【摘要】：進(jìn)入21世紀(jì)以來,面對(duì)國際海洋局勢(shì)的風(fēng)云變化,我國先后提出“建設(shè)海洋強(qiáng)國”、“建設(shè)海洋生態(tài)文明”、“建設(shè)海上絲綢之路”等一些列海洋戰(zhàn)略,海洋的重要性日漸凸顯。遠(yuǎn)洋漁業(yè)作為海洋經(jīng)濟(jì)的基礎(chǔ)和重要組成部分其經(jīng)濟(jì)意義和戰(zhàn)略意義是其他產(chǎn)業(yè)所不能替代的。舟山作為中國遠(yuǎn)洋漁業(yè)的起步區(qū)和示范區(qū),一直以來就是中國遠(yuǎn)洋漁業(yè)的“開拓者”和“引路者”。在全國經(jīng)濟(jì)進(jìn)入“新常態(tài)”、供給側(cè)結(jié)構(gòu)性改革、全國遠(yuǎn)洋漁業(yè)亟待轉(zhuǎn)型、浙江舟山群島新區(qū)即將邁入“十三五”之際研究舟山遠(yuǎn)洋漁業(yè)的發(fā)展?fàn)顩r意義重大�；谏鲜霰尘�,開始本文研究。文章大體分為五個(gè)部分,第一章:緒論,介紹本文的研究背景、研究意義、研究方法并對(duì)國內(nèi)外相關(guān)研究做了總結(jié)概括;第二章:相關(guān)概念界定與理論基礎(chǔ),本章對(duì)于遠(yuǎn)洋漁業(yè)的概念、分類與特點(diǎn)以及海洋漁業(yè)資源的概念與特點(diǎn)做了簡單陳述,并提出了一界定了遠(yuǎn)洋漁業(yè)全產(chǎn)業(yè)鏈概念為文章寫作做理論鋪墊;第三章:舟山遠(yuǎn)洋漁業(yè)的發(fā)展,本章論述了舟山發(fā)展遠(yuǎn)洋漁業(yè)的意義分別從民生、生態(tài)、文化、國家權(quán)益四個(gè)角度,接著梳理出舟山遠(yuǎn)洋漁業(yè)發(fā)展的四個(gè)階段:摸索階段、快速發(fā)展、奠定格局、跨域發(fā)展,接著介紹了目前舟山遠(yuǎn)洋漁業(yè)的發(fā)展現(xiàn)狀,接著對(duì)于國內(nèi)外遠(yuǎn)洋漁業(yè)的發(fā)展做了概述著重于寫對(duì)于舟山發(fā)展有啟示的部分;第四章:舟山遠(yuǎn)洋漁業(yè)坐在的問題及分析,本章先簡單介紹了目前發(fā)展中暴露出來的問題表象包括“豐產(chǎn)不豐收”、“勞資問題頻發(fā)”、“企業(yè)實(shí)力弱”,隨后從表象出發(fā)掘其問題根源,由于往往一個(gè)表象問題會(huì)由多個(gè)深層次問題導(dǎo)致所以筆者將深層次根源進(jìn)行了簡單總結(jié)包括:產(chǎn)業(yè)結(jié)構(gòu)不合理、體制束縛嚴(yán)重、優(yōu)質(zhì)從業(yè)者短缺、支撐體系不完善,并從根源出發(fā)對(duì)其形成與影響做了細(xì)致分析;第五章,對(duì)策與建議,本章針對(duì)問題與發(fā)展需要,為舟山發(fā)展提出了三部分建議包括發(fā)展全產(chǎn)業(yè)鏈、完善支撐體系、規(guī)范遠(yuǎn)洋管理,并對(duì)每部分意見的具體實(shí)施細(xì)節(jié)做了細(xì)致的論述。
[Abstract]:Since the beginning of the 21st century, in the face of the changes in the international marine situation, China has successively put forward some ocean strategies such as "building a strong marine power", "building a marine ecological civilization", "building a maritime Silk Road", and so on.The importance of the sea is growing.As the foundation and important component of marine economy, ocean fishery has economic and strategic significance that cannot be replaced by other industries.Zhoushan, as the starting and demonstration area of China's ocean fishery, has always been the pioneer and guide of China's ocean fishery.With the national economy entering the "new normal", the supply-side structural reform, the national ocean-going fishery is in urgent need of transformation, and the Zhejiang Zhoushan Islands New area is about to enter the "13th Five-Year Plan", it is of great significance to study the development of Zhoushan ocean-going fishery.Based on the above background, this paper begins to study.The article is divided into five parts: the first chapter: introduction, introduces the research background, research significance, research methods and summarized the relevant research at home and abroad; chapter two: the definition of relevant concepts and theoretical basis,In this chapter, the concept, classification and characteristics of ocean-going fishery and the concept and characteristics of marine fishery resources are briefly stated, and a definition of the whole industry chain of ocean-going fishery is proposed to lay the groundwork for the writing of the article.Chapter three: the development of Zhoushan pelagic fishery. This chapter discusses the significance of Zhoushan developing ocean-going fishery from four angles of people's livelihood, ecology, culture, national rights and interests, and then sorts out four stages of development of Zhoushan pelagic fishery: groping stage.The rapid development, the establishment of the pattern, cross-regional development, then introduced the current status of the development of ocean fisheries in Zhoushan, followed by an overview of the development of offshore fisheries at home and abroad, focusing on the development of Zhoushan to write the part of inspiration;Chapter four: the problem and analysis of Zhoushan ocean-going fishery. This chapter briefly introduces the problems exposed in the present development, such as "high yield, no bumper harvest", "frequent labor problem", "weak enterprise strength".Then the author explores the root of the problem from the appearance, because a representation problem is often caused by many deep-seated problems, so the author summarizes the deep-seated problem briefly, including: unreasonable industrial structure, serious system restraint,The shortage of high-quality practitioners, the imperfect supporting system, and the origin of the formation and impact of the detailed analysis of the fifth chapter, countermeasures and recommendations, this chapter is aimed at the problems and development needs,This paper puts forward three suggestions for the development of Zhoushan, including developing the whole industry chain, perfecting the supporting system, standardizing ocean management, and making a detailed exposition on the specific implementation details of each part of the opinion.
