【摘要】:日本公共圖書館的社會化運營起步較早。1963年制定的委托管理制度是最早的社會運營方式,此后逐步出臺NPO運營、PFI運營等方式;2003年,指定管理者制度取代委托管理制度成為最主要的運營方式;這一發(fā)展歷程呈現(xiàn)的特點有:運營方式多樣化,形成完整流程,向民間開放程度不斷加深,運營者業(yè)務(wù)范圍不斷擴大。關(guān)于社會化運營,日本一直存在爭論,支持者主要從經(jīng)濟角度出發(fā),反對者主要從專業(yè)角度出發(fā)。有必要將兩個角度結(jié)合起來思考,更為客觀地認知社會化運營。政府是社會化運營的推動者和執(zhí)行者,政府在具體執(zhí)行過程中,要注意區(qū)分圖書館事業(yè)已經(jīng)存在的問題和社會化運營帶來的問題,并采用不同的對策加以解決。保證圖書館的"公共屬性"是社會化運營的首要前提。表4。參考文獻33。
[Abstract]:The entrusted management system established in 1963 was the earliest mode of social operation, and then gradually introduced NPO operation and PFI operation. In 2003, The appointed manager system has become the most important mode of operation instead of the entrustment management system, and the characteristics of this development course are: diversification of operation mode, formation of complete process, deepening of opening to the people. The scope of the operator's business is expanding. On social operation, Japan has been controversial, supporters mainly from the economic point of view, opponents mainly from a professional point of view. It is necessary to combine the two angles to realize the social operation more objectively. The government is the promoter and executor of the socialized operation. In the process of concrete implementation, the government should pay attention to distinguishing the existing problems of the library cause from the problems brought by the socialized operation, and adopt different countermeasures to solve them.
