【摘要】：對檔案進(jìn)行管理,最主要的目的就是為了利用,是檔案鑒定工作的重中之重。檔案價(jià)值鑒定是決定檔案存毀,加強(qiáng)檔案管理的關(guān)鍵,存檔時(shí)間的久遠(yuǎn)和社會環(huán)境的不斷變化,在不同時(shí)期檔案的利用價(jià)值有不同的體現(xiàn),在檔案不同的運(yùn)動(dòng)階段需要對其價(jià)值進(jìn)行鑒定,以期實(shí)現(xiàn)檔案得到最大利用效益的目的。文件雙重價(jià)值這一經(jīng)典理論從上個(gè)世紀(jì)50年代發(fā)展至今,在實(shí)踐方面,檔案雙重價(jià)值以其自身獨(dú)具客觀性且便于操作應(yīng)用等獨(dú)特的優(yōu)勢,在國外的檔案工作中解決了價(jià)值鑒定工作中的諸多難題,不管是在以紙質(zhì)文件為主的傳統(tǒng)檔案管理工作時(shí)期還是以電子文件為主的信息時(shí)代,檔案雙重價(jià)值鑒定都應(yīng)是檔案鑒定工作的原則與標(biāo)準(zhǔn)。通過對廣西區(qū)國家檔案館及14個(gè)地級市國家檔案館的走訪調(diào)查了解到,在檔案價(jià)值鑒定工作中,雙重價(jià)值鑒定理論在廣西各級國家綜合檔案館的檔案鑒定工作中的借鑒情況并不突出,存在一些棘手的問題。要解決這些問題,需深入了解檔案的價(jià)值并分析檔案價(jià)值鑒定工作對整個(gè)檔案工作的影響,以期使檔案價(jià)值鑒定理論能夠與檔案價(jià)值鑒定實(shí)踐相結(jié)合,使檔案鑒定工作中得以更好的開展,更好的服務(wù)于廣西綜合檔案館工作,使檔案價(jià)值得到最大發(fā)揮。
[Abstract]:The main purpose of the management of archives is to make use of them, which is the most important task of archives appraisal. The appraisal of archival value is the key to determine the preservation and destruction of archives, strengthen the management of archives, the long time of archiving and the constant change of social environment, and the utilization value of archives has different embodiment in different periods. It is necessary to identify the value of archives in different movement stages in order to achieve the purpose of maximum utilization of archives. The classical theory of dual value of documents has been developed from 1950s to now. In practice, the dual value of archives has its own unique advantages such as objectivity and ease of operation and application. In the archival work abroad, many difficult problems have been solved in the work of value appraisal, whether in the period of traditional archival management based on paper documents or in the era of information dominated by electronic documents. The double value appraisal of archives should be the principle and standard of archives appraisal. Through the investigation and investigation of the Guangxi National Archives and 14 prefecture-level municipal national archives, we have learned that in the work of identifying the value of archives, The theory of double value appraisal is not outstanding in the work of archives identification of national comprehensive archives at all levels in Guangxi, and there are some thorny problems. In order to solve these problems, it is necessary to deeply understand the value of archives and analyze the impact of archives value identification on the whole archival work, so that the theory of archival value identification can be combined with the practice of archival value appraisal. So that the work of archives identification can be better carried out, better serve the work of Guangxi Comprehensive Archives, so that the value of archives can be maximized.
