【摘要】：本文以合肥市部分社區(qū)圖書(shū)館為案例,分析社區(qū)圖書(shū)館社會(huì)化管理所存在的系列問(wèn)題。社區(qū)圖書(shū)館是我國(guó)基層公共文化服務(wù)體系的重要組成部分,與居民的文化生活息息相關(guān),一個(gè)城市是否擁有一座好的圖書(shū)館,也是這個(gè)城市文化建設(shè)成功與否的標(biāo)志之一。隨著我國(guó)經(jīng)濟(jì)發(fā)展,居民對(duì)文化的需求也日益增強(qiáng),在政府職能轉(zhuǎn)變的環(huán)境下,應(yīng)該努力將高質(zhì)量的文化服務(wù)帶給群眾。而將社區(qū)圖書(shū)館委托給文化企業(yè)運(yùn)營(yíng),通過(guò)社會(huì)力量管理與運(yùn)營(yíng),是對(duì)政府職能轉(zhuǎn)變的一種新的嘗試,也是對(duì)社區(qū)圖書(shū)館管理機(jī)制的創(chuàng)新。目前,國(guó)內(nèi)社區(qū)圖書(shū)館社會(huì)化管理都在摸索中前行,取得的效果較為明顯,但也凸顯出很多問(wèn)題。本文通過(guò)對(duì)合肥市部分社區(qū)圖書(shū)館社會(huì)化管理的現(xiàn)狀進(jìn)行調(diào)研,總結(jié)積極的經(jīng)驗(yàn),探索存在的問(wèn)題,進(jìn)而開(kāi)展對(duì)策分析,并嘗試提出改善對(duì)策,為社區(qū)圖書(shū)館模式轉(zhuǎn)變,完善社會(huì)化管理機(jī)制,促進(jìn)基層圖書(shū)館建設(shè)提供探索經(jīng)驗(yàn)。論文主要包括六個(gè)部分,各部分的主要內(nèi)容如下:第一部分為緒論,主要闡述本文的研究背景與意義,根據(jù)國(guó)內(nèi)外的研究現(xiàn)狀做出比較,并確定研究方法和研究思路;第二部分為基礎(chǔ)理論,對(duì)社區(qū)圖書(shū)館社會(huì)化管理進(jìn)行概述,分析社會(huì)化管理模式的驅(qū)動(dòng)因素,同時(shí)闡述社區(qū)圖書(shū)館實(shí)行社會(huì)化管理創(chuàng)新的的可行性;第三部分為調(diào)查部分,通過(guò)實(shí)地調(diào)研、分析文獻(xiàn)資料等方法對(duì)安徽省內(nèi)實(shí)行社會(huì)化管理機(jī)制的基層公共圖書(shū)館的現(xiàn)狀進(jìn)行調(diào)查,調(diào)查內(nèi)容包括參與社會(huì)化管理的圖書(shū)館現(xiàn)狀、運(yùn)行模式、社區(qū)活動(dòng)、監(jiān)督與評(píng)估等;第四部分是通過(guò)前文對(duì)合肥市社區(qū)圖書(shū)館社會(huì)化管理現(xiàn)狀的調(diào)查進(jìn)行分析,對(duì)基層公共圖書(shū)館社會(huì)化管理取得的成效進(jìn)行鑒定,并且探索目前社區(qū)圖書(shū)館社會(huì)化管理存在的問(wèn)題;第五部分是對(duì)策研究,針對(duì)上文中總結(jié)出的社區(qū)圖書(shū)館社會(huì)化管理存在的問(wèn)題進(jìn)行思考,及總結(jié)正在實(shí)行的先進(jìn)管理方法,為安徽省基層公共圖書(shū)館社會(huì)化管理提出針對(duì)性的改善對(duì)策;第六部分為研究結(jié)論與展望,對(duì)本次課題研究進(jìn)行總結(jié),指出不足之處,并對(duì)將來(lái)合肥市社區(qū)圖書(shū)館社會(huì)化管理機(jī)制的完善進(jìn)行展望。
[Abstract]:Taking some community libraries in Hefei as an example, this paper analyzes a series of problems existing in the socialized management of community libraries. Community library is an important part of the public cultural service system in our country, which is closely related to the cultural life of the residents. Whether a city has a good library or not is also one of the symbols of the success of this city's cultural construction. With the economic development of our country, the residents' demand for culture is also increasing day by day. Under the environment of the transformation of government functions, we should try our best to bring the high quality cultural service to the masses. To entrust the community library to the cultural enterprises to operate, through the management and operation of social forces, is a new attempt to transform the functions of the government, and also an innovation of the management mechanism of the community library. At present, the socialized management of the community library in our country is on the way of exploration, the effect is obvious, but it also highlights a lot of problems. Based on the investigation of the present situation of socialized management of some community libraries in Hefei, this paper summarizes the positive experiences, explores the existing problems, and then analyzes the countermeasures, and tries to put forward some countermeasures to change the mode of the community libraries. Improve the socialized management mechanism, promote the construction of grass-roots libraries to provide exploration experience. The thesis mainly includes six parts, the main contents of each part are as follows: the first part is the introduction, mainly expounds the research background and significance of this article, makes the comparison according to the domestic and foreign research present situation, and determines the research method and the research thought; The second part is the basic theory, summarizes the socialized management of the community library, analyzes the driving factors of the socialized management mode, and expounds the feasibility of the innovation of the socialized management of the community library; the third part is the investigation part. Through on-the-spot investigation and analysis of literature and other methods, this paper investigates the present situation of grass-roots public libraries in Anhui Province, which implements socialized management mechanism. The contents of the investigation include the status quo of libraries participating in socialized management, the mode of operation, the community activities, etc. The fourth part is to analyze the status quo of socialized management of community libraries in Hefei, and to evaluate the achievements of socialized management of grass-roots public libraries. The fifth part is the study of countermeasures, thinking about the problems in the socialization management of community libraries summarized above, and summarizing the advanced management methods. The sixth part is the conclusion and prospect of the research, summarizes the research of this topic, points out the deficiencies, and puts forward some countermeasures to improve the socialized management of the grass-roots public libraries in Anhui Province. It also looks forward to the improvement of socialized management mechanism of Hefei community library in the future.
