【摘要】：保稅倉(cāng)庫主要用于存放保稅貨物,其監(jiān)管工作多年來一直是各級(jí)別海關(guān)日常工作的重要組成部分。伴隨著對(duì)外貿(mào)易的不斷發(fā)展,進(jìn)出口貨物吞吐量日益提升,各城市紛紛設(shè)立保稅區(qū)應(yīng)對(duì)現(xiàn)狀,關(guān)于保稅倉(cāng)庫的日常監(jiān)管工作重要性日益提升。對(duì)于臨沂海關(guān)也不例外,臨沂市近年來在對(duì)外貿(mào)易工作中取得了突出成就,外貿(mào)經(jīng)濟(jì)指標(biāo)不斷飄紅,臨沂海關(guān)關(guān)于保稅貨物的處理業(yè)務(wù)量不斷提高,保稅倉(cāng)庫監(jiān)管工作的壓力日益增大。與此同時(shí),原有的保稅倉(cāng)庫監(jiān)管體系逐漸暴露出一些不足之處:各類別業(yè)務(wù)信息分類較為籠統(tǒng),且相關(guān)清單的處理流程并不明確,業(yè)務(wù)沖突時(shí)有發(fā)生。因此,臨沂海關(guān)決定對(duì)保稅監(jiān)管系統(tǒng)進(jìn)行研發(fā)。關(guān)于本系統(tǒng)的技術(shù)層面,選用了 B/S架構(gòu)、MVC設(shè)計(jì)模式、SSH框架、Oraclellg數(shù)據(jù)庫等手段。B/S架構(gòu)、MVC設(shè)計(jì)模式的選用,是基于系統(tǒng)整體角度考慮,將系統(tǒng)劃分為視圖、模型、控制器幾個(gè)部分,各部分的研發(fā)工作可以同時(shí)進(jìn)行。SSH框架的選用,則從數(shù)據(jù)持久、前臺(tái)展示以及業(yè)務(wù)處理等多角度提升了系統(tǒng)的層次感,同時(shí)各層面之間相互獨(dú)立、耦合性低,提高了研發(fā)的效率。Oraclellg數(shù)據(jù)庫則使得系統(tǒng)數(shù)據(jù)在更為安全穩(wěn)定的環(huán)境中運(yùn)行。本系統(tǒng)實(shí)現(xiàn)了報(bào)關(guān)清單管理、出入庫清單管理、清單特殊處理、倉(cāng)庫及經(jīng)營(yíng)信息管理、信息查詢與系統(tǒng)維護(hù)五項(xiàng)主要業(yè)務(wù)。報(bào)關(guān)清單管理包含了進(jìn)出口清單管理、簡(jiǎn)單加工清單管理等子功能;出入庫清單管理包含入庫清單管理、出庫清單管理以及集中報(bào)關(guān)管理等功能;清單特殊處理包括貨位調(diào)整管理等部分;倉(cāng)庫及經(jīng)營(yíng)信息管理包含了電子賬冊(cè)管理、操作控制管理等部分;信息查詢與系統(tǒng)維護(hù)主要體現(xiàn)在信息查詢與系統(tǒng)維護(hù)上。系統(tǒng)上線使用后,將臨沂海關(guān)關(guān)于保稅監(jiān)管工作的業(yè)務(wù)流程進(jìn)行了梳理,對(duì)工作中所牽涉到的各種單據(jù)信息進(jìn)行了歸納,將海關(guān)以及企業(yè)在相關(guān)工作中所承擔(dān)的責(zé)任以及功能進(jìn)行了明確,從而提升了保稅監(jiān)管工作的效率以及質(zhì)量,加強(qiáng)了企業(yè)與海關(guān)之間的溝通與交流。
[Abstract]:Bonded warehouse is mainly used to store bonded goods, its supervision has been an important part of customs daily work for many years. With the continuous development of foreign trade, the throughput of import and export goods is improving day by day, the cities have set up bonded areas to deal with the current situation, and the importance of daily supervision of bonded warehouses is increasing day by day. Linyi Customs is no exception. Linyi City has made outstanding achievements in its foreign trade work in recent years. Foreign trade economic indicators are constantly floating in popularity, and the handling volume of bonded goods by Linyi Customs is constantly increasing. The pressure of bonded warehouse supervision is increasing day by day. At the same time, the original bonded warehouse supervision system gradually exposed some shortcomings: the classification of business information of various categories is relatively general, and the processing process of related lists is not clear, business conflicts occur from time to time. Therefore, Linyi customs decided to carry out research and development of bonded supervision system. On the technical level of the system, the author chooses the B / S architecture, MVC design pattern, SSH framework, Oraclellg database and other means. The selection of MVC design pattern is based on the overall system perspective, and the system is divided into views, models and controllers. The research and development work of each part can carry on the selection of the. SSH framework at the same time, then from the data persistence, the foreground display and the business processing and so on the multi-angle enhances the system the stratification feeling, at the same time each layer is independent mutually, the coupling ability is low, Improving the efficiency of R & D. Oraclellg database makes the system data run in a more secure and stable environment. The system realizes five main services, such as customs declaration list management, incoming and outgoing inventory management, special list processing, warehouse and management information management, information query and system maintenance. The management of customs declaration list includes the sub-functions of import and export list management, simple processing list management and so on, the incoming and outgoing inventory management includes the inventory management, the outbound inventory management and the centralized customs declaration management and so on. The special processing of inventory includes the management of cargo position adjustment and management; the warehouse and management information management includes electronic account management, operation control management and so on; the information query and system maintenance are mainly reflected in information query and system maintenance. After the system was put into use online, the business process of the bonded supervision work of Linyi Customs was combed, and the various documents information involved in the work were summarized. The responsibilities and functions of the customs and the enterprises in the related work are clarified, thus enhancing the efficiency and quality of bonded supervision, and strengthening the communication and communication between the enterprises and the customs.
