【摘要】：開(kāi)展檔案志愿服務(wù)有助于構(gòu)建檔案公共文化服務(wù)體系、建立規(guī)范的檔案志愿組織和緩解檔案部門工作的壓力。英國(guó)最早開(kāi)展檔案志愿服務(wù),經(jīng)多年發(fā)展,積累了豐富的經(jīng)驗(yàn)。以社會(huì)力量,即公眾個(gè)人和社會(huì)組織參與的視角,介紹了英國(guó)檔案志愿服務(wù)的起源和形式,包括公眾參與檔案志愿服務(wù)的方式、目的、環(huán)境、途徑和承擔(dān)的工作,以及國(guó)家檔案館之友的會(huì)員管理制度、經(jīng)費(fèi)收入來(lái)源、財(cái)務(wù)管理支出、參與國(guó)家檔案館項(xiàng)目、組織各種活動(dòng)和出版雜志等。在此基礎(chǔ)上,總結(jié)出英國(guó)社會(huì)力量參與檔案志愿服務(wù)的措施:相關(guān)政策制定完善;跨界合作社會(huì)參與;人員管理體系健全;服務(wù)資金來(lái)源多樣;充分利用網(wǎng)絡(luò)技術(shù)和志愿服務(wù)項(xiàng)目運(yùn)作。以及英國(guó)社會(huì)力量參與檔案志愿服務(wù)存在的問(wèn)題:構(gòu)建人員管理體系耗時(shí)耗力;志愿人員工作質(zhì)量難以保證;志愿服務(wù)群體兩極分化明顯和檔案部門員工存在抵制心理等。同時(shí)梳理出我國(guó)檔案志愿服務(wù)的三個(gè)發(fā)展階段。通過(guò)借鑒英國(guó)經(jīng)驗(yàn)并結(jié)合我國(guó)國(guó)情,提出我國(guó)檔案志愿服務(wù)的發(fā)展路徑:轉(zhuǎn)變和完善政府職能,促進(jìn)檔案志愿服務(wù)工作的發(fā)展;鼓勵(lì)社會(huì)力量參與,協(xié)助檔案部門開(kāi)展相關(guān)的工作;檔案部門轉(zhuǎn)變觀念,充分發(fā)揮自身的主觀能動(dòng)性。
[Abstract]:It is helpful to construct public cultural service system of archives, to establish standardized voluntary organization of archives and to relieve the pressure of archives department. Britain was the first to develop voluntary archival service, after many years of development, has accumulated rich experience. This paper introduces the origin and forms of archival volunteerism in Britain from the perspective of social forces, that is, the participation of public individuals and social organizations, including the way, purpose, environment, means and work undertaken by the public to participate in archival volunteerism. As well as the member management system of the Friends of the National Archives, sources of revenue, financial management expenditure, participation in national archives projects, organization of various activities and publication of magazines, etc. On this basis, the paper summarizes the measures of British social forces to participate in archival voluntary service, such as the improvement of relevant policies, the participation of cross-border cooperative society, the sound personnel management system, the diverse sources of service funds; Make full use of network technology and volunteer service project operation. And the problems of British social forces participating in archival voluntary service are as follows: the construction of personnel management system is time-consuming, the quality of volunteer work is difficult to guarantee, the polarization of volunteer service groups is obvious and the staff of archives department have resistance psychology and so on. At the same time comb out the three stages of the development of voluntary archival service in China. By drawing lessons from the British experience and combining with China's national conditions, this paper puts forward the development path of archival voluntary service in our country: to transform and perfect the government function, to promote the development of archival voluntary service, to encourage the participation of social forces, Assist the archives department to carry out the related work; the archives department changes the idea, fully exerts own subjective initiative.
