【摘要】：我國民間力量參與圖書館建設(shè)的活動有著悠久的歷史。隨著民間力量參與圖書館建設(shè)實例的增多,關(guān)于民間力量參與圖書館事業(yè)的研究也逐漸開展,但并未形成關(guān)于民間力量參與圖書館建設(shè)理論的專門論述。所以本文在梳理民間力量參與圖書館建設(shè)的各種研究理論的基礎(chǔ)上,從新的視角對民間力量參與圖書館建設(shè)的現(xiàn)狀、問題和對策進行系統(tǒng)研究。全文主要分為三個部分。第一部分梳理了國外民間力量參與圖書館建設(shè)的主要經(jīng)驗。在這部分中,介紹了部分國外的民間力量參與圖書館建設(shè)的先進經(jīng)驗,分析國外民間力量參與圖書館建設(shè)的主要特點,包括援建圖書館傳統(tǒng)的持久性,援建圖書館形式的多樣性,援建圖書館主體的多樣性等。第二部分介紹了民間力量參與圖書館建設(shè)的現(xiàn)狀及問題。我國民間力量參與圖書館建設(shè)現(xiàn)狀部分介紹了民間力量參與圖書館建設(shè)的方式和特點。本文主要介紹民間力量獨自建立圖書館的方式,民間力量捐贈財物的方式,合作建館的方式,志愿者服務(wù)圖書館的方式。文章對各種民間力量參與圖書館建設(shè)的方式做了詳細的分析,總結(jié)了每個方式的優(yōu)缺點。民間力量參與圖書館建設(shè)的特點主要包括數(shù)量及地址分布,館藏圖書類型,服務(wù)對象等方面的特點。文章還提出目前我國民間力量參與圖書館建設(shè)存在的問題,主要包括缺乏法律政策體系支撐,民間力量自身問題,圖書館方面的問題,思想觀念未得到重視。第三部分提出了完善民間力量參與圖書館建設(shè)的對策。圖書館作為一種典型的利益相關(guān)者組織,需要各利益相關(guān)主體的共同參與。引入利益相關(guān)者的概念,得出需要多方主體協(xié)作共建圖書館。政府需要制定政策法規(guī)支持民間力量參與圖書館建設(shè),圖書館需要加強與民間力量的合作,形成民間力量捐贈財物的信息公開制度,鼓勵公民積極參與圖書館事業(yè)的建設(shè)等。希望通過這些措施,可以形成民間力量參與圖書館事業(yè)建設(shè)的良好氛圍,提高圖書館的公共服務(wù)水平。本文通過對民間力量參與圖書館事業(yè)建設(shè)的深層次分析,旨在為圖書館吸引民間力量的援助提供新的思路,為民間力量參與圖書館建設(shè)的研究提供新參考。同樣對于豐富圖書館學(xué)研究內(nèi)容,拓展圖書館學(xué)研究領(lǐng)域具有一定的理論價值。
[Abstract]:Our country folk force participates in the activity of the library construction has a long history. With the increase of the examples of the participation of folk forces in the construction of libraries, the research on the participation of folk forces in the construction of libraries has been gradually carried out, but there has not been a special discussion on the theory of the participation of folk forces in the construction of libraries. On the basis of combing all kinds of research theories about the participation of folk forces in library construction, this paper makes a systematic study on the current situation, problems and countermeasures of the participation of folk forces in library construction from a new perspective. The full text is divided into three parts. The first part combs the main experience of foreign folk forces participating in library construction. In this part, it introduces the advanced experience of some foreign folk forces participating in library construction, and analyzes the main characteristics of the participation of foreign folk forces in library construction, including the persistence of the tradition of assisting the construction of libraries. The diversity of the forms of building the library and the diversity of the main body of the library. The second part introduces the current situation and problems of the participation of folk forces in library construction. This paper introduces the ways and characteristics of the participation of folk forces in the construction of libraries in the part of the present situation of the participation of folk forces in the construction of libraries. This paper mainly introduces the way that folk forces establish library by themselves, the way that folk force donates property, the way of cooperating to build library, and the way of volunteer service library. This paper makes a detailed analysis of the ways in which various folk forces participate in library construction, and summarizes the advantages and disadvantages of each way. The characteristics of the participation of folk forces in the construction of libraries include the distribution of quantity and address, the types of books collected, the objects of service and so on. The paper also points out the problems existing in the participation of folk forces in library construction, including the lack of legal and policy support, the problems of folk forces themselves, the problems of libraries, and the lack of attention to ideology and ideas. The third part puts forward the countermeasures to improve the participation of folk forces in library construction. As a typical stakeholder organization, library needs the participation of all stakeholders. By introducing the concept of stakeholders, it is concluded that multi-agent cooperation is needed to build a library. The government needs to formulate policies and regulations to support the participation of non-governmental forces in the construction of libraries. Libraries need to strengthen cooperation with non-governmental forces, form a public information system of donations of property by non-governmental forces, and encourage citizens to actively participate in the construction of library undertakings. It is hoped that through these measures a good atmosphere can be formed for the non-governmental forces to participate in the construction of the library cause and the public service level of the library can be improved. Through the deep analysis of the participation of folk forces in library construction, this paper aims to provide a new idea for the library to attract the assistance of non-governmental forces and a new reference for the study of the participation of folk forces in library construction. It also has certain theoretical value for enriching the research content of library science and expanding the research field of library science.
