【摘要】：伴隨著經(jīng)濟(jì)與城市的快速發(fā)展,人們對城市環(huán)境的要求和品位越來越高。規(guī)劃好城市綠地系統(tǒng),建設(shè)好城市綠地系統(tǒng),管理好城市綠地系統(tǒng),是提高人們生活環(huán)境質(zhì)量、維持人與自然和諧關(guān)系的關(guān)鍵。為提高城市綠化水平,國家出臺了一系列相關(guān)條例、規(guī)定、技術(shù)規(guī)范,并開展了如"國家園林城市"等一系列評選活動(dòng),鼓勵(lì)地方積極參與綠化建設(shè),提高生活環(huán)境和提升城市品位。近年來,德�？h不斷加大了園林綠化建設(shè)的投資力度,爭創(chuàng)"國家園林縣城"。本文從創(chuàng)建國家園林縣城角度出發(fā),通過對德�？h城區(qū)綠地系統(tǒng)的調(diào)查研究,以德�？h綠地系統(tǒng)規(guī)劃、建設(shè)現(xiàn)狀、管理三個(gè)層面為內(nèi)容,從德保縣城區(qū)構(gòu)成綠地系統(tǒng)的各類綠地的數(shù)量、建設(shè)現(xiàn)狀等基本情況進(jìn)行調(diào)查,對比德�？h綠地系統(tǒng)建設(shè)現(xiàn)狀與國家園林縣城標(biāo)準(zhǔn)內(nèi)容,找出差距,并探討德�？h城區(qū)綠地系統(tǒng)規(guī)劃、建設(shè)、管理等方面的優(yōu)缺點(diǎn),得出德保縣創(chuàng)建國家園林縣城的優(yōu)勢是:政府高度重視;近年來經(jīng)濟(jì)高速發(fā)展,氧化鋁工業(yè)快速發(fā)展的經(jīng)濟(jì)后盾;得天獨(dú)厚的生態(tài)環(huán)境條件。存在的問題是:德保縣綠地建設(shè)現(xiàn)狀是綠化覆蓋率33.45%、綠地率29.82%、人均公園綠地面積7.99m2、新建和改建居住區(qū)綠地達(dá)標(biāo)率84.6%、城市道路綠地達(dá)標(biāo)率14.6%、林蔭路推廣率38.3%、林蔭停車場推廣率45.8%、河道綠化普及率60.3%,這些指標(biāo)均未達(dá)到國家園林縣城標(biāo)準(zhǔn)。13項(xiàng)考核內(nèi)容僅5項(xiàng)達(dá)標(biāo),8項(xiàng)仍未達(dá)標(biāo)。歸納總結(jié)得出要成功創(chuàng)建國家園林縣城:一是需投入更多的資金進(jìn)行大量的綠地建設(shè)和綠地改造;二是廣泛宣傳,強(qiáng)化"綠化建設(shè)"公眾參與;三是拓寬城市園林綠化建設(shè)維護(hù)資金渠道;四是加強(qiáng)綠化建設(shè)管理、完善各項(xiàng)綠化管理制度;五是注重園林綠化人才培養(yǎng)與引進(jìn)。本文以國家園林縣城標(biāo)準(zhǔn)以及相關(guān)理論為基礎(chǔ),對德保縣綠地系統(tǒng)建設(shè)提供科學(xué)依據(jù)和可操作建議,對將來德�？h成功創(chuàng)建"國家園林縣城"目標(biāo)的實(shí)現(xiàn)有重要的理論意義和現(xiàn)實(shí)意義,也為其他城市或縣城創(chuàng)建園林城市提供借鑒與參考。
[Abstract]:With the rapid development of economy and city, the demand and grade of urban environment are getting higher and higher. The key to improve the quality of people's living environment and maintain the harmonious relationship between man and nature is to plan urban green space system, build urban green space system and manage urban green space system. In order to improve the level of urban greening, the state has issued a series of relevant regulations, technical specifications, and carried out a series of selection activities such as "National Landscape City" to encourage local authorities to actively participate in greening construction. Improve the living environment and improve the taste of the city. In recent years, Debao County has continuously increased the investment of landscape construction, striving to create the "National Garden County." From the point of view of establishing the national garden county seat, through the investigation and research on the urban green space system of Debao County, this paper takes the planning, construction and management of the green space system in Debao County as the content. This paper investigates the quantity and construction status of all kinds of green space in Debao county, compares the construction status of green space system in Debao county with the content of national garden county standard, and finds out the gap. After discussing the advantages and disadvantages of planning, construction and management of urban green space system in Debao County, it is concluded that the advantages of establishing National Garden County in Debao County are: the government attaches great importance to it, the rapid economic development in recent years, Alumina industry rapid development of the economic backing; unique ecological environment conditions. The existing problems are: the present situation of green space construction in Debao County is that the green coverage rate is 33.455.The green space rate is 29.82%, the average park green space area is 7.99m ~ 2, the green space compliance rate of new and rebuilt residential areas is 84.6%, the rate of urban road green space reaches the standard rate is 14.6, the extension rate of shade road is 38.3%, and the forest shade stop is stopped. The popularization rate of vehicle yard is 45.8 and the popularization rate of river greening is 60.3. These indexes are not up to the national garden county town standard .13 items only 5 items meet the standard and 8 items are still not up to the standard. Summing up the conclusion that to successfully establish the national garden county: first, need to invest more funds to carry out a large number of green space construction and green space transformation; second, widely propagate, strengthen "green construction" public participation; The third is to broaden the capital channels for the maintenance of urban landscaping construction, the fourth is to strengthen the management of greening construction and improve the greening management system, and the fifth is to pay attention to the cultivation and introduction of landscape greening talents. Based on the national garden standards and related theories, this paper provides scientific basis and operational advice for the construction of Debao green space system. It is of great theoretical and practical significance for Debao County to successfully establish the goal of "National Garden County" in the future. It also provides reference and reference for other cities or counties to create garden cities.
