業(yè)務設計、疫情疫病預警業(yè)務設計、疫情疫病風險分析設計。 檢驗檢疫檔案信息數(shù)據(jù)庫構建存在的問題主要有制度問題、技術問題、數(shù)據(jù)庫知識產權保護問題、人員素質問題;數(shù)據(jù)庫構建過程中要解決的問題有選擇質量過硬的數(shù)據(jù)庫管理軟件、加緊標準規(guī)范的制定、加強知識產權法律法規(guī)的建設、加強檔案信息的網絡安全管理、注重資源利用和共享,保護已有投資、保障人力資源等方面。 本論文擬對云南邊境疫情疫病“3+1”防線建設中的信息化支撐作用進行論證,提出切實可行的系統(tǒng)需求與高層系統(tǒng)設計方案,同時也是向國家質檢總局申報“云南邊境疫情疫病防控信息化工作平臺建設研究”項目做好前期準備工作,為我國邊境地區(qū)疫情疫病防控體系建設和制度創(chuàng)新進行有效的探索。
