【摘要】：隨著我國(guó)社會(huì)經(jīng)濟(jì)的發(fā)展和政府職能的轉(zhuǎn)變,政府向社會(huì)力量購(gòu)買(mǎi)公共服務(wù)的實(shí)踐活動(dòng)在全國(guó)范圍內(nèi)迅猛發(fā)展。很多區(qū)縣級(jí)地方政府都采用了政府購(gòu)買(mǎi)的方式向社會(huì)提供圖書(shū)館服務(wù)。盡管各地區(qū)的實(shí)踐活動(dòng)開(kāi)展的比較頻繁,但是與政府購(gòu)買(mǎi)圖書(shū)館服務(wù)相關(guān)的理論研究并不多,而且大部分研究對(duì)于政府購(gòu)買(mǎi)圖書(shū)館服務(wù)的績(jī)效評(píng)估問(wèn)題沒(méi)有給予充分的重視,在實(shí)踐過(guò)程中也僅僅是按照合同中規(guī)定的基本指標(biāo)進(jìn)行評(píng)價(jià),不重視對(duì)購(gòu)買(mǎi)服務(wù)環(huán)節(jié)的整體性評(píng)估,沒(méi)有形成系統(tǒng)的績(jī)效評(píng)估體系。不完善、不科學(xué)的評(píng)估工作會(huì)導(dǎo)致購(gòu)買(mǎi)服務(wù)的效果偏離既定的方向和目標(biāo),進(jìn)而影響到購(gòu)買(mǎi)服務(wù)的質(zhì)量和效果,降低政府的公信力。因此,構(gòu)建一個(gè)科學(xué)完整的評(píng)估體系是政府購(gòu)買(mǎi)公共圖書(shū)館服務(wù)領(lǐng)域亟待解決的問(wèn)題。本文以區(qū)縣級(jí)公共圖書(shū)館政府購(gòu)買(mǎi)服務(wù)的績(jī)效評(píng)估體系為研究對(duì)象,主要研究了以下幾個(gè)方面的內(nèi)容。第一,政府購(gòu)買(mǎi)區(qū)縣級(jí)公共圖書(shū)館服務(wù)績(jī)效評(píng)估的相關(guān)理論及概念。第二,政府購(gòu)買(mǎi)區(qū)縣級(jí)公共圖書(shū)館服務(wù)的具體案例調(diào)查。第三,分析政府在購(gòu)買(mǎi)區(qū)縣級(jí)公共圖書(shū)館服務(wù)績(jī)效評(píng)估方面存在的問(wèn)題。第四,構(gòu)建以第三方評(píng)估組織為評(píng)估主體對(duì)整個(gè)政府購(gòu)買(mǎi)公共圖書(shū)館服務(wù)的全流程確定構(gòu)建績(jī)效評(píng)估指標(biāo)體系。本文依據(jù)相關(guān)理論,按照科學(xué)的評(píng)估原則,構(gòu)建一個(gè)以第三方評(píng)估組織為評(píng)估主體對(duì)整個(gè)政府購(gòu)買(mǎi)公共圖書(shū)館服務(wù)的全流程進(jìn)行績(jī)效評(píng)估的評(píng)估體系。研究結(jié)果對(duì)政府購(gòu)買(mǎi)區(qū)縣級(jí)公共圖書(shū)館服務(wù)的績(jī)效評(píng)估體系構(gòu)建,提高整個(gè)購(gòu)買(mǎi)服務(wù)中的監(jiān)督與管理水平,為社會(huì)公眾提供更優(yōu)質(zhì)、更高效的圖書(shū)館服務(wù)等方面有一定的參考價(jià)值。
[Abstract]:With the development of social economy and the transformation of government functions, the practice of government purchasing public services from social forces has developed rapidly in the whole country. Many local governments at the district and county level have adopted the method of government purchase to provide library services to the community. Although the practice activities in various regions are more frequent, there are not many theoretical studies related to the purchase of library services by the government, and most of the studies have not paid enough attention to the performance evaluation of government purchasing library services. In the process of practice, it is only according to the basic indicators stipulated in the contract to evaluate, do not attach importance to the overall evaluation of the purchase of service links, and do not form a systematic performance evaluation system. Imperfect and unscientific evaluation will lead to the effect of purchasing services deviate from the established direction and goal, and then affect the quality and effect of purchasing services, and reduce the credibility of the government. Therefore, the construction of a scientific and complete evaluation system is an urgent problem for the government to purchase public library services. This paper takes the performance evaluation system of government purchase service in district and county public libraries as the research object, and mainly studies the following aspects. First, the relevant theories and concepts of service performance evaluation of county-level public libraries in government purchase area. Second, the specific case investigation of the county-level public library service in the government purchase area. Thirdly, it analyzes the problems existing in the performance evaluation of county-level public libraries. Fourth, the third party evaluation organization is the main body to establish the performance evaluation index system for the whole government to purchase the public library services. Based on the relevant theories and scientific evaluation principles, this paper constructs an evaluation system of the whole process of government purchasing public library services with the third party evaluation organization as the main evaluation body. The results of the study set up the performance evaluation system of the county level public library service in the government purchase area, improve the supervision and management level of the whole purchase service, and provide better quality for the public. More efficient library service and other aspects have certain reference value.
