【中文摘要】 有關(guān)民國出版的研究,如今以出版史研究和出版業(yè)實(shí)體的研究較為成熟、系統(tǒng)。然而,從管理學(xué)和歷史學(xué)結(jié)合的角度,考察南京國民政府對出版業(yè)管理的研究目前尚無專著。本文選擇了以南京國民政府(1927-1937年)對出版業(yè)的管理為研究對象,主要從靜態(tài)管理體系構(gòu)建和動態(tài)管理運(yùn)作兩個角度進(jìn)行探討,旨在全方位、多角度地就南京國民政府對出版業(yè)的管理進(jìn)行窺探和評析。本文包括五個部分。第一部分介紹南京國民政府進(jìn)行出版管理的思想基礎(chǔ)。“三民主義”的最高指導(dǎo);“一黨專政”的核心理論,“言論出版自由”的表面化以及法西斯專制主義思想的逐漸滲透共同構(gòu)成了南京國民政府管理出版的思想基礎(chǔ)。第二部分對南京國民政府頒布的一系列有關(guān)出版管理的法律、法令及條例進(jìn)行系統(tǒng)的文本分析。南京國民政府在法律上所界定的“出版品”、“出版關(guān)系人”;登記注冊制度的確立;審查制度的衍變和更替;郵運(yùn)統(tǒng)制制度的實(shí)施;懲罰手段及方式的規(guī)定等。第三部分介紹分析南京國民政府參與出版管理的相關(guān)機(jī)構(gòu)設(shè)置及黨政雙重監(jiān)管模式。第四部分重點(diǎn)論述南京國民政府對出版業(yè)管理的具體運(yùn)作。從南京國民政府與官營出版業(yè)、民營出版業(yè)、書業(yè)協(xié)會的關(guān)系入手,探討國民政府對出版業(yè)的具體管理行為。第五部分,客觀評價南京國民政府履行出版管理職能,其根本目的、取得的成效、歷史局限性和產(chǎn)生的影響和啟示。還原歷史,以史為鑒。筆者對南京國民政府出版管理的研究,出于兩個方面的目的:其一,客觀還原南京國民政府進(jìn)行出版管理的本來面貌。迄今為止,學(xué)術(shù)界對南京國民政府所進(jìn)行的出版管理沒有系統(tǒng)的專門研究,即便有所涉及,也存在有較濃的階級偏見色彩,難以客觀再現(xiàn)其管理系統(tǒng)和框架。其二,通過還原歷史,總結(jié)出有益于我國當(dāng)下的啟示。南京國民政府在出版管理上實(shí)行黨政雙重領(lǐng)導(dǎo)體制,而我國當(dāng)前對出版業(yè)管理亦實(shí)行該領(lǐng)導(dǎo)體制,長期以來出版業(yè)作為黨的宣傳工具的色彩很重,這在客觀上嚴(yán)重阻礙了我國出版業(yè)的市場化步伐,對我國政府積極發(fā)揮對產(chǎn)業(yè)發(fā)展的推動作用,從而構(gòu)建服務(wù)型社會也有不利影響。因而,如何正確履行政府出版管理職能,并將其作為推動并豐富廣大人民精神文化生活的重要手段和方式,是一個值得深入研究的重要命題。

【英文摘要】 In related research of the publishing in the Min Guo period, the research of the publication history and study of the publishing industry are more mature and systematic. However, from the management and the perspective of combining history, there are no monograph on the Nanking national government management of the publishing industry, In this paper, the author has chosen the Nanking National Government (1927-1937) on the management of the publishing industry as a research object. There are two main discussion points of view, the construction of static and dynamic system analysis of the operation, aiming to get a depth study and evaluation of the Nanking National Government on the publishing management.This article includes five parts. The first chapter is the ideological foundation of the Nanking National Governmengt on the publishing Management: "one-party dictatorship"; "freedom"; Authoritarian fascist ideology. The second chapter is to systematic analysis the text of that the Nanking National Government promulgated a series of publishing the relevant laws, regulations and orders. Nanking National Government in the legal definition of "publications", "the people related with the publication"; the establishment of a registration system on the publication; pre-publication review of the established system; Mail inspection system; punishment means and manner of regulations. Chapter III is of the Nanking National Government's involvement in the publication of the various institutions and working methods. The fourth chapter deals with the publication of the Nanking National government in management operations. From the Nanking National Government and government-run publishing industry, the private publishing industry, the book start with the relationship between the Association, the National Government to explore the nature of the publishing industry in different management styles and the only purpose of political control. Chapter V is of the overall evaluation of the Nanjing Nationalist Government published the results of management, historical limitations and the limited significance of the progress.Restoring history, taking history as a mirror. The paper has two purposes: First, the objective to restore the original history of the Nanking National Government on the publishing management. So far, the academic study of this topic is rare. Even if there are some research involved, the most are with the characteristics of class bias. It is difficult to reproduce the objective and framework of its management system. Second, through the reduction of history, suming up the benefit of the Enlightenment to our country. Nowadays ,our country on publishing management also use the party and the government co-management model. With this leadership, the publishing industry has long been the party's mouthpiece and propaganda tool. It is a objectively serious obstacle to China's publishing industry, prevent the pace of the market for our government to play an active role in promoting industrial development, even adverrsely effect building a service-based society. Therefore, how to correctly perform management functions on the publication by the Government as a majority of the people to promote and enrich the cultural life of the spirit of an important means and ways, is a major topic in-depth study.
