【摘要】：當(dāng)今世界已經(jīng)步入了高度信息化的社會(huì),國(guó)家建設(shè)的方方面面都離不開(kāi)各行各業(yè)的信息服務(wù),信息資源已成為國(guó)民生產(chǎn)的重要資源。農(nóng)業(yè)信息服務(wù)體系、企業(yè)技術(shù)信息服務(wù)體系、科技創(chuàng)新信息服務(wù)體系、醫(yī)療衛(wèi)生和養(yǎng)老保障信息服務(wù)體系等各機(jī)構(gòu)、各行業(yè)、各領(lǐng)域信息服務(wù)體系的全面建立和逐步完善構(gòu)成了保障國(guó)家發(fā)展、民族振興的強(qiáng)大社會(huì)信息服務(wù)網(wǎng),是國(guó)民經(jīng)濟(jì)快速增長(zhǎng)的催化劑。因此,作為掌握社會(huì)大量檔案信息資源的公共檔案館,想要在信息全球化的浪潮中挺身而出,就必須創(chuàng)新檔案信息服務(wù)機(jī)制,完善檔案信息服務(wù)模式,建立一個(gè)科學(xué)的、先進(jìn)的、系統(tǒng)的檔案信息服務(wù)體系以便更好地開(kāi)發(fā)檔案信息資源,利用檔案信息服務(wù)于國(guó)家建設(shè)和人民生產(chǎn)生活,促進(jìn)社會(huì)經(jīng)濟(jì)和文化發(fā)展。本文結(jié)合目前我國(guó)公共檔案館檔案信息服務(wù)的現(xiàn)狀,對(duì)公共檔案館檔案信息服務(wù)相關(guān)概念,公共檔案館檔案信息資源社會(huì)需求和影響因素做了全面解讀與分析,并在此基礎(chǔ)上嘗試構(gòu)建我國(guó)公共檔案館信息服務(wù)體系。 全文共包括六個(gè)部分： 第一部分為緒論。主要介紹了本論文的研究目的、研究意義、國(guó)內(nèi)外研究現(xiàn)狀以及研究?jī)?nèi)容、研究方法、研究思路和研究創(chuàng)新點(diǎn)。 第二部分主要從公共檔案館的涵義、特征,檔案信息服務(wù)的涵義和特征,以及公共檔案館檔案信息服務(wù)的涵義、特征和價(jià)值三大方面解析我國(guó)公共檔案館檔案信息服務(wù)的相關(guān)理論研究。 第三部分以“需求決定供給”的視角出發(fā),從檔案信息服務(wù)用戶(hù)需求變化和公共檔案館建設(shè)過(guò)程中檔案信息資源普遍性、區(qū)域性和專(zhuān)業(yè)性需求狀況兩大方面具體解析了我國(guó)公共檔案館檔案信息的社會(huì)總體需求狀況,為體系構(gòu)建提供依據(jù)。 第四部分對(duì)公共檔案館檔案信息服務(wù)體系構(gòu)建的影響因素進(jìn)行了分析。從系統(tǒng)論的視角出發(fā)歸納出影響公共檔案館檔案信息服務(wù)的因素總體包括了宏觀(guān)因素和微觀(guān)因素。 第五部分從檔案信息基礎(chǔ)設(shè)施服務(wù)、檔案信息資源服務(wù)和檔案信息服務(wù)的監(jiān)督與評(píng)價(jià)三大方面對(duì)當(dāng)前我國(guó)公共檔案館檔案信息服務(wù)的具體內(nèi)容作了詳細(xì)的闡述,為公共檔案館檔案信息服務(wù)體系構(gòu)建明確方向。 第六部分是本論文的核心。筆者具體從公共檔案館檔案信息服務(wù)體系的功能需求、構(gòu)建原則和要素組成三大方面闡述了我國(guó)公共檔案館檔案信息服務(wù)體系的構(gòu)建。其中,我國(guó)公共檔案館檔案信息服務(wù)體系的要素組成又包括法規(guī)體系、組織體系、管理體系、人才體系和技術(shù)體系五大體系,進(jìn)而構(gòu)建出我國(guó)公共檔案館檔案信息服務(wù)體系的總體模型。
[Abstract]:Today the world has entered a highly information-based society, all aspects of national construction are inseparable from all walks of life information services, information resources have become an important resource of national production, agricultural information service system. Enterprise technical information service system, science and technology innovation information service system, medical and health care and old-age security information service system and other institutions, various industries. The comprehensive establishment and gradual improvement of the information service system in various fields constitute a powerful social information service network that guarantees the development of the country and the rejuvenation of the nation, and is a catalyst for the rapid growth of the national economy. As the public archives which master a large number of social archival information resources, in order to stand up in the tide of information globalization, we must innovate the archival information service mechanism and perfect the archival information service mode. Establish a scientific, advanced, systematic archives information service system in order to better develop archives information resources, use archives information to serve national construction and people's production and life. This paper combines the present situation of archives information service of public archives in our country, and puts forward the related concepts of archives information service of public archives. This paper makes a comprehensive interpretation and analysis of the social needs and influencing factors of archives information resources in public archives, and tries to construct the information service system of public archives in China on this basis. The full text consists of six parts: The first part is the introduction. It mainly introduces the research purpose, research significance, domestic and foreign research status, research content, research methods, research ideas and research innovation. The second part mainly from the meaning of public archives, characteristics, the meaning and characteristics of archival information services, as well as the meaning of archives information services in public archives. Analysis of the characteristics and value of China's public archives archives information services related to theoretical research. The third part starts from the perspective of "demand determines supply", from the change of user demand of archives information service and the universality of archives information resources in the process of public archives construction. This paper analyzes the overall social demand of archives information of public archives in China from two aspects of regional and professional demand, and provides the basis for the construction of the system. Part 4th analyzes the factors that influence the construction of archives information service system of public archives. From the perspective of system theory, the author concludes that the factors affecting archives information service of public archives generally include macro factors and macro factors. Microcosmic factors. 5th part from archival information infrastructure services. The supervision and evaluation of archival information resource service and archival information service are discussed in detail in this paper. To build a clear direction for the public archives archives information service system. Part 6th is the core of this paper. The author specifically from the public archives archives information service system functional requirements. This paper expounds the construction of archives information service system of public archives in China from the three aspects of construction principle and element composition. Among them, the elements of archives information service system of public archives of our country include the system of laws and regulations. The organization system, management system, talent system and technical system are five systems, and then the overall model of archives information service system of public archives in China is constructed.
