【摘要】： 文化資產(chǎn)是人類文化發(fā)展過(guò)程的實(shí)物見證，文物的保存唯有透過(guò)完善的典藏機(jī)構(gòu)，才能有效傳承。而文物保存工作必需經(jīng)常面對(duì)自然環(huán)境、天然災(zāi)害、人為因素的考驗(yàn)，尤其大自然的力量影響更為巨大。一九九九年臺(tái)灣九二一大地震正是天然災(zāi)害與人為疏失雙重影響的例證，至今余悸猶存。此一百年大震不但造成嚴(yán)重的人員傷亡，也使得文化資產(chǎn)遭到莫大的破壞。在此之際，文化資產(chǎn)保存機(jī)構(gòu)若沒有一套完善的緊急應(yīng)變及救災(zāi)計(jì)畫，往往造成搶救期間延誤，應(yīng)變處理不當(dāng)而導(dǎo)致文物再度受重創(chuàng)。我們雖無(wú)法阻止天災(zāi)的發(fā)生，但事前能有萬(wàn)全的準(zhǔn)備，便可使災(zāi)害造成的損失降至最低，復(fù)原速度達(dá)到最快。 本論文即在從危險(xiǎn)管理之理論與應(yīng)用，論述文物典藏機(jī)構(gòu)之災(zāi)害防救措施與文物納保制度之間題，其重點(diǎn)在於針對(duì)不同文物典藏機(jī)構(gòu)，，各種可能的災(zāi)害來(lái)源及其特性，結(jié)合不同領(lǐng)域之專業(yè)，研擬一個(gè)完整之因應(yīng)觀念及策略，并對(duì)文物典藏機(jī)構(gòu)之建筑物硬體設(shè)施及典藏管理制度規(guī)劃，擬具一套規(guī)范性的實(shí)施方案，俾供經(jīng)營(yíng)管理者之參考。 質(zhì)是之故，本論文系以危險(xiǎn)管理之理論與方法的分析為基礎(chǔ)，將其觀念應(yīng)用在文物典藏機(jī)構(gòu)之災(zāi)害預(yù)防與救援措施，進(jìn)而研擬文物保險(xiǎn)之制度，以及相關(guān)的配合措施，而使文物典藏機(jī)構(gòu)之經(jīng)營(yíng)與管理，藉由災(zāi)害避免，減少損失的努力，進(jìn)而保全文物資產(chǎn)，達(dá)致安全與永續(xù)發(fā)展，發(fā)揮人類文化嬗遞之理想境地，是為本文研究之成果與期待。
[Abstract]:Cultural assets are the physical witness of the development of human culture. The preservation of cultural relics can be effectively inherited only through a perfect collection institution. The preservation of cultural relics must often face the natural environment, natural disasters, man-made factors test, especially the impact of the forces of nature is even greater. Taiwan's September 21 earthquake in 1999 is an example of the dual effects of natural disasters and human negligence. This hundred-year earthquake not only caused serious casualties, but also caused great damage to cultural assets. At this time, cultural assets preservation agencies without a comprehensive emergency response and disaster relief plans, often cause delay in the rescue period, improperly handled, resulting in the cultural relics again suffered heavy damage. Although we cannot prevent the occurrence of the natural disaster, we can minimize the damage caused by the disaster and recover the fastest by being prepared in advance. In this paper, from the theory and application of risk management, the paper discusses the disaster prevention and rescue measures of cultural relics preservation institutions and the preservation system of cultural relics. The emphasis of this paper is on different cultural relics storage institutions, various possible disaster sources and their characteristics. In combination with different specialties, this paper develops a complete response concept and strategy, and draws up a set of normative implementation plan for the management system of the building hardware facilities and the collection management system of the cultural relics collection institution for the reference of the managers. Therefore, based on the analysis of the theory and method of risk management, this paper applies its concept to the disaster prevention and rescue measures of cultural relics collection institutions, and then develops the system of cultural relic insurance, as well as the relevant coordination measures. It is the achievement and expectation of this paper to make the management and management of the institution of cultural relics to avoid the disaster, reduce the loss, preserve the cultural relics assets, achieve the safe and sustainable development, and give play to the ideal situation of human culture evolution.
