國(guó)家治理的價(jià)值取向及其培育研究

【摘要】:國(guó)家治理現(xiàn)代化是當(dāng)代中國(guó)正在著力推進(jìn)的第五個(gè)現(xiàn)代化。國(guó)家治理及其價(jià)值問(wèn)題是當(dāng)前思想政治教育學(xué)科研究的前沿領(lǐng)域和現(xiàn)實(shí)課題,研究、培育和傳播國(guó)家治理的價(jià)值取向是思想政治教育的基本社會(huì)職能。治理的價(jià)值取向在國(guó)家治理體系中處于頂層引領(lǐng)地位,在其中發(fā)揮著動(dòng)員組織、定向引導(dǎo)、形象傳播、規(guī)范約束等功能。培育相應(yīng)的治理價(jià)值取向能為國(guó)家治理實(shí)踐確立基本導(dǎo)向、提供精神動(dòng)力以及明確評(píng)判尺度。在當(dāng)代中國(guó),培育國(guó)家治理的價(jià)值取向應(yīng)當(dāng)放眼世界,在中西方文化的比較中借鑒、取舍和創(chuàng)新。近代以來(lái),西方國(guó)家在探索符合時(shí)代特點(diǎn)與本國(guó)實(shí)際的國(guó)家治理路徑的過(guò)程中,逐漸培育形成了自身的國(guó)家治理價(jià)值取向,如"祛魅型"的啟蒙主義價(jià)值取向、"放任型"的自由主義價(jià)值取向、"審慎型"的保守主義價(jià)值取向等,它們存在著"原子化"和個(gè)人本位的傾向。在國(guó)內(nèi),學(xué)界也曾提出過(guò)全能主義、民族主義等國(guó)家治理價(jià)值取向。對(duì)這些價(jià)值主張進(jìn)行梳理、辨析和審思,能為當(dāng)代中國(guó)培育相應(yīng)的國(guó)家治理價(jià)值取向提供必要的邏輯理路與經(jīng)驗(yàn)教訓(xùn)。在當(dāng)代中國(guó),培育國(guó)家治理的價(jià)值取向應(yīng)正視自身面臨的治理困境與挑戰(zhàn),立足物質(zhì)、政治、社會(huì)等現(xiàn)實(shí)基礎(chǔ),努力做到三個(gè)結(jié)合,即推進(jìn)馬克思主義中國(guó)化與中國(guó)傳統(tǒng)文化現(xiàn)代化相結(jié)合,避免西方治理的原子化傾向與構(gòu)建價(jià)值共同體相結(jié)合,回應(yīng)當(dāng)代中國(guó)現(xiàn)實(shí)問(wèn)題與增強(qiáng)話(huà)語(yǔ)傳播優(yōu)勢(shì)相結(jié)合。當(dāng)代中國(guó)國(guó)家治理的根本方向是社會(huì)主義,那么在推進(jìn)國(guó)家治理現(xiàn)代化的具體實(shí)踐中需要各治理主體秉持什么樣的價(jià)值取向呢?按照馬克思關(guān)于共同體是未來(lái)人類(lèi)社會(huì)理想狀態(tài)的觀(guān)點(diǎn),當(dāng)代中國(guó)的國(guó)家治理從本質(zhì)上看是一種共同體治理,這也是當(dāng)代中國(guó)實(shí)現(xiàn)善治的內(nèi)在訴求與根本出路。共同體治理強(qiáng)調(diào)成員的權(quán)利共享和責(zé)任共擔(dān),其中涵養(yǎng)共同體責(zé)任應(yīng)成為當(dāng)代中國(guó)培育國(guó)家治理價(jià)值取向的重要目標(biāo),它也是區(qū)別于西方國(guó)家以自由主義為代表的治理價(jià)值取向的重要標(biāo)志。為此,本文嘗試將責(zé)任主義價(jià)值取向作為當(dāng)代中國(guó)亟需培育的國(guó)家治理價(jià)值取向之備選項(xiàng)之一。責(zé)任主義強(qiáng)調(diào)責(zé)任存在的普遍性、責(zé)任邏輯的歸因性、責(zé)任過(guò)程的約束性以及責(zé)任追求的超越性,而當(dāng)代中國(guó)話(huà)語(yǔ)中的責(zé)任主義還具有鮮明的人民性和未來(lái)性。責(zé)任主義價(jià)值取向契合馬克思主義的基本價(jià)值追求,具有深厚的中國(guó)傳統(tǒng)文化基礎(chǔ)和廣泛的民眾認(rèn)同基礎(chǔ),體現(xiàn)了工具理性與價(jià)值理性的統(tǒng)一、底線(xiàn)思維與高位追求的統(tǒng)一、宏觀(guān)導(dǎo)向與具體實(shí)踐的統(tǒng)一,對(duì)于增強(qiáng)人民群眾的善治共識(shí)以及推進(jìn)治理轉(zhuǎn)型、提升治理效能具有重要意義。在當(dāng)代中國(guó),培育責(zé)任主義價(jià)值取向應(yīng)當(dāng)堅(jiān)持正確方向、立足本國(guó)實(shí)際和扎根治理實(shí)踐,將政府主體、市場(chǎng)主體、社會(huì)主體等三類(lèi)群體作為重點(diǎn)對(duì)象,將增強(qiáng)各治理主體的"命運(yùn)共同體"意識(shí)、對(duì)自身"責(zé)任人"身份的認(rèn)同、責(zé)任實(shí)踐的自覺(jué)性以及對(duì)外傳播當(dāng)代中國(guó)的責(zé)任形象作為基本目標(biāo)。在具體的培育實(shí)踐中,應(yīng)通過(guò)完善行為規(guī)范機(jī)制、對(duì)話(huà)交互機(jī)制、協(xié)同聯(lián)動(dòng)機(jī)制、評(píng)價(jià)調(diào)節(jié)機(jī)制和文化化育機(jī)制等多種途徑,切實(shí)增強(qiáng)不同治理群體的責(zé)任意識(shí)、責(zé)任情懷和責(zé)任擔(dān)當(dāng),引導(dǎo)他們以高度的責(zé)任共識(shí)和自覺(jué)的責(zé)任行為推動(dòng)當(dāng)代中國(guó)國(guó)家治理現(xiàn)代化。
[Abstract]:The modernization of the country's governance is the fifth modernization that the contemporary China is pushing forward. The issue of national governance and its value is the frontier and reality of the study of the subject of the current ideological and political education, and the value orientation of the study, cultivation and dissemination of the national governance is the basic social function of the ideological and political education. The value orientation of governance is at the top of the national governance system, which plays a role in the mobilization of organization, orientation guidance, image transmission, specification and restriction. The cultivation of the corresponding governance value orientation can establish the basic orientation for the national governance practice, provide the spiritual power and clear the scale. In the contemporary China, the value orientation of the cultivation of the national governance should be in the eye of the world, and in the comparison of the Chinese and western culture, it should be used for reference, trade-off and innovation. Since the modern times, in the process of exploring the national governance path which accords with the characteristics of the times and the actual state of the country, the western countries gradually develop their own national governance value orientation, such as the "Disenchantment" 's enlightenment value orientation, the "laissez-fa@@"' s liberal value orientation, The conservative value orientation of the "prudent" and so on, they have the tendency of the "atomization" and the individual standard. In the country, the academic circle has also put forward the value orientation of the national governance such as the almighty, the nationalism and so on. This paper, by combing, analyzing and reviewing these values, can provide the necessary logical road and lessons for the contemporary China to cultivate the corresponding national governance value. In the contemporary China, the value orientation of the cultivation of the national governance should face the difficulties and challenges of the governance facing itself, and strive to achieve three integration based on the realistic basis of material, politics and society, that is, to promote the combination of the sinicization of Marxism with the modernization of Chinese traditional culture, To avoid the tendency of the western governance to be combined with the construction of the value community, in response to the combination of the contemporary Chinese reality and the enhancement of the communication superiority of the discourse. What kind of value orientation is needed in the concrete practice of promoting the modernization of the national governance in the concrete practice of promoting the modernization of the national governance? According to Marx's view that the community is the ideal state of the future human society, the national governance of contemporary China is a kind of community governance in nature, which is the inherent demand and the fundamental way out of the contemporary China to realize good governance. Community governance emphasizes the sharing of rights and the shared responsibility of the members, of which the responsibility of the community should be an important goal of the contemporary China to cultivate the value orientation of the country's governance value, and it is also an important symbol of the value orientation of the governance of the western countries with the liberalism as the representative. To this end, this paper attempts to make the value orientation of responsibility as one of the alternatives to the value orientation of the country's governance value that is urgently needed to be cultivated in the contemporary China. The responsibility doctrine emphasizes the universality of the responsibility, the attribution of the responsibility logic, the binding of the responsibility process and the transcendence of the pursuit of the responsibility. The value orientation of the responsibility system is in line with the basic value pursuit of the Marxism, has a deep Chinese traditional culture foundation and a broad public identity foundation, and embodies the unity of the instrumental rationality and the value rationality, the unification of the bottom line thinking and the high-level pursuit, the unification of the macro-orientation and the concrete practice, It is of great significance to enhance the common understanding of the people and to promote the transformation of governance and improve the efficiency of governance. In the contemporary China, the value orientation of the cultivation of the responsibility should be in the right direction, based on the practice of the country's actual and root-rooted governance, the three groups of the government, the main body of the market and the social main body will be used as the key objects, and the "Community of Destiny" consciousness of the governing bodies will be enhanced. The identity of self-"Person in charge", the self-consciousness of responsibility practice and the external communication of the responsibility image of contemporary China as the basic goal. In the specific cultivation practice, the responsibility consciousness, the responsibility feeling and the responsibility of different governance groups should be effectively enhanced through the improvement of the standard of conduct mechanism, the interactive mechanism of the dialogue, the cooperative mechanism, the evaluation and adjustment mechanism and the culture and education mechanism. Guiding them to promote the modern China's national governance in a high degree of responsibility and self-conscious responsibility.
