【摘要】：舟山漁場(chǎng)作為我國(guó)重要的沿岸漁場(chǎng),曾經(jīng)擁有著極高的產(chǎn)量。但近年來(lái),由于經(jīng)濟(jì)的快速發(fā)展,舟山原有的沿岸漁業(yè)管理制度無(wú)法適配現(xiàn)階段的漁業(yè)發(fā)展的要求,漁業(yè)的可持續(xù)發(fā)展問(wèn)題正在顯現(xiàn),導(dǎo)致對(duì)于沿岸漁業(yè)的監(jiān)管難度不斷加大。面對(duì)這一情況,如何讓舟山沿岸漁場(chǎng)恢復(fù)往日繁榮的景象、恢復(fù)當(dāng)?shù)氐难匕稘O業(yè)資源成為當(dāng)前迫切需要解決的問(wèn)題。針對(duì)加強(qiáng)漁業(yè)資源有效管理,社會(huì)各界也廣泛討論了諸如建立以捕撈配額為基礎(chǔ)的漁業(yè)權(quán)制度、成立漁民自治組織、加強(qiáng)對(duì)漁船的生產(chǎn)管理、發(fā)展養(yǎng)殖漁業(yè)等方案措施。然而,這些措施是否可行,仍是需要以我國(guó)沿岸漁場(chǎng)漁業(yè)的現(xiàn)實(shí)情況作為依托的。本文選取舟山沿岸漁業(yè)重點(diǎn)鄉(xiāng)鎮(zhèn)嵊山鎮(zhèn)漁港進(jìn)行實(shí)地調(diào)查,對(duì)嵊山鎮(zhèn)沿岸漁場(chǎng)的漁船、漁業(yè)從業(yè)人員、漁獲及養(yǎng)殖情況進(jìn)行了數(shù)據(jù)分析整理,在對(duì)嵊山鎮(zhèn)沿岸漁業(yè)資源及現(xiàn)行管理措施進(jìn)行調(diào)查的基礎(chǔ)上,針對(duì)沿岸漁場(chǎng)及漁場(chǎng)管理中存在的沿岸漁業(yè)資源管理體制不健全、沿岸漁業(yè)政策制定時(shí)頂層設(shè)計(jì)不足等問(wèn)題,結(jié)合主要沿海國(guó)家沿岸漁業(yè)資源管理的經(jīng)驗(yàn)對(duì)我國(guó)的啟示,圍繞沿岸漁場(chǎng)管理制度的改革,提出了理順漁業(yè)權(quán)屬、健全沿岸漁業(yè)法律法規(guī)、提高決策水平等具體的對(duì)策建議。通過(guò)對(duì)嵊山鎮(zhèn)沿岸漁場(chǎng)管理制度的改革,實(shí)現(xiàn)恢復(fù)舟山沿岸漁業(yè)資源的目的,并為我國(guó)其他地區(qū)沿岸漁場(chǎng)的體制機(jī)制改革帶來(lái)啟發(fā)。
[Abstract]:As an important coastal fishing ground in China, Zhoushan fishing ground once had a very high yield. However, in recent years, due to the rapid development of economy, the original coastal fisheries management system in Zhoushan is unable to meet the requirements of the present stage of fisheries development. The sustainable development of fisheries is emerging, which leads to the increasing difficulty in the regulation of coastal fisheries. Faced with this situation, how to restore the former prosperity of the fishing ground along the Zhoushan coast and restore the local coastal fishery resources has become an urgent problem that needs to be solved. In order to strengthen the effective management of fishery resources, some measures such as establishing fishery right system based on fishing quota, establishing self-governing organization of fishermen, strengthening the production management of fishing vessel and developing aquaculture fishery are also discussed in all walks of life. However, whether these measures are feasible or not needs to be based on the actual situation of China's coastal fisheries. In this paper, the fishing port of Shengshan Town, a key fishing town along the coast of Zhoushan, is selected for field investigation, and the data of fishing boats, fishery employees, catch and aquaculture are analyzed and sorted out. Based on the investigation of the coastal fishery resources and current management measures in Shengshan Town, this paper aims at the problems of imperfect management system of coastal fishery resources and inadequate top-level design when the coastal fishery policy is formulated. Combined with the experience of coastal fishery resources management in major coastal countries, the author puts forward some concrete countermeasures and suggestions, such as straightening out fishery ownership, perfecting coastal fishery laws and regulations, improving the level of decision-making, and so on, around the reform of coastal fisheries management system. Through the reform of the management system of the coastal fisheries in Shengshan Town, the aim of restoring the fishery resources along the coast of Zhoushan can be realized, and the reform of the system and mechanism of the coastal fisheries in other regions of China will be inspired.
