【摘要】：當前正處于一個技術(shù)顛覆性創(chuàng)新的信息時代,特別是"云物大智移"的應(yīng)用,使得用戶力量迅速崛起,傳統(tǒng)科技情報工作要適應(yīng)時代的發(fā)展勢必進行改革。本文通過對不同領(lǐng)域用戶力量崛起的表現(xiàn)以及傳統(tǒng)科技情報工作流程的調(diào)查與分析,發(fā)現(xiàn)用戶情報需求的逐步升級、情報生產(chǎn)和利用的大眾化、用戶參與的新經(jīng)濟模式,使得用戶成為情報工作流的中堅力量,科技情報工作面臨著資源獨占優(yōu)勢減弱、缺少具有用戶黏性的產(chǎn)品以及資源一體化下服務(wù)能力不足等挑戰(zhàn)。提出"以國家科技管理信息系統(tǒng)為契機建立科技大數(shù)據(jù)中心,強化資源優(yōu)勢"、"以科技情報用戶的需求為指引,構(gòu)建場景化的科技情報服務(wù),增強用戶黏性"、"發(fā)展面向工程化的情報理論、方法與工具,提升用戶服務(wù)的智能化和效率"等創(chuàng)新對策,以期為科技情報工作改革提供理論指導(dǎo)。
[Abstract]:At present, it is in an information age of technological subversive innovation, especially the application of "cloud and material great intellectual shift", which makes the user power rise rapidly, and the traditional scientific and technological information work is bound to be reformed if it is to adapt to the development of the times. Through the investigation and analysis of the rise of user power in different fields and the traditional work flow of scientific and technological information, this paper finds that the gradual upgrading of user information demand, the popularization of information production and utilization, and the new economic model of user participation. It makes the user become the backbone of the information workflow, the science and technology information work is faced with the challenge of weakening the exclusive advantage of resources, the lack of user sticky products and the lack of service ability under the integration of resources. It is put forward that "taking the national science and technology management information system as an opportunity to establish the center of science and technology big data and strengthen the advantages of resources", "guided by the needs of users of science and technology information, the construction of situational scientific and technological information services to enhance the stickiness of users", In order to provide theoretical guidance for the reform of scientific and technological information work, some innovative countermeasures, such as "developing engineering-oriented information theory, methods and tools, and improving the intelligence and efficiency of user service", are developed in order to provide theoretical guidance for the reform of scientific and technological information work.
