【摘要】：《全國檔案事業(yè)發(fā)展"十三五"規(guī)劃綱要》對檔案信息化建設(shè)的任務(wù)設(shè)計(jì)突破與超越了以往五年規(guī)劃的框架,從大數(shù)據(jù)的視角,以開放、創(chuàng)新的理念勾畫出2016-2020年檔案信息化建設(shè)的前景和發(fā)展路徑。本文從五個(gè)方面解構(gòu)《全國檔案事業(yè)發(fā)展"十三五"規(guī)劃綱要》所揭示的檔案信息化建設(shè)新路向:其一,跨越數(shù)字檔案館建設(shè)邊界,構(gòu)建智慧檔案館建設(shè)藍(lán)圖;其二,擴(kuò)展泛化電子文件管理視閾,關(guān)注行業(yè)電子文件管理發(fā)展;其三,走出電子檔案雙套雙軌制困境,試點(diǎn)單套單軌制;其四,超越小數(shù)據(jù)管理定勢,探索與大數(shù)據(jù)行動的融合;其五,突破檔案信息公開的藩籬,走向檔案數(shù)據(jù)開放。
[Abstract]:The "Thirteenth Five-Year Plan" for the Development of the National Archives Project breaks through and surmounts the framework of the past five years' planning for the construction of archival information, and opens up from the perspective of big data. The idea of innovation outlines the prospect and development path of information construction of archives in 2016-2020. This paper deconstructs the new direction of archival information construction revealed in the outline of the Thirteenth Five-Year Plan for the Development of National Archives from five aspects: first, building a blueprint for building intelligent archives across the boundary of the construction of digital archives; second, building a blueprint for the construction of intelligent archives. Expand the general electronic document management horizon, pay attention to the development of industry electronic document management; third, step out of the dilemma of electronic archives dual-track system, pilot single-track system; fourth, transcend the fixed pattern of small data management, explore the integration with big data action; Fifth, break through the barrier of archival information disclosure, toward the opening of archival data.
