【摘要】：隨著電子時代的迅猛發(fā)展,電子信息與電子產(chǎn)品正以空前未有的速度改變著每個人的工作和生活方式,很多傳統(tǒng)行業(yè)正面臨著電子技術(shù)的沖擊與考驗。其中,檔案——這一典型的傳統(tǒng)行業(yè)也悄然地發(fā)生著變化。電子時代,各行各業(yè)對電子檔案的要求逼迫著這一傳統(tǒng)行業(yè)跟隨著電子時代前行的腳步而前進,而就在電子化這個社會大背景下,檔案行業(yè)正在以其自身都意想不到的速度向前發(fā)展。電子檔案作為近年來檔案行業(yè)工作的大方向,正在從國家戰(zhàn)略的高度向各級部門作出規(guī)劃和部署,由于電子檔案工作是一項綜合性的工作,包含著許多環(huán)節(jié),在此不能一一探析。因此,本文從電子檔案整體工作中對電子檔案移交與接收工作的有效管理這一電子檔案工作的關(guān)鍵問題入手,分析如何有效地通過科學地管理手段來有序地開展電子檔案移交與接收工作,從而為電子檔案整體工作順暢完成打下良好的基礎(chǔ)。本文在選題過程中,筆者對目前吉林省直機關(guān)電子檔案移交與接收管理工作中存在的問題進行了深入的調(diào)查與分析。在此基礎(chǔ)上,筆者又查閱了大量的國內(nèi)外相關(guān)選題的資料,結(jié)合筆者自身從事檔案工作的優(yōu)勢,對吉林省直機關(guān)電子檔案移交與接收工作有所了解,最終選擇了吉林省電子檔案整體工作當中的省直機關(guān)電子檔案移交與接收部分進行探析。本文首先概述了國內(nèi)與吉林省內(nèi)電子檔案工作的歷史背景,詳細地描述了吉林省電子檔案工作的發(fā)展進程,分析了吉林省直機關(guān)電子檔案移交與接收工作的管理現(xiàn)狀。通過分析吉林省直機關(guān)電子檔案移交與接收管理工作中存在的問題,列舉并總結(jié)分析了一些國外發(fā)達國家與地區(qū)電子檔案工作的先進工作經(jīng)驗與超前的管理理念。結(jié)合國內(nèi)一些優(yōu)秀的電子檔案工作省份的寶貴管理經(jīng)驗,通過文獻研究法、案例分析法、調(diào)查法等多種研究方法,根據(jù)吉林省自身實際工作情況,對吉林省直機關(guān)電子檔案移交與接收工作的科學管理提出建設(shè)性地意見,提出創(chuàng)新點,拓展創(chuàng)新渠道,找到改進與提高吉林省直機關(guān)電子檔案移交與接收管理模式的有效方法,為實現(xiàn)科學化、規(guī)范化、全網(wǎng)化地管理吉林省直機關(guān)電子檔案移交與接收目標建言獻策。
[Abstract]:With the rapid development of electronic age, electronic information and electronic products are changing everyone's work and life style at an unprecedented speed. Many traditional industries are facing the impact and test of electronic technology. Archival-this typical traditional industry is quietly changing. In the electronic age, the demands of various industries on electronic archives force this traditional industry to follow the pace of the electronic age. Under the background of electronic society, the archival industry is developing at an unexpected speed of its own. Electronic archives have become a major direction of archival industry work in recent years. Planning and deployment are being made from the height of the national strategy to all levels of departments. Since the electronic archival work is a comprehensive one and contains many links, it cannot be explored here. This paper starts with the key problem of the electronic archives work, that is, the effective management of the transfer and reception of the electronic archives in the whole work of electronic archives. This paper analyzes how to carry out the work of transferring and receiving electronic archives in an orderly manner through scientific management, so as to lay a good foundation for the smooth completion of the whole work of electronic archives. The author makes a deep investigation and analysis on the problems existing in the transfer and reception management of electronic archives in Jilin Province. On this basis, the author also consults a large number of domestic and foreign related topics. Combined with the author's own advantages in archival work, the author has some understanding of the transfer and reception of electronic archives in Jilin Province. Finally, the author chooses the part of transferring and receiving electronic archives in the whole work of Jilin Province's electronic archives to analyze. Firstly, this paper summarizes the historical background of electronic archives' work in China and Jilin Province. This paper describes in detail the development process of electronic archives in Jilin Province, analyzes on the management status of electronic archives transfer and reception in Jilin Province, and analyzes the problems existing in the transfer and reception of electronic archives in Jilin Province. This paper enumerates and sums up and analyzes the advanced working experience and advanced management idea of electronic archives work in some developed countries and regions in foreign countries. Combined with the valuable management experience of some excellent electronic archival work provinces in China, the method of literature research is adopted. Case analysis, investigation and other research methods, according to the actual working conditions of Jilin Province, put forward constructive opinions on the scientific management of the transfer and reception of electronic archives in Jilin Provincial straight organs, put forward innovative points, and expand innovative channels. To find an effective way to improve and improve the management mode of electronic archives transfer and receiving in Jilin Province, and to offer suggestions for realizing the scientific, standardized and all-network management of the transfer and receiving of electronic archives of Jilin provincial straight organs.
