高校機(jī)構(gòu)知識(shí)庫(kù)微觀政策研究

【摘要】:20世紀(jì)以來(lái),隨著開放存取運(yùn)動(dòng)的發(fā)展,圖書情報(bào)界出現(xiàn)一種在網(wǎng)絡(luò)環(huán)境下學(xué)者進(jìn)行學(xué)術(shù)交流與資源共享的全新模式——機(jī)構(gòu)知識(shí)庫(kù)。從國(guó)內(nèi)外機(jī)構(gòu)知識(shí)庫(kù)建設(shè)發(fā)展情況看,技術(shù)已經(jīng)不是最主要的問題,相關(guān)的政策和規(guī)范機(jī)制是支持機(jī)構(gòu)知識(shí)庫(kù)持續(xù)健康發(fā)展的保障。政策的制定與不斷完善是構(gòu)建機(jī)構(gòu)知識(shí)庫(kù)過程中非常重要的一環(huán),它為機(jī)構(gòu)知識(shí)庫(kù)的建設(shè)與發(fā)展提供了重要依據(jù)和宏觀指導(dǎo)。本文對(duì)英美及國(guó)內(nèi)高校機(jī)構(gòu)知識(shí)庫(kù)微觀政策的發(fā)展現(xiàn)狀進(jìn)行比較分析,在其基礎(chǔ)上提出幾點(diǎn)建議。本文包括以下幾部分內(nèi)容:緒論部分闡述機(jī)構(gòu)知識(shí)庫(kù)興起背景和定義,概括出機(jī)構(gòu)知識(shí)庫(kù)機(jī)構(gòu)性、學(xué)術(shù)性、動(dòng)態(tài)性和開放性的特征。從知識(shí)庫(kù)類型、大洲分布、國(guó)家分布和軟件類型了解機(jī)構(gòu)知識(shí)庫(kù)發(fā)展現(xiàn)狀。強(qiáng)調(diào)政策因素對(duì)機(jī)構(gòu)知識(shí)庫(kù)加快交流傳播、實(shí)現(xiàn)開放共享與長(zhǎng)久保存的理論與現(xiàn)實(shí)意義。第一章闡述機(jī)構(gòu)知識(shí)庫(kù)相關(guān)理論及政策,總結(jié)學(xué)界對(duì)機(jī)構(gòu)知識(shí)庫(kù)的幾種定義,簡(jiǎn)要概括機(jī)構(gòu)知識(shí)庫(kù)的功能,對(duì)圖書館和個(gè)人的影響。簡(jiǎn)要描述國(guó)內(nèi)外在開放存取宏觀政策上的進(jìn)展,通過OpenDOAR調(diào)查全球機(jī)構(gòu)知識(shí)庫(kù)微觀政策制定情況,著重分析英美及國(guó)內(nèi)高校機(jī)構(gòu)知識(shí)庫(kù)的微觀政策制定情況。第二章具體分析英美及國(guó)內(nèi)高校機(jī)構(gòu)知識(shí)庫(kù)微觀政策。內(nèi)容政策從資源內(nèi)容與人員范圍;提交政策從資源形式與類型、文檔格式、元數(shù)據(jù)標(biāo)準(zhǔn)、提交方式;使用政策從授權(quán)許可模式;保存政策從存儲(chǔ)許可協(xié)議和撤銷政策等方面具體比較其在微觀政策上的差異。第三章就高校機(jī)構(gòu)知識(shí)庫(kù)構(gòu)建與服務(wù)過程中遇到的問題,以圖書館、用戶和資源擁有者三者為主體,形成一個(gè)高校機(jī)構(gòu)知識(shí)庫(kù)微觀生態(tài)系統(tǒng)模型,根據(jù)國(guó)外大學(xué)機(jī)構(gòu)知識(shí)庫(kù)建設(shè)經(jīng)驗(yàn)并結(jié)合中國(guó)實(shí)際,資源建設(shè)方面提出強(qiáng)制性為主,自愿與強(qiáng)制性相結(jié)合的提交策略,知識(shí)產(chǎn)權(quán)方面明確軟件版權(quán)和資源版權(quán)的處理方式,傳播使用方面提倡充分利用創(chuàng)作共享和合理使用原則,最后通過制定權(quán)益管理規(guī)范規(guī)定機(jī)構(gòu)知識(shí)庫(kù)有關(guān)各方的權(quán)利義務(wù)關(guān)系。第四章對(duì)本文研究進(jìn)行總結(jié),我國(guó)機(jī)構(gòu)知識(shí)庫(kù)在微觀政策制定方面略顯遲滯,與國(guó)外一樣,雖然在政策方面有所發(fā)展,但相當(dāng)數(shù)量的高校機(jī)構(gòu)知識(shí)庫(kù)在確定了政策基本框架之后并沒有及時(shí)進(jìn)行具體政策的補(bǔ)充,形式大于內(nèi)容,限制了機(jī)構(gòu)知識(shí)庫(kù)的可持續(xù)發(fā)展。應(yīng)當(dāng)對(duì)機(jī)構(gòu)知識(shí)庫(kù)的政策制定給予足夠的重視并持續(xù)完善。
[Abstract]:Since the 20th century, with the development of the open access movement, a new model of academic exchange and resource sharing among scholars in the network environment has emerged in the field of library and information, which is the institutional knowledge base. From the point of view of the development of institutional knowledge base construction at home and abroad, technology is not the most important problem, and relevant policies and normative mechanisms are the guarantee to support the sustainable and healthy development of institutional knowledge base. Policy formulation and continuous improvement is a very important part in the process of building institutional knowledge base, which provides important basis and macro guidance for the construction and development of institutional knowledge base. This paper makes a comparative analysis of the present situation of the development of institutional knowledge base of institutions in Britain, America and China, and puts forward some suggestions on the basis of it. This paper includes the following parts: the introduction describes the background and definition of institutional knowledge base, and summarizes the institutional, academic, dynamic and open characteristics of institutional knowledge base. To understand the development of institutional knowledge base from knowledge base type, continent distribution, country distribution and software type. It emphasizes the theoretical and practical significance of policy factors to accelerate the communication and dissemination of institutional knowledge base and to realize open sharing and long-term preservation. The first chapter describes the relevant theories and policies of institutional knowledge base, summarizes several definitions of institutional knowledge base in academic circles, and briefly summarizes the functions of institutional knowledge base and its influence on libraries and individuals. This paper briefly describes the development of open access macro policy at home and abroad, and analyzes the micro policy making of institutional knowledge base in British, American and domestic universities by OpenDOAR survey. The second chapter analyzes the micro policy of institutional knowledge base in the United States, America and China. Content policy from resource content and personnel scope; submit policy from resource form and type, document format, metadata standard, submission mode; use policy from licensing mode; The preservation policy compares the differences in microcosmic policy from storage license agreement and revocation policy. In the third chapter, the author takes library, user and resource owner as the main body to form a micro-ecosystem model of institutional knowledge base in colleges and universities. According to the experience of foreign universities' institutional knowledge base construction and the reality of China, this paper puts forward a mandatory, voluntary and compulsory submission strategy for resource construction, and clarifies the way to deal with software copyright and resource copyright in the aspect of intellectual property. In the aspect of communication and use, the principle of creative sharing and reasonable use should be fully utilized, and the rights and obligations of the parties concerned in the institutional knowledge base should be stipulated through the formulation of rights and interests management norms. The fourth chapter summarizes the research of this paper. The institutional knowledge base in our country is slightly lagging behind in the micro policy making, as in foreign countries, although the institutional knowledge base has developed in the policy aspect, However, a considerable number of institutional knowledge bases in colleges and universities have not been supplemented by specific policies in time after the basic framework of policies has been determined, and the form is greater than the content, which limits the sustainable development of institutional knowledge bases. The policy-making of institutional knowledge base should be paid enough attention and continuously improved.
