【摘要】：戰(zhàn)略規(guī)劃是高校圖書館的發(fā)展方向與指南,只有將宏觀戰(zhàn)略目標轉化為具體任務,才能使戰(zhàn)略規(guī)劃得以有效執(zhí)行,從而發(fā)揮戰(zhàn)略規(guī)劃本身的作用。目前圖書館理論界對戰(zhàn)略執(zhí)行力構成要素的研究較少,不少高校圖書館在戰(zhàn)略執(zhí)行過程中對戰(zhàn)略執(zhí)行力的認識不明確,因缺乏理論指導而導致戰(zhàn)略目標實現(xiàn)情況不理想。本研究旨在探索我國高校圖書館戰(zhàn)略執(zhí)行力的構成維度及要素,以期引起我國圖書館界對戰(zhàn)略執(zhí)行力的重視,推動戰(zhàn)略執(zhí)行力的研究與發(fā)展,并針對戰(zhàn)略執(zhí)行中遇到的障礙與不足提出戰(zhàn)略執(zhí)行力的提升策略。本研究的主要內容包括以下幾個方面:第一,綜述國內外圖書館戰(zhàn)略執(zhí)行力的研究現(xiàn)狀并發(fā)現(xiàn)研究中的不足,構建戰(zhàn)略執(zhí)行力構成維度理論框架;第二,選擇在戰(zhàn)略執(zhí)行方面有較好實踐的高校圖書館高層領導為對象進行專家訪談,采用概念列表法分析訪談材料,對戰(zhàn)略執(zhí)行力的構成要素進行質性探索;第三,以理論研究與質性研究為基礎設計調查問卷并在全國范圍內發(fā)放,對回收的問卷數(shù)據(jù)進行探索性因子分析,得出我國高校圖書館戰(zhàn)略執(zhí)行力的構成維度及要素;第四,基于質性研究與實證研究發(fā)現(xiàn)并了解我國高校圖書館戰(zhàn)略執(zhí)行情況與存在的不足,從而提出解決策略。本研究的研究結論包括:第一,國內外圖書館界對戰(zhàn)略執(zhí)行力的概念界定觀點不一,本研究從綜合的視角重新界定了圖書館戰(zhàn)略執(zhí)行力的含義;第二,基于理論分析、質性分析和實證調查構建出我國高校圖書館戰(zhàn)略執(zhí)行力的理論框架,探索出戰(zhàn)略執(zhí)行力由戰(zhàn)略共識、戰(zhàn)略協(xié)同、戰(zhàn)略控制和戰(zhàn)略文化等維度構成;第三,針對我國高校圖書館戰(zhàn)略執(zhí)行中存在的問題,從戰(zhàn)略共識、戰(zhàn)略協(xié)同、戰(zhàn)略控制和戰(zhàn)略文化等方面提出戰(zhàn)略執(zhí)行力的提升策略。
[Abstract]:Strategic planning is the development direction and guide of university library. Only when the macroscopic strategic goal is translated into concrete task can the strategic planning be carried out effectively and the function of strategic planning itself be brought into play. At present, there are few researches on the elements of strategic execution in the library theory circle. Many libraries in colleges and universities do not have a clear understanding of the strategic execution in the process of strategic implementation, and the lack of theoretical guidance leads to the unsatisfactory realization of strategic objectives. The purpose of this study is to explore the dimensions and elements of the strategic execution of university libraries in China, in order to arouse the attention of the library community to the strategic execution, and to promote the research and development of the strategic execution. In view of the obstacles and deficiencies encountered in the implementation of the strategy, the strategy of improving the ability of strategy implementation is put forward. The main contents of this study include the following aspects: first, summarize the domestic and foreign library strategic execution research status quo and find out the deficiencies in the research, construct the theoretical framework of the strategic execution of the dimensions; second, Select the senior leaders of university library who have good practice in the implementation of strategy to conduct expert interviews, and use the concept list method to analyze the interview materials, and explore the elements of strategic execution qualitatively; third, On the basis of theoretical and qualitative research, the questionnaire is designed and distributed throughout the country. By exploratory factor analysis of the data collected from the questionnaire, the dimensions and elements of the strategic execution ability of university libraries in China are obtained. Based on qualitative research and empirical research, this paper finds out and understands the situation and shortcomings of the strategy implementation of university libraries in China, and puts forward some countermeasures. The conclusions of this study include: first, there are different views on the concept of strategic execution in libraries at home and abroad, this study redefines the meaning of library strategic execution from a comprehensive perspective; second, based on theoretical analysis, Qualitative analysis and empirical investigation to construct the theoretical framework of the strategic execution of university libraries in China, explore the strategic implementation of strategic consensus, strategic coordination, strategic control and strategic culture dimensions; third, In view of the problems existing in the implementation of the strategy of university libraries in China, this paper puts forward the strategies to enhance the ability of strategic execution from the aspects of strategic consensus, strategic coordination, strategic control and strategic culture.
