【摘要】：[目的/意義]知識庫集結描述清晰、反映全面、關聯(lián)緊密的知識,是應急決策的智力支持,也是應急響應情報體系形成的前提,在應急響應決策中發(fā)揮著重要作用。提升到用于應急決策的高度,必須適應信息量大、精確性高、跨領域多的情景演化要求,形成知識庫協(xié)同架構有序、高效、及時地提供應急解決方案。[方法/過程]圍繞應急響應,從公眾、救援人員、決策者3個角度對知識庫的使用需求進行梳理,并結合應急響應各階段過程,從常識知識、事實與經(jīng)驗知識以及運算推理規(guī)則3個維度探索應急響應的知識庫體系框架的構建。[結果/結論]所構建的知識庫體系框架注重應急響應知識普及功能,應急過程中的快速響應功能。體系框架中以常識性知識庫c-KB、事實經(jīng)驗知識庫e-KB、推理知識庫r-KB 3個知識庫組建,為應急決策提供了精確、及時的知識支撐。
[Abstract]:[Objective / meaning] knowledge base assembly is a clear description, reflecting comprehensive and closely related knowledge, which is the intellectual support of emergency decision-making and the premise of the formation of emergency response information system. It plays an important role in the decision-making of emergency response. To the height of emergency decision, it is necessary to adapt to the need of scenario evolution with large amount of information, high accuracy and multi-domain, so as to form an orderly and efficient collaborative framework of knowledge base. Provide emergency solutions in a timely manner. [Methods / process] around the emergency response, from the public, rescue workers, decision-makers to comb the use of the knowledge base from three angles, and combined with the emergency response process, from the common sense knowledge. This paper explores the construction of the knowledge base framework of emergency response from the three dimensions of fact and empirical knowledge and the rules of operational reasoning. [Results / conclusion] the framework of the knowledge base is focused on the function of popularizing the knowledge of emergency response and the function of quick response in the process of emergency. The common knowledge base c-KB is used in the framework of the knowledge base. The fact experience knowledge base e-KB and the reasoning knowledge base r-KB are constructed to provide accurate and timely knowledge support for emergency decision making.
