【摘要】：[目的 /意義]日本開放獲取運(yùn)動(dòng)的發(fā)展在亞洲遙遙領(lǐng)先,研究日本強(qiáng)制性開放獲取政策對(duì)推動(dòng)我國(guó)開放獲取政策的制定和實(shí)施具有借鑒意義。[方法 /過(guò)程]通過(guò)查閱國(guó)內(nèi)外開放獲取政策相關(guān)文獻(xiàn)和調(diào)研日本15個(gè)機(jī)構(gòu)實(shí)施的強(qiáng)制性開放獲取政策,從開放目的、開放獲取對(duì)象、版權(quán)聲明和責(zé)任歸屬4個(gè)方面分析政策內(nèi)容,從政策制定參與主體多元化、大學(xué)占主體、專門委員會(huì)負(fù)責(zé)管理運(yùn)營(yíng)和政策評(píng)估、政策允許撤回學(xué)術(shù)成果以及政策側(cè)重點(diǎn)不斷調(diào)整等幾個(gè)角度歸納政策實(shí)施特征。[結(jié)果/結(jié)論]從構(gòu)建自上而下的開放獲取政策體系、政策以重點(diǎn)高校為側(cè)重點(diǎn)、逐步推廣、成立高校機(jī)構(gòu)知識(shí)庫(kù)管理委員會(huì),以及強(qiáng)化圖書館員和科研人員開放獲取意識(shí)等幾個(gè)方面對(duì)我國(guó)開放獲取政策的制定與實(shí)施提出建議。
[Abstract]:[purpose / significance] the development of Japan's open access movement is far ahead in Asia, and the study of Japan's compulsory open access policy is of great significance in promoting the formulation and implementation of China's open access policy. [methods / process] by consulting the literature on open access policies at home and abroad and by investigating the mandatory open access policies implemented by 15 Japanese institutions, open access targets from open purposes, The content of the policy is analyzed from four aspects of copyright declaration and responsibility attribution. The main body of policy making is diversified, the university is the main body, and the special committee is responsible for the management, operation and policy evaluation. The policy allows the withdrawal of academic achievements and the continuous adjustment of the policy focus to sum up the characteristics of policy implementation. [results / conclusion] from the point of view of constructing a top-down open access policy system and focusing on key colleges and universities, the policy should be popularized step by step, and the institutional knowledge base management committee of colleges and universities should be set up. This paper also puts forward some suggestions on the formulation and implementation of the open access policy in China from the following aspects: strengthening the awareness of librarians and researchers in open access.
