【摘要】：我國公共圖書館事業(yè)作為政府主導的公共文化事業(yè)重要組成部分,一直受到我國各級政府和主管部門相關政策文件的指導。近年來,隨著國家文化發(fā)展戰(zhàn)略的調(diào)整和政府職能的轉(zhuǎn)變,尤其在當前《公共圖書館法》尚未出臺,政府政策的制定和實施對公共圖書館發(fā)展的影響愈來愈明顯。在此背景下,深入研究當代中國公共圖書館政府政策,探討不同階段下公共圖書館政府政策的時代特征,回溯公共圖書館政府政策的實際效用,對完善圖書館事業(yè)政策體系,推動公共圖書館事業(yè)發(fā)展具有重要的理論和實踐價值。文章采用文獻分析法、歷史研究方法、比較分析法等方法開展。通過對當代中國公共圖書館政府政策進行系統(tǒng)的梳理與分析,將當代中國公共圖書館政府政策的發(fā)展歷程劃分為四個時期,即曲折探索時期(1949年-1977年)、初步發(fā)展時期(1978年-1991年)、穩(wěn)步發(fā)展時期(1992年-2004年)以及體系化構(gòu)建時期(2005年至今)。在此基礎上,針對每一時期內(nèi)政策進行分析研究,探索公共圖書館政府政策在形成背景、發(fā)展特質(zhì)以及實際效用等方面所呈現(xiàn)出的時代特征。本研究首先綜述選題背景與意義,對公共圖書館政府政策研究現(xiàn)狀進行簡要回顧,并對研究思路、方法以及可能創(chuàng)新之處作以說明,同時對當代中國公共圖書館政府政策的概念、主客體、特征和時期劃分進行系統(tǒng)的介紹;其次,文章從當代中國公共圖書館政府政策的時代背景、內(nèi)容體系、發(fā)展特質(zhì)以及實際效用等角度,重點分析四個不同時期內(nèi)政府政策所呈現(xiàn)的典型特征,以及政府政策給予公共圖書館事業(yè)帶來的影響;最后,在總結(jié)當代中國公共圖書館政府政策演變脈絡的同時,宏觀把握其對我國公共圖書館事業(yè)發(fā)展的影響。通過對當代中國公共圖書館政府政策進行系統(tǒng)梳理分析研究,發(fā)現(xiàn)政策的制定因受時代性影響具有一定的局限性,因此呼吁在未來政策制定過程中能夠更加科學。同時通過結(jié)合公共圖書館事業(yè)發(fā)展現(xiàn)狀考察公共圖書館政策發(fā)現(xiàn),相比于對政策制定的關注度而言,對政策的實施和政策的實際效用則關注較少,因此我國政府不僅應增強政策制定的科學性,而且也應該增加對政策的實施和效用的考察與關注。
[Abstract]:As an important part of public culture, the public library in China is always guided by the relevant policy documents of all levels of government and competent departments. In recent years, with the adjustment of national cultural development strategy and the transformation of government functions, especially in the current "Public Library Law" has not been issued, the formulation and implementation of government policies on the development of public libraries is becoming more and more obvious. Under this background, the paper deeply studies the government policy of contemporary Chinese public library, probes into the characteristics of the times of the government policy of public library in different stages, traces the actual utility of the government policy of public library, and improves the policy system of library undertaking. It is of great theoretical and practical value to promote the development of public library. This paper adopts the methods of literature analysis, historical research and comparative analysis. Through the systematic analysis and analysis of the government policy of the contemporary Chinese public library, the development course of the government policy of the contemporary Chinese public library is divided into four periods. That is, the period of tortuous exploration (1949-1977), the period of preliminary development (1978-1991), the period of steady development (1992-2004) and the period of systematization (2005-present). On this basis, this paper analyzes and studies the policies in each period, and explores the characteristics of the times in the forming background, the development characteristics and the actual utility of the government policies in the public libraries. This study first summarizes the background and significance of the topic, briefly reviews the current situation of government policy research in public libraries, and explains the research ideas, methods and possible innovations. At the same time, the concept, subject and object, characteristics and time division of the government policy of contemporary Chinese public library are systematically introduced. Secondly, the paper introduces the background and content system of the government policy of contemporary Chinese public library. From the perspective of development characteristics and actual utility, this paper analyzes the typical characteristics of government policies in four different periods, and the impact of government policies on public library undertakings. This paper summarizes the evolution of government policies in contemporary China's public libraries, and at the same time, holds its influence on the development of public libraries in China macroscopically. Through systematical analysis and research on the government policies of contemporary Chinese public libraries, it is found that the formulation of policies is limited by the times, and therefore calls for a more scientific policy making process in the future. At the same time, combining with the present situation of the development of the public library, we find that, compared with the attention paid to the policy formulation, less attention is paid to the implementation of the policy and the practical utility of the policy. Therefore, our government should not only enhance the scientific nature of policy making, but also pay more attention to the implementation and utility of policy.
