【摘要】：隨著國家對科研事業(yè)單位進(jìn)一步深化改革,在網(wǎng)絡(luò)時(shí)代現(xiàn)代化技術(shù)飛速發(fā)展的浪潮下,科研事業(yè)單位的管理朝著科學(xué)化、現(xiàn)代化、信息化的方向一步步邁進(jìn)。辦公自動(dòng)化是將計(jì)算機(jī)、網(wǎng)絡(luò)技術(shù)等現(xiàn)代化技術(shù)手段應(yīng)用在辦公領(lǐng)域,形成的一種新型的辦公方式。辦公自動(dòng)化系統(tǒng)的應(yīng)用,大力促進(jìn)了科研事業(yè)單位實(shí)現(xiàn)信息資源的共享,極大的提高了員工的辦公效率和單位的管理水平。網(wǎng)上報(bào)銷系統(tǒng)作為辦公自動(dòng)化的一種,繼承了辦公自動(dòng)化系統(tǒng)與生俱來的優(yōu)勢,是事業(yè)單位財(cái)務(wù)信息化改革中不可缺少的組成部分。本文講述了在財(cái)務(wù)信息化的趨勢下,科研事業(yè)單位構(gòu)建網(wǎng)上報(bào)銷系統(tǒng)的必要性。通過分析國內(nèi)外網(wǎng)上報(bào)銷系統(tǒng)的應(yīng)用研究,對網(wǎng)上報(bào)銷系統(tǒng)的概念、有關(guān)知識和發(fā)展現(xiàn)狀有了大概的了解,根據(jù)中國地質(zhì)圖書館報(bào)銷系統(tǒng)暴露出的實(shí)際問題總結(jié)出本論文的研究內(nèi)容,以此作為理論依據(jù)提出圖書館提高職工報(bào)銷效率的建議。本論文對中國地質(zhì)圖書館現(xiàn)行報(bào)銷制度進(jìn)行了研究和梳理,為網(wǎng)上報(bào)銷系統(tǒng)的前期設(shè)計(jì)提供有力支撐。在論文論證過程中運(yùn)用了問卷調(diào)查法和訪談法,通過問卷和訪談詳細(xì)了解了圖書館工作人員對的報(bào)銷工作的看法,收集了優(yōu)化報(bào)銷流程的建議和意見,通過對問卷結(jié)果和訪談內(nèi)容的匯總分析,總結(jié)了現(xiàn)有報(bào)銷制度效率低下的原因?yàn)閱螕?jù)填寫效率低下、業(yè)務(wù)審批效率低下、財(cái)務(wù)審核效率低下。以圖書館報(bào)銷流程為樣本,利用流程再造的思想提出了提高圖書館報(bào)銷效率的建議。并闡明了網(wǎng)上報(bào)銷對提高工作效率、增強(qiáng)財(cái)務(wù)預(yù)算管理水平、加強(qiáng)財(cái)務(wù)部門內(nèi)部控制、數(shù)據(jù)分析、決策支持等的作用,并且從科研事業(yè)單位網(wǎng)上報(bào)銷的具體流程入手,提出實(shí)現(xiàn)網(wǎng)上報(bào)銷系統(tǒng)所應(yīng)注意的具體設(shè)計(jì)要點(diǎn)。
[Abstract]:With the further deepening of the reform of scientific research institutions and the rapid development of modern technology in the network era, the management of scientific research institutions is moving towards the direction of science, modernization and informatization step by step. Office automation is a new kind of office method, which applies modern technology such as computer and network technology to office field. The application of office automation system has greatly promoted the sharing of information resources in scientific research institutions and greatly improved the efficiency of the staff and the management level of the units. As a kind of office automation, the online reimbursement system inherits the inherent advantages of the office automation system and is an indispensable part of the financial information reform of institutions. This paper describes the necessity of constructing online reimbursement system for scientific research institutions under the trend of financial informatization. By analyzing the application research of online reimbursement system at home and abroad, we have a general understanding of the concept, related knowledge and development status of online reimbursement system. This paper summarizes the research contents of this paper according to the practical problems exposed by the reimbursement system of Chinese geological library, and puts forward some suggestions on how to improve the efficiency of staff reimbursement. In this paper, the current reimbursement system of China Geological Library is studied and combed to provide strong support for the early design of online reimbursement system. In the process of argumentation, questionnaire and interview are used. Through the questionnaire and interview, the author makes a detailed understanding of the opinions of the library staff on the reimbursement work, and collects the suggestions and opinions on optimizing the reimbursement process. Through the summary and analysis of the results of the questionnaire and the contents of the interview, this paper summarizes the reasons for the inefficiency of the current reimbursement system, such as the inefficiency of filling the documents, the low efficiency of the business examination and approval, and the low efficiency of the financial audit. Taking the library reimbursement process as a sample, this paper puts forward some suggestions on how to improve the efficiency of library reimbursement by using the idea of process reengineering. The functions of online reimbursement in improving work efficiency, enhancing financial budget management level, strengthening internal control of financial department, data analysis, decision support, etc., and starting with the specific process of online reimbursement of scientific research institutions are expounded. This paper puts forward the specific design points that should be paid attention to in realizing the online reimbursement system.
