【摘要】：目前,雖然我國政府在保障公民閱讀權(quán)利方面的工作已取得了一些成績,但是,在實際操作層面仍然存在一些偏差,主要表現(xiàn)在公共閱讀資源配置不均、弱勢群體閱讀權(quán)利保障不利、閱讀立法障礙重重等方面。政府是公民閱讀權(quán)利制度保障的責任主體、資源保障的責任主體、監(jiān)督管理的責任主體,因此,推動全民閱讀,保障公民閱讀權(quán)利是政府不可推卸的責任,需要通過強化政府責任意識、強化職能部門統(tǒng)籌協(xié)調(diào)、強化政績考核評價、強化社會共同參與等途徑促進政府兌現(xiàn)責任。參考文獻12。
