【摘要】：始于2012年的國家社科基金對(duì)學(xué)術(shù)期刊的資助,4年多來已產(chǎn)生了顯著成效,基本解決了長期困擾大多數(shù)受助期刊的辦刊經(jīng)費(fèi)問題,并通過對(duì)發(fā)表平臺(tái)的資助而惠及了整個(gè)學(xué)術(shù)界。受助期刊從辦刊理念到辦刊方法有諸多創(chuàng)新,開放的公共平臺(tái)的建設(shè)、引領(lǐng)學(xué)術(shù)作用的發(fā)揮、從編輯辦刊到專家辦刊的轉(zhuǎn)變、編輯素質(zhì)的全面提升,使得受助期刊的學(xué)術(shù)影響和聲譽(yù)明顯提升。與此同時(shí),受助期刊也面臨著嚴(yán)峻的挑戰(zhàn),來自"后發(fā)"期刊的追趕,新技術(shù)革命和學(xué)術(shù)傳播國際化對(duì)傳統(tǒng)傳播模式的超越,都要求受助期刊必須盡快走上媒體轉(zhuǎn)型和融合發(fā)展之路。這要求國家社科基金一方面要繼續(xù)通過對(duì)期刊的資助為轉(zhuǎn)型打下堅(jiān)實(shí)的基礎(chǔ),另一方面則有必要開辟對(duì)建構(gòu)聚合型數(shù)字平臺(tái)的資助,并且適時(shí)地將資助增量的重心由期刊向平臺(tái)轉(zhuǎn)移。唯有如此,國家社科基金對(duì)學(xué)術(shù)期刊的資助才能在競(jìng)爭(zhēng)空前激烈的國際學(xué)術(shù)舞臺(tái)上為構(gòu)建中國學(xué)術(shù)話語發(fā)揮應(yīng)有的作用。
[Abstract]:Since 2012, the National Social Science Fund has supported academic journals, which has produced remarkable results in the past four years, and has basically solved the problem of running funds that have puzzled most of the supported journals for a long time. And through the publication of the platform of funding and benefit the entire academic community. The sponsored journal from the concept to the publication method of many innovations, open public platform construction, leading the academic role. The transformation from editing to expert publishing and the overall improvement of editors' quality make the academic influence and reputation of the sponsored periodicals obviously enhanced. At the same time, the aided periodicals are also facing severe challenges. From the catch-up of "latecomer" journals, the new technological revolution and the internationalization of academic communication transcend the traditional mode of communication. This requires the National Social Science Fund to continue to lay a solid foundation for the transformation through the funding of periodicals. On the other hand, it is necessary to open up the funding for the construction of the aggregated digital platform, and timely transfer the focus of the grant increment from the journal to the platform. The National Social Science Fund can play a role in constructing Chinese academic discourse in the international academic arena in which the competition is unprecedented.
