【摘要】：當今時代,經(jīng)濟和文化的發(fā)展日益融合,文化已成為區(qū)域發(fā)展的內(nèi)在驅(qū)動力,文化成為民族凝聚力和創(chuàng)造力的重要源泉以及綜合國力競爭的重要因素。文化建設作為社會主義建設的主要內(nèi)容之一,它的重要性日益凸現(xiàn)出來。社會主義文化是為最廣大的人民群眾服務的文化,是和諧的文化,是在繼承基礎上創(chuàng)新的文化,社會主義的文化建設,根本任務是促進并最終實現(xiàn)人的全面發(fā)展。我國文化建設與發(fā)展的重要戰(zhàn)略之一,是努力建立起覆蓋全社會的公共文化服務體系,構(gòu)建這一體系的終極目標是維護公民的基本文化權(quán)利,滿足公民享有公共文化服務和基本的文化生活的需求。我們要加強公共文化服務體系建設,就是通過對各種公共文化資源的整合,建立起公共文化資源的共享機制,推動各地區(qū)、各階層及城鄉(xiāng)之間的公共文化服務的均衡發(fā)展。這是弘揚社會主義先進文化、構(gòu)建社會主義和諧社會的必然要求。在國家“十二五”規(guī)劃中,明確提出建立健全公共服務體系,我國陸續(xù)推出了“知識工程”、“共享工程”等一系列重大舉措,都標志我國進入到加快構(gòu)建基本公共服務體系的關鍵時期。這也為我國圖書館事業(yè)帶來了良好的發(fā)展機遇和嚴峻的挑戰(zhàn)。本文基于公共產(chǎn)品理論、公共管理學和圖書館學,研究我國高校圖書館構(gòu)建公共文化服務體系的策略。整體研究思路是：從公共文化服務體系的背景和內(nèi)涵入手,指出高校圖書館建設公共文化服務體系的必要性。然后通過比較研究國內(nèi)外高校圖書館構(gòu)建公共文化服務體系的現(xiàn)狀,分析我們存在的問題,如何取長補短,學習和借鑒國外的成功經(jīng)驗。最后從公共文化服務體系的五大系統(tǒng)出發(fā),認為應當逐步建立適合我國的圖書館法律法規(guī),并加強高校圖書館的人才隊伍建設,為公共文化服務體系提供法律保障和人才支持。同時,積極尋求并展開高校圖書館與其他機構(gòu)的合作,拓展服務領域,優(yōu)化資源配置,才能在文化改革的環(huán)境中,發(fā)揮自己的優(yōu)勢,為公共文化服務體系的建立做出應有的貢獻。
[Abstract]:Nowadays, the development of economy and culture is increasingly integrated, culture has become the intrinsic driving force of regional development, culture has become an important source of national cohesion and creativity, as well as an important factor of comprehensive national strength competition. As one of the main contents of socialist construction, cultural construction is becoming more and more important. Socialist culture is a culture serving the broadest masses, a harmonious culture, a culture of innovation on the basis of inheritance, and the construction of socialist culture. The fundamental task is to promote and finally realize the all-round development of human beings. One of the important strategies of cultural construction and development in China is to establish a public cultural service system covering the whole society. The ultimate goal of constructing this system is to safeguard citizens' basic cultural rights. To meet the needs of citizens to enjoy public cultural services and basic cultural life. We should strengthen the construction of public cultural service system, which is to establish the sharing mechanism of public cultural resources through the integration of various public cultural resources, and to promote the balanced development of public cultural services in all regions, different strata and between urban and rural areas. This is the inevitable requirement of carrying forward the advanced socialist culture and constructing the socialist harmonious society. In the 12th five-year Plan, China explicitly proposed to establish and improve the public service system, and China has successively launched a series of major measures, such as "knowledge engineering" and "sharing project". All marks that our country enters the key period of accelerating the construction of the basic public service system. This also brings good development opportunity and severe challenge to the library cause of our country. Based on the theory of public goods, public management and library science, this paper studies the strategies of constructing public cultural service system in Chinese university libraries. The whole research thought is: starting with the background and connotation of the public cultural service system, this paper points out the necessity of constructing the public cultural service system in the university library. Then, by comparing and studying the present situation of constructing public cultural service system in university libraries at home and abroad, this paper analyzes our existing problems, how to learn from each other's strengths and learn from the successful experiences of foreign countries. Finally, starting from the five major systems of the public cultural service system, the author thinks that the library laws and regulations suitable for our country should be established step by step, and the construction of talents in university libraries should be strengthened in order to provide the legal guarantee and talent support for the public cultural service system. At the same time, we should actively seek and expand the cooperation between university libraries and other institutions, expand the field of service, and optimize the allocation of resources, so that we can bring our advantages into full play in the environment of cultural reform. To make due contribution to the establishment of public cultural service system.
