【摘要】：通過(guò)對(duì)比、綜合分析592個(gè)國(guó)家級(jí)貧困縣第五次公共圖書館評(píng)估定級(jí)和第四次文化館評(píng)估定級(jí)結(jié)果,將貧困縣劃分為五個(gè)類別:雙一級(jí)、良好型、發(fā)展中、不平衡、雙未定,并選取有代表性的貧困縣進(jìn)行基本公共文化服務(wù)發(fā)展案例分析,最終提出以下發(fā)展策略:強(qiáng)化地方政府職能,促進(jìn)基本公共文化服務(wù)發(fā)展的平衡性與均等化;積極申請(qǐng)中央轉(zhuǎn)移支付,借助發(fā)達(dá)地區(qū)、各級(jí)部門和社會(huì)力量的經(jīng)濟(jì)援助;提升服務(wù)效能,開展富有針對(duì)性、實(shí)用性和鄉(xiāng)土氣息的群眾信息服務(wù)與文化活動(dòng);深入挖掘地區(qū)特色文化資源,促進(jìn)地區(qū)文化的傳承與推廣;依據(jù)評(píng)估過(guò)程與結(jié)果,促進(jìn)貧困地區(qū)基本公共文化服務(wù)精準(zhǔn)化與持續(xù)化發(fā)展;注重貧困縣地區(qū)公共數(shù)字文化服務(wù)的實(shí)施、跟進(jìn)與推廣。圖1。表2。參考文獻(xiàn)22。
[Abstract]:Through the comparison, the fifth public library evaluation and the fourth cultural center evaluation of 592 national poor counties are comprehensively analyzed. The poor counties are divided into five categories: double level, good type, development, imbalance, double uncertainty. And select representative poor counties for basic public cultural services development case analysis, and finally put forward the following development strategies: strengthen the functions of local governments, promote the development of basic public cultural services balance and equalization; To actively apply for central transfer payment, with the help of economic assistance from developed regions, departments at all levels and social forces; to enhance the efficiency of services and carry out targeted, practical and local information services and cultural activities for the masses; Deeply excavating regional characteristic cultural resources, promoting the inheritance and promotion of regional culture, promoting the precision and sustainable development of basic public cultural services in poor areas according to the evaluation process and results; Pay attention to the implementation of public digital cultural services in poor counties, follow up and promote.
