【摘要】： 本文以檔案文獻(xiàn)遺產(chǎn)作為研究對(duì)象,以檔案文獻(xiàn)遺產(chǎn)的利用和普遍性價(jià)值體現(xiàn)為研究目標(biāo),以我國(guó)特定遺產(chǎn)名錄為資源整合的范圍,以普遍意義的遺產(chǎn)運(yùn)行為保護(hù)利用的指向,從其形成的不同歷史時(shí)期、選用的多元化載體材料、使用的豐富社會(huì)領(lǐng)域、以及變化的多樣性方式與途徑等方面對(duì)檔案文獻(xiàn)遺產(chǎn)進(jìn)行了廣泛的、深入的和系統(tǒng)性的研究和分析,既關(guān)注于檔案的遺產(chǎn)屬性的內(nèi)涵挖掘,也論證了檔案工作的規(guī)范化操作規(guī)程,同時(shí)還結(jié)合檔案的管理體制和學(xué)科的研究動(dòng)態(tài),提出了檔案利用的集成方式、遺產(chǎn)保護(hù)的系統(tǒng)性模式,并試圖構(gòu)建起方法論指導(dǎo)下的檔案文獻(xiàn)遺產(chǎn)利用與保護(hù)科學(xué)體系與方式,以充實(shí)和完善在新價(jià)值觀指導(dǎo)下的檔案保護(hù)學(xué)科新體系和文化遺產(chǎn)保護(hù)的新知識(shí)領(lǐng)域。 檔案文獻(xiàn)遺產(chǎn)作為在國(guó)際化背景下產(chǎn)生檔案新的概念,是信息時(shí)代檔案學(xué)科的新發(fā)展,是檔案理論由過(guò)去對(duì)檔案利用的簡(jiǎn)單方式,重管輕用的傳統(tǒng)思維模式,轉(zhuǎn)變?yōu)槎嘣睦猛緩胶唾Y源價(jià)值擴(kuò)大的社會(huì)新需求。增強(qiáng)了對(duì)檔案價(jià)值和作用發(fā)揮的新認(rèn)識(shí),促進(jìn)了學(xué)科理論體系的發(fā)展和知識(shí)范疇的拓寬,并隨人類社會(huì)的發(fā)展和文明進(jìn)程而產(chǎn)生、豐富和充實(shí)。這些新發(fā)展表現(xiàn)在載體保管、資源開(kāi)發(fā)利用和社會(huì)作用發(fā)揮等方面有了新的內(nèi)涵,在管理模式、利用途徑,以及社會(huì)各領(lǐng)域廣泛的信息交流與價(jià)值共享的過(guò)程的更新內(nèi)容,以及對(duì)其保護(hù)與利用合理性的新課題。 本文首先闡述了檔案文獻(xiàn)遺產(chǎn)的產(chǎn)生與社會(huì)需求的價(jià)值新取向,從檔案文獻(xiàn)遺產(chǎn)的種類與形式、保護(hù)與利用的新途徑與方式,以及資源整合新方略等方面進(jìn)行了檔案文獻(xiàn)遺產(chǎn)的價(jià)值新取向研究。充分闡述了檔案文獻(xiàn)遺產(chǎn)資源建設(shè)的必要性與社會(huì)需求,剖析了缺乏規(guī)范性保障和技術(shù)支撐的現(xiàn)行遺產(chǎn)資源利用的問(wèn)題,從檔案文獻(xiàn)遺產(chǎn)的歷史形成階段對(duì)遺產(chǎn)資源及其價(jià)值進(jìn)行認(rèn)真的分析,結(jié)合材料學(xué)、地域?qū)W、環(huán)境學(xué)的分析,疏理了檔案文獻(xiàn)遺產(chǎn)整合模式的構(gòu)建方案與模式——資源的的協(xié)調(diào)和統(tǒng)籌兼顧的共享利用模式,實(shí)現(xiàn)檔案文獻(xiàn)遺產(chǎn)資源整合的基本途徑和程序。 其次,研究了檔案文獻(xiàn)遺產(chǎn)資源整合與實(shí)現(xiàn)方式,從我國(guó)遺產(chǎn)管理、保護(hù)與利用現(xiàn)狀出發(fā),闡述了遺產(chǎn)資源的基本情況和主要利用方式,分析了保管與保護(hù)工作中的主要問(wèn)題,特別是按照載體形式,分門別類地剖析了紙質(zhì)類和非紙類檔案文獻(xiàn)遺產(chǎn)的資源狀況,提出了遺產(chǎn)資源信息的整合策略和資源的的協(xié)調(diào)和統(tǒng)籌兼顧的共享利用模式,制訂出整合遺產(chǎn)內(nèi)容和遺產(chǎn)利用區(qū)域的低成本,便捷式專題式整合方案。 第三,系統(tǒng)地分析檔案文獻(xiàn)遺產(chǎn)利用方式的新需求,利用的傾向性問(wèn)題,以及檔案現(xiàn)有狀況與檔案利用需求的矛盾,探討了檔案文獻(xiàn)遺產(chǎn)資源開(kāi)發(fā)、利用模式特征與信息運(yùn)行特點(diǎn),以困境分析的角度揭示檔案利用集成服務(wù)研究的必要性和緊迫性,從而按照內(nèi)涵、體系與目標(biāo)等要求,提出了檔案文獻(xiàn)遺產(chǎn)信息集成服務(wù)的實(shí)現(xiàn)方式。 第四,根據(jù)檔案文獻(xiàn)遺產(chǎn)損害的多種表現(xiàn),分析了載體材料與記錄內(nèi)容變化途徑與老化變質(zhì)方式,結(jié)合社會(huì)政治因素、保管操作規(guī)程、環(huán)境條件制約、材料自身運(yùn)動(dòng)等,檔案材料的保護(hù)條件與因素分析,進(jìn)行了社會(huì)作用效能的動(dòng)因分析。并按照不同檔案遺產(chǎn)材料的變化特征,對(duì)紙質(zhì)類、照片類磁帶類、其它材料類,以及數(shù)字遺產(chǎn)的變化進(jìn)行了深入的、系統(tǒng)的技術(shù)分析與機(jī)理理討論,得出了遺產(chǎn)變化的制約因素和規(guī)律性特征。 第六章的技術(shù)分析 最后,從方法論的角度,制訂出保護(hù)與利用檔案文獻(xiàn)遺產(chǎn)的基本方案,其內(nèi)容包括遺產(chǎn)保護(hù)與利用的頂層設(shè)計(jì)思想、宏觀指導(dǎo)的遺產(chǎn)管理模式研究、遺產(chǎn)的技術(shù)保障與環(huán)境控制、遺產(chǎn)保護(hù)與利用過(guò)程中實(shí)踐操作的模式、方法論在保護(hù)與利用檔案文獻(xiàn)遺產(chǎn)中的目標(biāo)與解決方案。并結(jié)國(guó)際憲章和國(guó)家相關(guān)法律法規(guī)提出了國(guó)家管理需求的總體實(shí)現(xiàn)模式、國(guó)家政策、公眾化對(duì)策的實(shí)現(xiàn)模式。 本文從世界遺產(chǎn)的角度,透視我國(guó)檔案文獻(xiàn)具有的遺產(chǎn)內(nèi)涵與外延,從其來(lái)源原則進(jìn)行結(jié)構(gòu)的總體層次分布,深入研究其社會(huì)價(jià)值與功能。以其形成的年代進(jìn)行縱向的文化價(jià)值的分析,分門別類地疏理我國(guó)檔案文獻(xiàn)遺產(chǎn)的來(lái)源、形式和種類。創(chuàng)新性地對(duì)檔案文獻(xiàn)遺產(chǎn)內(nèi)容與范圍進(jìn)行合理的界定與論述,按照社會(huì)需求進(jìn)行資源整合,構(gòu)建基于新價(jià)值觀的檔案文獻(xiàn)遺產(chǎn)整體性、系統(tǒng)性資源模式。在全面認(rèn)識(shí)與把握檔案文獻(xiàn)遺產(chǎn)的現(xiàn)狀與流通模式基礎(chǔ)上,解析方法論指導(dǎo)的目標(biāo)、模式,從體系架構(gòu)的復(fù)雜性、技術(shù)支撐的條件與因素、以及保護(hù)與利用的可持續(xù)發(fā)展戰(zhàn)略,架構(gòu)具有我國(guó)特點(diǎn)的遺產(chǎn)保護(hù)與利用體系,改進(jìn)現(xiàn)有的服務(wù)途徑與保護(hù)方式,使檔案文獻(xiàn)遺產(chǎn)的保護(hù)與利用更加科學(xué)、合理、有效。討論檔案文獻(xiàn)遺產(chǎn)的標(biāo)準(zhǔn)評(píng)選與支持理論,分步驟開(kāi)展保護(hù)與利用的方式論,形成具有示范性作用的模式與機(jī)制,搶救受損和瀕臨毀滅的檔案文獻(xiàn)遺產(chǎn),建立與健全應(yīng)對(duì)機(jī)制,指導(dǎo)和規(guī)范全國(guó)的文獻(xiàn)遺產(chǎn)管理與保護(hù)。創(chuàng)新性研究文獻(xiàn)遺產(chǎn)的發(fā)展及其出現(xiàn)的新形式——數(shù)字遺產(chǎn)的基本形式與利用方式和信息時(shí)代和數(shù)字技術(shù)條件下的數(shù)字遺產(chǎn)的保護(hù)與利用方式。拓展數(shù)字遺產(chǎn)形成、利用與保護(hù)的探索,確保數(shù)字遺產(chǎn)的的有效利用的安全穩(wěn)定與長(zhǎng)期存取。根據(jù)國(guó)家層面的管理需求,實(shí)現(xiàn)信息化條件下層次化管理與科學(xué)的保護(hù)與利用,制訂全民性投入的對(duì)策和國(guó)家宏觀策略,為科學(xué)地保護(hù)與利用我國(guó)檔案文獻(xiàn)遺產(chǎn)提供有價(jià)值的方法與途徑。
[Abstract]:This paper takes the archives literature heritage as the research object, embodies the utilization and universality value of the archives literature heritage as the research object, takes the special heritage list of our country as the resource-whole range, runs the universal value heritage as the protection and utilization point, from the different historical period, The multi-carrier materials used, the rich social fields used, and the diversity methods and ways of change have carried out extensive, deep and systematic research and analysis on the archives literature heritage, and not only are concerned with the connotation mining of the legacy attributes of the archives, The standardization operation procedure of archives work is also proved, and the integrated way of file utilization and the systematic mode of heritage protection are put forward in combination with the management system of archives and the research of subject. As a new concept of archival science in the context of internationalization, the archives literature heritage is a new development of archives discipline in the information age.
