【摘要】：本文探討了電子期刊長(zhǎng)期保存方案所涉及的基本問(wèn)題,比較分析了LOCKSS,CLOCKSS,Portico以及e-depot四個(gè)全球比較著名的保存方案的特征以及對(duì)常見(jiàn)訪問(wèn)事件的處理方法,探討了一個(gè)完善的解決方案中各利益相關(guān)方應(yīng)承擔(dān)的基本職責(zé),以期為圖書(shū)館等機(jī)構(gòu)制定電子期刊長(zhǎng)期保存方案所參考。總的來(lái)說(shuō),電子期刊長(zhǎng)期保存所涉及的基本問(wèn)題有幾個(gè)方面:包括保存對(duì)象問(wèn)題、長(zhǎng)期保存與永久訪問(wèn)問(wèn)題、保存的成本與效益問(wèn)題和保存文件的獲取問(wèn)題。而本文也探討了一個(gè)完善的保存方案中相關(guān)責(zé)任方的基本職責(zé):(1)圖書(shū)館方面為主要的學(xué)術(shù)電子期刊訂閱方,所以在保存方案中,圖書(shū)館具有屬于自己的特殊職責(zé)。(2)出版商方面作為大多數(shù)電子期刊文件資源的源頭,其責(zé)任主要在于保證取消訂閱后的持續(xù)訪問(wèn)與永久保存。(3)保存系統(tǒng)作為保存項(xiàng)目運(yùn)行的依托和基礎(chǔ),其主要職責(zé)在于以一個(gè)良好的經(jīng)濟(jì)模式保證項(xiàng)目的平穩(wěn)運(yùn)行。(4)國(guó)家層面的職責(zé)更多的是在于認(rèn)識(shí)到電子期刊資源的重要性并向電子期刊保存提供更多的政策支持。本文還探討了四個(gè)保存方案在四種常見(jiàn)的訪問(wèn)事件的處理機(jī)制:(1)圖書(shū)館停止訂閱,但要求繼續(xù)訪問(wèn)已訂閱過(guò)的期刊,該事件是非常常見(jiàn)的一種訪問(wèn)事件。(2)電子期刊的過(guò)刊已經(jīng)不能從原出版商獲取,該事件發(fā)生的概率非常高原因也有多種。(3)出版商停止商業(yè)運(yùn)行,出版的電子期刊也無(wú)法獲取,這個(gè)事件造成的損失一般較大,考驗(yàn)了機(jī)構(gòu)或方案的風(fēng)險(xiǎn)管理技術(shù)。(4)出版商運(yùn)營(yíng)過(guò)程中服務(wù)器出現(xiàn)災(zāi)難性失效,這種事件概率較小但損失是災(zāi)難性的,而且其應(yīng)對(duì)方案開(kāi)支較大。
[Abstract]:This paper discusses the basic problems involved in the long-term preservation scheme of electronic journals, and compares and analyzes the characteristics of the four world-famous preservation schemes, such as LOCKSS, CLOCKSS, Portico and e-depot, as well as the handling methods of common access events. This paper probes into the basic responsibility of all stakeholders in a perfect solution, in order to provide reference for libraries and other institutions in making long-term preservation schemes for electronic periodicals. In general, there are several basic problems involved in the long-term preservation of electronic journals: the object of preservation, the long-term preservation and permanent access, the cost and benefit of preservation and the access to preserved documents. This paper also discusses that the basic responsibility of the responsible party in a sound conservation scheme is that the library is the main academic electronic journal subscriber, so in the preservation scheme, The library has a special responsibility of its own.) the publisher side is the source of most electronic periodical document resources, Its main responsibility is to ensure that unsubscribed continuous access and permanent preservation. Its main responsibility is to ensure the smooth operation of the project with a good economic model. The responsibility of the national level is to recognize the importance of electronic periodical resources and to provide more policy support for the preservation of electronic periodicals. This paper also discusses four preservation schemes in the four common access event handling mechanisms:: 1) the library stops subscribing, but requests to continue to visit subscribed journals. This event is a very common access event. 2) the past issue of an electronic journal can no longer be obtained from the original publisher, and the probability of this incident is very high. This event generally results in large losses, testing the risk management techniques of an institution or programme.) the server has a catastrophic failure in the course of a publisher's operation, which is less likely to happen but the loss is catastrophic. Moreover, its response program expense is bigger.
