【摘要】：[目的/意義]為了掌握我國地方政府大數(shù)據(jù)戰(zhàn)略制定與實(shí)施的現(xiàn)狀,了解其中存在的問題,推動(dòng)地方政府健康合理地發(fā)展大數(shù)據(jù)。[方法/過程]選取地方政府公開發(fā)布的戰(zhàn)略文本作為分析對象進(jìn)行質(zhì)性研究,對戰(zhàn)略發(fā)布的時(shí)間與地域特點(diǎn)進(jìn)行總結(jié),對其中反映出的問題進(jìn)行歸納和分析,并提出相應(yīng)的改進(jìn)建議。[結(jié)果/結(jié)論]地方政府在發(fā)展大數(shù)據(jù)時(shí),應(yīng)強(qiáng)化問題導(dǎo)向、理性發(fā)展大數(shù)據(jù),突出自身優(yōu)勢、關(guān)注區(qū)域分工與合作,加深對大數(shù)據(jù)的認(rèn)識、突出數(shù)據(jù)價(jià)值,關(guān)注政策落地、制定監(jiān)督和問責(zé)機(jī)制。[局限]在戰(zhàn)略文本的選擇過程中可能存在一定的疏漏,導(dǎo)致對部分地區(qū)的相關(guān)實(shí)踐反映不夠全面。
[Abstract]:[purpose / significance] in order to grasp the current situation of big data strategy formulation and implementation of local government in China, understand the existing problems, and promote the healthy and rational development of big data by local government. [method / process] A qualitative study was carried out on the strategic text published publicly by local governments as the analysis object, and the time and regional characteristics of the strategy release were summarized, and the problems reflected therein were summarized and analyzed. And put forward the corresponding improvement suggestions. [results / conclusion] when developing big data, local governments should strengthen problem orientation, rationally develop big data, highlight their own advantages, pay attention to regional division of labor and cooperation, deepen their understanding of big data, highlight the value of data, and pay attention to the landing of policies. Develop oversight and accountability mechanisms. There may be some omissions in the process of selecting strategic texts, which leads to a lack of comprehensive response to the relevant practices in some regions.
