【摘要】：在介紹數(shù)字檔案資源建設(shè)國(guó)內(nèi)外研究現(xiàn)狀的基礎(chǔ)上,對(duì)綜合檔案館數(shù)字檔案資源建設(shè)的發(fā)展進(jìn)行概述,并指出了綜合檔案館數(shù)字檔案資源建設(shè)的主要內(nèi)容。綜合檔案館數(shù)字檔案資源建設(shè)的發(fā)展經(jīng)歷了從最初的檔案數(shù)字化起始準(zhǔn)備時(shí)期,在這個(gè)時(shí)期里,數(shù)字檔案資源建設(shè)在理論、實(shí)踐上都呈現(xiàn)初期稚嫩狀態(tài)。到數(shù)字檔案資源建設(shè)的初步建設(shè)時(shí)期,在這個(gè)時(shí)期里,數(shù)字檔案資源開(kāi)始呈現(xiàn)了逐步積累、建設(shè)狀態(tài)。再到目前所正處于的數(shù)字檔案資源持續(xù)發(fā)展的時(shí)期,在這個(gè)時(shí)期里,綜合檔案館數(shù)字檔案資源建設(shè)依據(jù)“存量數(shù)字化、增量電子化”這個(gè)具體的戰(zhàn)略,有目標(biāo)、有秩序的進(jìn)行中。綜合檔案館數(shù)字檔案資源建設(shè)的具體內(nèi)容也是圍繞“存量數(shù)字化、增量電子化”具體展開(kāi)。針對(duì)綜合檔案館數(shù)字檔案資源建設(shè)存在的問(wèn)題分為“存量數(shù)字化”和“增量電子化”兩個(gè)方面探討�！按媪繑�(shù)字化”過(guò)程中的問(wèn)題是:數(shù)字化完成度低的地區(qū)對(duì)館藏?cái)?shù)字化價(jià)值取向和規(guī)劃不明、缺乏統(tǒng)一的數(shù)字化技術(shù)標(biāo)準(zhǔn)、安全隱患大;數(shù)字化完成度高的地區(qū)數(shù)字檔案資源具體內(nèi)容難獲得。“增量電子化”過(guò)程中問(wèn)題是電子文件形成政出多門(mén),缺乏協(xié)調(diào);電子文件粗獷式積累,缺乏細(xì)致集中;電子文件歸檔過(guò)程斷裂,缺乏銜接;電子文件保存滯后,缺乏長(zhǎng)期保存;電子文件效力實(shí)施受阻,缺乏法律保障。相應(yīng)的提出的改進(jìn)對(duì)策也分為兩個(gè)方面探討�！按媪繑�(shù)字化”過(guò)程中,數(shù)字化完成度低的地區(qū)明確價(jià)值取向、制定統(tǒng)一數(shù)字化標(biāo)準(zhǔn)、提出安全保障對(duì)策;數(shù)字化完成度高的地區(qū)借助檔案數(shù)字化程度較高的美國(guó)的建設(shè)經(jīng)驗(yàn),通過(guò)人員、資源、機(jī)構(gòu)間的相互協(xié)調(diào)實(shí)現(xiàn)數(shù)字檔案資源的全文獲取�！霸隽侩娮踊边^(guò)程中實(shí)行前端控制;電子文件實(shí)施集中細(xì)致積累;順應(yīng)單套歸檔趨勢(shì);制定和執(zhí)行長(zhǎng)期保存策略、進(jìn)行電子文件法律法規(guī)建設(shè)。
