【摘要】：隨著圖書館自動化程度的不斷提升,各國圖書館已越來越多的引入信息與通信技術(ICTs)作為圖書服務的技術手段。而在數(shù)字圖書館領域,ICT技術應用已經非常普遍�，F(xiàn)階段,在大部分發(fā)展中國家的圖書館,ICT技術仍然處于建設狀態(tài)。例如：除新加坡外的東盟國家正基于ICT理念,利用、引入并發(fā)現(xiàn)各種信息與通信技術來幫助其數(shù)字圖書館服務業(yè)的發(fā)展。日新月異的技術發(fā)展時刻影響著圖書館與信息中心處理與使用信息的方式。本文主要依據東盟各國圖書館(尤其是國家圖書館)的建設ICT過程中側重方向及建設需求的調研,同時基于各圖書館ICT建設現(xiàn)狀,揭示了東盟國家在圖書館服務領域中融入ICT技術的水平、相關性以及發(fā)展趨勢。本文的調研僅采用問卷方式,分為封閉式問卷與無限制問卷方式兩種,問卷的目標是數(shù)據樣本盡可能足量且質量較高。問卷主要通過Email發(fā)送,參與問卷專家包括東盟10國中5個國家的圖書館主管與主要負責人,有6位專家完成了整個問卷。研究結果顯示,一部分東盟圖書館完成了圖書館自動化,同時還有相當一部分圖書館處于建設其關鍵性自動化部分的進程中,大部分東盟國家的國家級圖書館能夠向用戶提供基于ICT技術的圖書服務,而其他圖書館在自主ICT方面仍很大程度上依賴于前者。研究結果顯示,對于東盟國家圖書館來說,足量的ICT設備與網絡中心,包括網絡工作站是能否提供高效數(shù)字資源與數(shù)字服務的基本保障。結論同時顯示,大多數(shù)圖書館館員都具有圖書情報專業(yè)與計算機專業(yè)背景,因為基于ICT技術的數(shù)字圖書館服務需要這類工作人員為用戶提供有效的支持服務。然而,圖書館的ICT技術并沒有為圖書館帶來所期望的效果,研究顯示大多數(shù)圖書館并沒有足夠建設ICT環(huán)境的預算。因為ICT技術的利用建立在大量的軟硬件升級與維護,通訊、訂閱開支基礎上的。同時,本文討論了東盟各國圖書館ICT建設的保障機制所存在的問題,提出了提升東盟數(shù)字圖書館服務的一些建議,包括預算控制與宣傳保障、信息資源服務保障等。
[Abstract]:With the development of library automation, more and more libraries around the world have introduced information and communication technology (ICTs) as a technical means of library services. ICT technology has been widely used in the field of digital libraries. Libraries in most developing countries are still in a state of construction. For example, ASEAN countries other than Singapore are using the ICT concept. Introducing and discovering all kinds of information and communication technologies to help the development of digital library service industry. The rapid development of technology affects the way that libraries and information centers process and use information. In the course of constructing ICT, the libraries of all countries (especially national libraries) focus on the direction and the needs of the construction. At the same time, based on the current situation of library ICT construction, this paper reveals the level, relevance and development trend of ASEAN countries' integration of ICT technology in library service. It can be divided into two types: closed questionnaire and unrestricted questionnaire. The goal of the questionnaire is to have as many data samples as possible and the quality is high. The questionnaire is sent mainly through Email. Experts in the questionnaire included librarians and principal heads of libraries in 5 of the 10 ASEAN countries. Six experts completed the questionnaire. The results of the study showed that some ASEAN libraries had completed library automation. At the same time, quite a number of libraries are in the process of building their key automation parts. Most of the national libraries in ASEAN countries can provide library services based on ICT technology to users. Other libraries, however, still rely heavily on the former for their own ICT. The results show that for ASEAN libraries, there are plenty of ICT equipment and network centers. The conclusion also shows that most librarians have a professional background in library and information and computer science. Because digital library services based on ICT technology require such staff to provide effective support services to users, however, library ICT technology has not produced the desired results for libraries. Research shows that most libraries do not have enough budget to build a ICT environment. Because the use of ICT technology is based on a large number of software and hardware upgrades and maintenance, communications, subscriptions. This paper discusses the problems existing in the guarantee mechanism of the construction of ICT in ASEAN libraries, and puts forward some suggestions for improving the services of ASEAN digital libraries, including budget control and propaganda guarantee, information resources service guarantee, and so on.
