【摘要】：文章從政策目的和標(biāo)準(zhǔn)、圖書館責(zé)任、電子文獻(xiàn)、內(nèi)容標(biāo)準(zhǔn)、技術(shù)標(biāo)準(zhǔn)、長期保存、組織規(guī)章、版權(quán)聲明和版本信息等9個方面對德國高校開放獲取知識庫政策進(jìn)行了分析,得出了政策起點(diǎn)高、目的明確、體系完整、內(nèi)容全面、可操作性強(qiáng)等特點(diǎn)。國內(nèi)高校需要借鑒德國的經(jīng)驗(yàn),推動國家、社會和機(jī)構(gòu)制定出切實(shí)適合國內(nèi)出版界、圖書館界和科學(xué)界的開放獲取政策。
[Abstract]:This paper analyzes the policy of open access to knowledge base in German universities from the aspects of policy purpose and standard, library responsibility, electronic literature, content standard, technical standard, long-term preservation, organization regulations, copyright notice and edition information. The characteristics of the policy are high starting point, clear purpose, complete system, comprehensive content, strong maneuverability and so on. Domestic colleges and universities need to draw lessons from the experience of Germany to promote the country, society and institutions to formulate an open access policy suitable for the domestic publishing, library and scientific circles.
