【摘要】：延伸共享范圍、擴(kuò)大共享規(guī)模、拓寬經(jīng)費(fèi)來源、構(gòu)建強(qiáng)有力的協(xié)調(diào)機(jī)構(gòu)是當(dāng)前圖書館合作面臨的主要挑戰(zhàn)。PPP模式通過吸引社會力量的技術(shù)資金驅(qū)動優(yōu)勢以及政府監(jiān)督評價管理的約束優(yōu)勢,構(gòu)建有力的"伙伴合作、利益共享、風(fēng)險分擔(dān)"的合作模式,以應(yīng)對當(dāng)前的挑戰(zhàn)。研究認(rèn)為,擴(kuò)展二元主體(圖書館—社會)實(shí)踐經(jīng)驗(yàn)的基礎(chǔ)上,以PPP思想構(gòu)建三元主體(政府—圖書館—社會)的新型合作模式,通過社會資金技術(shù)的驅(qū)動與政府監(jiān)督管理約束的雙重力量來完善合作機(jī)制,可更好的實(shí)現(xiàn)圖書館合作以及資源共享和服務(wù)創(chuàng)新。
[Abstract]:Extending the scope of sharing, expanding the scale of sharing, broadening the sources of funds, Building a strong coordination organization is the main challenge of library cooperation at present. Through the advantage of attracting social power, the technology fund driving advantage and the restriction advantage of government supervision, evaluation and management, the PPP model constructs the powerful "partner cooperation and benefit sharing". Risk sharing "the cooperation model to meet the current challenges." On the basis of expanding the practical experience of dualistic subjects (library-society), this paper constructs a new mode of cooperation of ternary subjects (government-library-society) with the idea of PPP. To perfect the cooperation mechanism through the drive of social fund technology and the double strength of government supervision and management constraints, library cooperation, resource sharing and service innovation can be better realized.
