【摘要】：制度要素研究理論將制度構成分為規(guī)制性要素、規(guī)范性要素和文化—認知性要素。本文運用這一分析框架討論了檔案制度中作為存在基石與外部母制度授權載體的規(guī)制性要素、作為適應性執(zhí)行工具與非獨立性角色的規(guī)范性要素和作為檔案觀念塑造框架與元認知背景的文化—認知性要素,闡述各要素的性質、特點與作用等。并進一步討論了檔案制度三要素的相互關系,指出規(guī)制性要素決定著檔案信息權利的分配,因而占據(jù)核心主導地位,規(guī)范性要素為其提供理性和高效的技術與管理實現(xiàn)路徑,文化—認知要素則為其提供內生性的認同支撐。對檔案制度的構成要素及其關系進行根本剖析,目的是深化對檔案制度本質的認識,明確其變遷的發(fā)展階段及側重點,從而在今后的檔案制度創(chuàng)新過程中有的放矢地進行設計與規(guī)劃。
[Abstract]:Institutional elements are divided into regulatory elements, normative elements and culture-cognitive elements. This paper discusses the regulatory elements of archival system as the cornerstone of existence and the external mother system authorization carrier. As an adaptive execution tool and the role of non-independent normative elements as well as as a framework for shaping the concept of archives and metacognitive background of the culture-cognitive elements elaborated the nature characteristics and functions of each element. Furthermore, the paper discusses the relationship between the three elements of archival system, and points out that regulatory factors determine the distribution of archival information rights, and thus occupy the core leading position, and normative elements provide rational and efficient technology and management realization path for them. Cultural-cognitive elements provide an endogenous support for identity. The purpose of this paper is to deepen the understanding of the essence of the archives system, and to make clear the development stage and emphasis of its vicissitude. So in the future file system innovation process targeted design and planning.
