【摘要】:民以食為天,食以安為先,食品是人類社會(huì)發(fā)展不可替代的物質(zhì)基礎(chǔ),食品安全狀況對于國家、社會(huì)和公民的發(fā)展具有重要的意義。出于對自身生存的憂患意識(shí),食品安全問題得到人們的廣泛關(guān)注,食品安全領(lǐng)域也日漸成為學(xué)者矚目的焦點(diǎn)。食品安全領(lǐng)域作為公共領(lǐng)域的重要組成部分,其問題的解決不能僅靠法律、政府,還要依靠公民的責(zé)任公民意識(shí)。責(zé)任公民意識(shí)能促使人們從思想上重視食品安全問題并秉持責(zé)任公民的意識(shí)遏制、解決食品安全問題,以責(zé)任公民意識(shí)的內(nèi)在自律作為出發(fā)點(diǎn),使每一個(gè)團(tuán)體、公民能夠自覺地維護(hù)食品安全,進(jìn)而從根源上保障食品安全。食品安全視域下的責(zé)任公民意識(shí)培育研究正是由此而進(jìn)行的拓展和深入研究。 責(zé)任公民意識(shí)是指公民在思考身為社會(huì)成員的地位和角色時(shí),面對公共生活和公共事務(wù)時(shí)所持有的思想觀念、態(tài)度和行為準(zhǔn)則的認(rèn)識(shí)。責(zé)任公民意識(shí)培育就是要培養(yǎng)人們在對待社會(huì)公共事務(wù)和個(gè)人事務(wù)時(shí)抱有高度負(fù)責(zé)任的心態(tài),充分發(fā)揮集體及個(gè)人的愛國意識(shí)、遵紀(jì)守法意識(shí)、公共參與意識(shí)和權(quán)責(zé)意識(shí)等社會(huì)主義合格公民應(yīng)具備的意識(shí)來履行對國家、社會(huì)、他人和自己的責(zé)任。培育責(zé)任公民意識(shí),是公民個(gè)人生存發(fā)展和自我完善的需要;是維護(hù)社會(huì)穩(wěn)定、構(gòu)建社會(huì)主義和諧社會(huì)的需要;是完善市場經(jīng)濟(jì)、提高食品質(zhì)量,實(shí)現(xiàn)優(yōu)勝劣汰以及運(yùn)用合法手段維護(hù)公民的權(quán)益,增強(qiáng)維權(quán)意識(shí)的需要。 在現(xiàn)階段,我國食品安全領(lǐng)域內(nèi)責(zé)任公民意識(shí)整體水平有所提高,但現(xiàn)狀仍不容樂觀,普遍存在著生產(chǎn)經(jīng)營者遵紀(jì)守法意識(shí)淡漠、公共意識(shí)缺乏和消費(fèi)者權(quán)責(zé)意識(shí)不強(qiáng)等現(xiàn)象。這無不與相關(guān)企業(yè)及個(gè)人責(zé)任公民意識(shí)相關(guān)知識(shí)儲(chǔ)備不足、企業(yè)社會(huì)責(zé)任缺失、責(zé)任公民意識(shí)相關(guān)社會(huì)實(shí)踐的缺乏以及學(xué)校、社會(huì)教育的不足等密切相關(guān)。因此,培育食品安全領(lǐng)域內(nèi)責(zé)任公民意識(shí)必須把握以下四個(gè)環(huán)節(jié):首先,培育食品領(lǐng)域內(nèi)個(gè)體的責(zé)任公民意識(shí),針對性地對于不同領(lǐng)域的人員進(jìn)行責(zé)任公民意識(shí)教育;其次,將責(zé)任公民意識(shí)教育納入企業(yè)文化范疇,教育員工充分認(rèn)識(shí)到責(zé)任公民意識(shí)的重要性并將其滲入到企業(yè)文化價(jià)值中去;再次,在社會(huì)實(shí)踐中形成責(zé)任公民意識(shí),在公共生活和公共服務(wù)中形成責(zé)任公民能力,尤其要重視發(fā)揮志愿者服務(wù)的作用;最后,營造培育責(zé)任公民意識(shí)的氛圍,牢牢把握住學(xué)校和大眾傳媒兩個(gè)重要陣地,從學(xué)校和社會(huì)兩個(gè)領(lǐng)域加強(qiáng)對公民責(zé)任公民意識(shí)的培育,增強(qiáng)實(shí)際效果。
[Abstract]:Food is an irreplaceable material basis for the development of human society, and food safety is for the country. The development of society and citizens is of great significance. Due to their own awareness of survival, food safety has been widely concerned. Food safety field is becoming the focus of attention of scholars. Food safety field as an important part of the public domain, the solution of its problems can not only rely on the law, the government. It also depends on the citizen's sense of responsible citizenship, which can urge people to attach importance to food safety problems and hold the consciousness of responsible citizens to contain and solve the problem of food safety. Taking the internal self-discipline of the sense of responsible citizenship as the starting point, every organization and citizen can consciously maintain food safety. Therefore, the research on the cultivation of the sense of responsibility citizenship from the perspective of food safety is the expansion and further research. The sense of responsible citizenship refers to the ideas that citizens hold when they think about their status and role as members of society when they face public life and public affairs. The cultivation of the sense of responsible citizenship is to train people to have a highly responsible mentality in dealing with social public affairs and personal affairs, and to give full play to the collective and individual patriotic consciousness. The consciousness of abiding by the law, the consciousness of public participation and the consciousness of power and responsibility should be possessed by the qualified socialist citizens to fulfill their responsibilities to the country, society, others and themselves, and to cultivate the sense of responsible citizenship. Is the citizen individual survival development and self-improvement needs; It is the need to maintain social stability and build a harmonious socialist society. It is necessary to perfect market economy, improve food quality, realize survival of the fittest and protect citizens' rights and interests by legal means. At this stage, the overall level of civic responsibility in the field of food safety in China has improved, but the status quo is still not optimistic, there is a widespread lack of awareness of the production operators to abide by the law. The lack of public awareness and consumer awareness of rights and responsibilities are not strong, which is related to the corporate and personal responsibility of civil awareness of the lack of knowledge, lack of corporate social responsibility. The lack of social practice related to the sense of responsible citizenship and the lack of school and social education are closely related. Therefore, to cultivate the awareness of responsible citizens in the field of food safety must grasp the following four links: first. To cultivate the sense of responsible citizenship of the individual in the field of food, and to educate the personnel in different fields of the sense of responsibility citizenship; Secondly, the education of responsibility citizenship consciousness should be brought into the category of enterprise culture, and the staff should be fully aware of the importance of responsibility citizenship consciousness and seep it into the value of enterprise culture. Thirdly, forming the sense of responsible citizenship in social practice, forming the ability of responsible citizenship in public life and public service, especially paying attention to the role of volunteer service; Finally, we should create an atmosphere to cultivate the sense of responsible citizenship, firmly grasp the two important positions of school and mass media, strengthen the cultivation of civic awareness of civic responsibility from two fields of school and society, and enhance the practical effect.
