【摘要】："推廣政府購買服務(wù)"是黨的十八屆三中全會(huì)提出的全面深化改革的舉措之一。鑒于目前全社會(huì)檔案數(shù)量急遽增長與館庫容量普遍不足的矛盾日益突出,強(qiáng)化公共服務(wù)供給側(cè)改革,推廣政府購買社會(huì)存管服務(wù)已成必然之勢。其次,社會(huì)化檔案存管市場目前尚處于自發(fā)的形成階段,企業(yè)資質(zhì)參差不齊,行業(yè)規(guī)范空置,政府監(jiān)管缺位。解決的關(guān)鍵,政府監(jiān)管與行業(yè)自治雙管齊下,從設(shè)立行業(yè)準(zhǔn)入門檻和創(chuàng)建制度環(huán)境入手,做大做強(qiáng)檔案社會(huì)存管市場,使之成為國有檔案存管體系的有效補(bǔ)充。
[Abstract]:"popularizing government purchasing service" is one of the measures to deepen the reform put forward by the third Plenary session of the 18 CPC Central Committee. In view of the contradiction between the rapid increase of the number of archives and the general shortage of library capacity, the contradiction between the number of archives in the whole society and the general shortage of library capacity is increasingly prominent. Strengthen the public service supply-side reform, promote the government to buy social savings and management services has become an inevitable trend. Secondly, the social archival management market is still in the spontaneous formation stage, enterprise qualifications are uneven. The key to solve the problem is that the government regulation and industry autonomy should be combined to establish the entry threshold of the industry and create the institutional environment to make the archival social management market bigger and stronger. To make it an effective supplement to the state-owned archival management system.
