【摘要】：[目的/意義]政府?dāng)?shù)據(jù)的開放共享為創(chuàng)新創(chuàng)業(yè)提供了高質(zhì)量的信息資源。以創(chuàng)新創(chuàng)業(yè)為背景環(huán)境,探討了政府開放數(shù)據(jù)開發(fā)利用的對(duì)策,供我國(guó)相關(guān)部門決策參考。[方法/過(guò)程]調(diào)研和分析了國(guó)內(nèi)外政府?dāng)?shù)據(jù)開放共享與開發(fā)利用的實(shí)踐案例,總結(jié)凝練政府?dāng)?shù)據(jù)開放利用的對(duì)策。[結(jié)果/結(jié)論]從政策法規(guī)、管理、開發(fā)途徑以及技術(shù)等方面總結(jié)提出了10條促進(jìn)政府開放數(shù)據(jù)開發(fā)利用的對(duì)策,包括:獲得政府機(jī)構(gòu)領(lǐng)導(dǎo)者的支持與推動(dòng)、制定具有可操作性的政策法規(guī)與行動(dòng)計(jì)劃、設(shè)置專門的政府?dāng)?shù)據(jù)開放共享與開發(fā)利用管理機(jī)構(gòu)、用群體智慧理論指導(dǎo)政府?dāng)?shù)據(jù)資源的管理、注重政府開放數(shù)據(jù)的需求分析、以開放數(shù)據(jù)競(jìng)賽激發(fā)大眾創(chuàng)新創(chuàng)業(yè)活力、構(gòu)建政府開放數(shù)據(jù)開發(fā)利用的孵化環(huán)境、將政府開放數(shù)據(jù)資源發(fā)布成為機(jī)器可讀格式、開放政府?dāng)?shù)據(jù)資源應(yīng)用接口、構(gòu)建以用戶為中心的數(shù)據(jù)開放門戶。
[Abstract]:[objective / significance] the open sharing of government data provides high quality information resources for innovation and entrepreneurship. Taking innovative entrepreneurship as the background environment, this paper discusses the countermeasures for the development and utilization of government open data. For the reference of relevant departments in China. [method / process] investigation and analysis of domestic and foreign government data open sharing, development and utilization of practical cases, summed up the countermeasures for the open use of government data. [results / conclusions] from the policies, regulations, management, The development approaches and technologies are summarized and put forward 10 countermeasures to promote the development and utilization of open data by the government, including: obtaining the support and promotion of the leaders of government agencies, formulating operational policies, regulations and action plans, Setting up a special management organization for open sharing, exploitation and utilization of government data, guiding the management of government data resources with the theory of group wisdom, paying attention to the demand analysis of government open data, so as to stimulate the vitality of innovation and entrepreneurship of the masses by open data competition. Constructing the incubating environment of government open data development and utilization, publishing government open data resource into machine-readable format, opening government data resource application interface, and constructing user-centered open data portal.
