【摘要】：保障信息弱勢群體平等享有公民信息權利的法律制度即信息援助制度,是體現(xiàn)社會公平正義、縮小信息貧富差距的社會保障制度。文章運用文獻分析法、歸納演繹法、統(tǒng)計分析法對我國近24年的相關法律法規(guī),分階段按照不同的援助對象,從現(xiàn)行信息援助法律法規(guī)體系、執(zhí)行機制、監(jiān)督與問責機制、評估機制方面,分析我國信息援助制度演進的路徑,各階段的內容與特點。我國現(xiàn)行信息援助制度的三大社會援助力量中,公共圖書館在面向信息弱勢群體服務中的實際問題較多,建立長效服務機制勢在必行。
[Abstract]:The information aid system, which is the legal system that guarantees the information vulnerable groups to enjoy the citizens' information rights equally, is the social security system which embodies the social fairness and justice and reduces the information gap between the rich and the poor. The article uses the literature analysis method, induces the deductive method, the statistical analysis method to our country nearly 24 years related laws and regulations, according to the different assistance object in stages, from the current information aid law and regulations system, the execution mechanism, the supervision and the accountability mechanism, In terms of evaluation mechanism, this paper analyzes the evolution path, contents and characteristics of China's information aid system. Among the three social assistance forces in the current information aid system, public libraries have more practical problems in serving the information vulnerable groups, so it is imperative to establish a long-term service mechanism.
