【摘要】：黨的十七屆六中全會(huì)明確提出建設(shè)社會(huì)主義文化強(qiáng)國(guó)的戰(zhàn)略目標(biāo),掀起了社會(huì)主義文化建設(shè)高潮,隨著社會(huì)經(jīng)濟(jì)的發(fā)展與物質(zhì)生活水平的提高,公共文化服務(wù)體系的建設(shè)也逐漸上升至國(guó)家行為。其中,公共圖書(shū)館作為公共文化服務(wù)的重要場(chǎng)所,在保存人類優(yōu)秀文化遺產(chǎn)、傳遞文化信息資源、弘揚(yáng)社會(huì)主義先進(jìn)文化等方面發(fā)揮著巨大作用。而自助圖書(shū)館作為公共圖書(shū)館功能延伸和服務(wù)創(chuàng)新的新形式,是人性化、數(shù)字化、智能化與傳統(tǒng)圖書(shū)館的完美融合,既有利于提升公民素養(yǎng)、促進(jìn)全民閱讀,也有利于我國(guó)現(xiàn)代公共文化服務(wù)體系的建設(shè)與完善,同時(shí)在我國(guó)社會(huì)主義文化強(qiáng)國(guó)戰(zhàn)略目標(biāo)實(shí)現(xiàn)過(guò)程中發(fā)揮著重要作用。但我國(guó)自助圖書(shū)館發(fā)展起步較晚,各省市自助圖書(shū)館建設(shè)差異較大且不夠成熟,因此有必要對(duì)我國(guó)自助圖書(shū)館的發(fā)展現(xiàn)狀進(jìn)行總體把握,發(fā)現(xiàn)我國(guó)自助圖書(shū)館建設(shè)與使用中存在的問(wèn)題,并提出相應(yīng)的對(duì)策。我國(guó)自助圖書(shū)館自2007年開(kāi)始建設(shè)以來(lái),從東莞、深圳輻射至全國(guó)范圍,覆蓋省(直轄市)達(dá)29個(gè),基本實(shí)現(xiàn)全覆蓋,覆蓋城市達(dá)到71個(gè)。本文在廣泛調(diào)研我國(guó)自助圖書(shū)館建設(shè)現(xiàn)狀的基礎(chǔ)上,分析了我國(guó)自助圖書(shū)館建設(shè)存在的問(wèn)題,并借鑒國(guó)內(nèi)外自助圖書(shū)館建設(shè)的成功經(jīng)驗(yàn)提出了我國(guó)自助圖書(shū)館發(fā)展的相關(guān)對(duì)策。主要研究工作包括:第一,采用文獻(xiàn)調(diào)查、網(wǎng)絡(luò)調(diào)查和社會(huì)調(diào)查等方法對(duì)我國(guó)自助圖書(shū)館的建設(shè)現(xiàn)狀展開(kāi)了廣泛調(diào)研,包括建設(shè)數(shù)量、地區(qū)分布、布點(diǎn)選址、文獻(xiàn)資源、讀者評(píng)價(jià)等;第二,根據(jù)調(diào)查結(jié)果,對(duì)我國(guó)自助圖書(shū)館建設(shè)的成果和不足進(jìn)行了分析;第三,針對(duì)我國(guó)自助圖書(shū)館建設(shè)存在的問(wèn)題,借鑒國(guó)內(nèi)外自助圖書(shū)館建設(shè)的成功經(jīng)驗(yàn),提出了我國(guó)自助圖書(shū)館建設(shè)的對(duì)策。我國(guó)自助圖書(shū)館的建設(shè)雖取得了良好的成效,但在地區(qū)分布、布點(diǎn)選址、宣傳推廣、功能服務(wù)和文獻(xiàn)配置等方面還存在許多不足。針對(duì)我國(guó)自助圖書(shū)館存在的問(wèn)題,本文從優(yōu)化自助圖書(shū)館建設(shè)的館點(diǎn)布局、推進(jìn)自助圖書(shū)館資源共享共建、改善自助圖書(shū)館建設(shè)投資策略等方面提出了促進(jìn)我國(guó)自助圖書(shū)館發(fā)展的對(duì)策建議。
[Abstract]:The sixth Plenary session of the 17th CPC Central Committee clearly set forth the strategic goal of building a socialist cultural power, which set off a high tide of socialist cultural construction. With the development of social economy and the improvement of material living standards, The construction of public cultural service system also gradually rises to state behavior. Among them, the public library, as an important place of public cultural service, plays a great role in preserving the outstanding cultural heritage of mankind, transmitting cultural information resources and carrying forward the advanced socialist culture. As a new form of public library's function extension and service innovation, self-service library is a perfect combination of humanization, digitization, intelligence and traditional library, which is beneficial to the promotion of citizen's accomplishment and the reading of all people. It is also beneficial to the construction and perfection of our modern public cultural service system and plays an important role in the realization of the strategic goal of our socialist cultural power. However, the development of self-service libraries in China starts late, and the construction of self-service libraries in various provinces and cities is quite different and immature. Therefore, it is necessary to grasp the present situation of self-service libraries in China. This paper finds out the problems existing in the construction and use of self-help libraries in China, and puts forward some corresponding countermeasures. Since the construction of the self-help library in China in 2007, it has been radiating from Dongguan and Shenzhen to the whole country, covering 29 provinces (municipalities directly under the Central Government), basically realizing full coverage and covering 71 cities. On the basis of extensive investigation of the present situation of self-service library construction in China, this paper analyzes the problems existing in the construction of self-service library in China, and puts forward the relevant countermeasures for the development of self-service library in China based on the successful experience of self-service library construction at home and abroad. The main research work includes: first, using the methods of literature survey, network investigation and social investigation, the author has carried out extensive research on the status quo of self-help library construction in China, including the quantity of construction, regional distribution, location of location, literature resources, and so on. Second, according to the results of the investigation, the author analyzes the achievements and shortcomings of the self-service library construction in China. Thirdly, the author draws lessons from the successful experience of the self-service library construction at home and abroad in view of the problems existing in the construction of the self-service library in China. This paper puts forward the countermeasures for the construction of self-service library in China. Although the construction of the self-help library in our country has achieved good results, there are still many shortcomings in the area distribution, location selection, propaganda and extension, function service and document allocation, etc. In view of the problems existing in the self-service library in our country, this paper aims at optimizing the layout of the self-service library construction and promoting the co-construction of the self-help library resource sharing. This paper puts forward some countermeasures and suggestions to promote the development of self-service libraries in China from the aspects of improving the investment strategies of self-service libraries.
