【摘要】：《行政效率》雜志創(chuàng)辦于20世紀(jì)30年代,由甘乃光等人組織籌備創(chuàng)刊,通過聘請有關(guān)學(xué)者專家專門對行政效率進(jìn)行研究,并將研究成果發(fā)表在《行政效率》雜志中,主要目的是改變國民政府機(jī)關(guān)內(nèi)部行政運(yùn)轉(zhuǎn)速度緩慢,提高政府辦公效率,它是行政效率研究會(huì)發(fā)行的機(jī)關(guān)刊物。時(shí)任內(nèi)政部次長的甘乃光根據(jù)當(dāng)時(shí)國內(nèi)外行政研究的發(fā)展趨勢適時(shí)提出應(yīng)該在行政院成立一個(gè)專門機(jī)構(gòu)來從事行政研究,于是,1934年6月,行政院開始籌備成立行政效率研究會(huì),并于12月正式成立,同年7月創(chuàng)辦了《行政效率》雜志,并專門聘請了一些政府公務(wù)人員和專家學(xué)者對公文檔案改革進(jìn)行研究,其中還專門出版了一期《檔案專號》(《行政效率》第二卷9-10期)。該刊主要刊登甘乃光、滕固、何魯成、龍兆佛等行政界人士以及沈慕偉、張銳等專家學(xué)者和留學(xué)生調(diào)查研究行政效率的文章和在各地區(qū)各部門展開行政改革試驗(yàn)的調(diào)查報(bào)告和建議,以及一些研究檔案工作,指導(dǎo)機(jī)關(guān)檔案工作的論文�！缎姓省房锵群蠊部d202篇文章,其中有69篇文章專門研究文書檔案工作,其中有對文書檔案工作現(xiàn)狀的調(diào)查,①也有關(guān)于檔案管理體制,檔案管理方法、檔案分類方法的討論以及關(guān)于庫房改建、紙張字跡保護(hù)等方面的內(nèi)容,試圖從改革現(xiàn)有文書檔案的角度去研究公文運(yùn)轉(zhuǎn)程序和處理辦法,來提高機(jī)關(guān)的辦公效率,從而促進(jìn)政治革新,雖然這些舉措并沒有達(dá)到預(yù)期設(shè)想的目標(biāo),但是這些文章對中國近代檔案學(xué)的發(fā)展卻有著重要的意義,雜志中的許多文章對檔案學(xué)的研究已達(dá)到比較系統(tǒng)化、專業(yè)化的程度,而且涉及的范圍也比較全面,為我們研究中國近代的檔案學(xué)發(fā)展留下了寶貴的財(cái)富。同時(shí),這在客觀上也向公眾傳播了檔案學(xué)知識(shí),促進(jìn)了中國近代檔案學(xué)的產(chǎn)生和檔案工作的發(fā)展,對中國近代檔案學(xué)發(fā)展具有重要影響。本文對民國時(shí)期《行政效率》雜志的研究主要分三個(gè)部分展開論述,首先論述《行政效率》雜志的創(chuàng)刊背景和創(chuàng)刊經(jīng)過,包括國內(nèi)國際背景,其次,論述了《行政效率》雜志中有關(guān)檔案學(xué)的主要內(nèi)容,包括對檔案理論的探討和檔案工作實(shí)踐的探討兩個(gè)方面,理論探討主要從檔案的性質(zhì)、作用、種類,檔案管理的原則和方法,人才選用,檔案行政問題這幾個(gè)方面展開分析,工作實(shí)踐方面的探討主要是分析研究檔案工作內(nèi)容、規(guī)章制度以及管理方法。最后,重點(diǎn)論述了《行政效率》雜志對中國近代檔案學(xué)發(fā)展的影響。重點(diǎn)是通過分析檔案管理的實(shí)踐工作以及在該理論的影響下出版的相關(guān)專著兩個(gè)方面對檔案學(xué)發(fā)展的影響：首先是在一定程度上推動(dòng)了近代中國檔案學(xué)的產(chǎn)生,其次,促進(jìn)了近代中國檔案工作實(shí)踐的反展；向社會(huì)宣傳了檔案工作；為檔案工作者提供了一個(gè)學(xué)術(shù)交流和討論的平臺(tái)。
[Abstract]:The "administrative efficiency" magazine was founded in 1930s, founded by Gan Naiguang et al the organization, through the hiring of experts and scholars devoted to the study of the administrative efficiency, and the research results published in the "administrative efficiency" magazine, the main purpose is to change the internal administrative operation speed of the National Government is slow, to improve the efficiency of government, it is the study of administrative efficiency the organ will be issued. When he was interior minister Gan Naiguang according to the development trend of domestic and foreign administrative timely put forward should set up a specialized agency of the Executive Yuan to engage in administrative research, so, in June 1934, the Executive Yuan began preparations for the establishment of administrative efficiency, and to set up formally in December, the same year in July founded the "administrative efficiency" magazine, and hired some government officials and experts and scholars to study archives reform, which also publishes a "special issue" file ("administrative efficiency" volume second 9-10). Study on the administrative efficiency of the Journal survey published mainly Gan Naiguang, TENG Gu, He Lucheng, the Dragon Zhaofo administrative circles as well as Shen Muwei, Zhang Rui and other experts and scholars and students in each department and report to carry out administrative reform in various regions and suggestions, and some research work of archives, archives work guidance papers. The "administrative efficiency" has a total of 202 articles published in journals, including 69 articles devoted to the study of archives work, the investigation on the present situation of the archives work documents, but also about the file management system and file management method, discuss the file classification method and content about the real library renovation, paper writing and other aspects of protection, to study the document operation procedures and measures to reform the existing archives from the angle, to improve the office efficiency, so as to promote political reform, although these measures did not reach the expected goal, but the development of modern archival Chinese study is of great significance, many articles in the magazine has reached more systematic and professional level of archives research, but the scope is more comprehensive, for us to study the Chinese modern archives left Precious wealth. At the same time, it objectively disseminate knowledge of archival science to the public, promotes the development of archives science and archives work in modern China, and has an important influence on the development of Archives Science in modern China. This paper studies on the period of the Republic of China "administrative efficiency" magazine mainly divided into three parts, first discusses the "administrative efficiency" magazine's founding background and process, including domestic and international background, secondly, discusses the main content of the "on administrative efficiency" in the journal Science archives, including two aspects of work practice and exploration and the archives theory, theoretical discussion mainly from the archives of the nature, function, types, principles and methods of archives management, personnel selection, archival administration this several aspects of analysis, discusses the practice of analysis is the main content, research archives regulations and management methods. Finally, the paper focuses on the influence of "administrative efficiency" on the development of modern Chinese archives. The focus is through the analysis of the archives management practice and related publications under the influence of this theory of the two aspects of the influence of the development of Archives: the first is to a certain extent, promoted the modern Chinese archives, secondly, promoted the development of modern China archives practice development; promote the archives work to society; provides a platform for academic exchange and discussion of archivists.
