南水北調(diào)配套水利工程動態(tài)管理系統(tǒng)的設(shè)計(jì)與實(shí)現(xiàn)

【摘要】:南水北調(diào)工程作為舉國工程之一,具有覆蓋范圍大、人力物力投入多、業(yè)務(wù)層次復(fù)雜等多方面特點(diǎn),由于南水北調(diào)的相關(guān)配套水利配套工程數(shù)量眾多,其具體的管理統(tǒng)籌工作一直是我國水利相關(guān)部門日常工作的業(yè)務(wù)重點(diǎn)。由于以往各種條件的限制,相關(guān)工作的管理并不能夠做到高效處理,對于各個地區(qū)之間的工作不能做到良好的統(tǒng)籌規(guī)劃,在整體把控能力層面存在欠缺;谏鲜霈F(xiàn)狀,進(jìn)行了南水北調(diào)配套水利工程動態(tài)管理系統(tǒng)的研發(fā)。南水北調(diào)配套水利工程動態(tài)管理系統(tǒng)的技術(shù)研發(fā)工作,采用了 B/S架構(gòu)、MVC設(shè)計(jì)模式、SSH框架、Oracle11g數(shù)據(jù)庫等常用技術(shù)。其中B/S架構(gòu)以三層架構(gòu)思想為核心,在提升適應(yīng)使用環(huán)境能力的基礎(chǔ)上,采用MVC設(shè)計(jì)模式對其進(jìn)行分層,并采用SSH框架來對劃分的數(shù)據(jù)持久、前臺交互、業(yè)務(wù)處理等技術(shù)層面進(jìn)行負(fù)責(zé)。這種框架將Hibernate、Struts、Spring等框架進(jìn)行了整合。在南水北調(diào)配套水利工程動態(tài)數(shù)據(jù)的維護(hù)中,選擇Oracle11g數(shù)據(jù)庫,提高南水北調(diào)配套水利工程動態(tài)數(shù)據(jù)的穩(wěn)定性及安全性。南水北調(diào)配套水利工程動態(tài)管理系統(tǒng)實(shí)現(xiàn)了項(xiàng)目準(zhǔn)備與招標(biāo)、項(xiàng)目進(jìn)程管理、項(xiàng)目審核竣工、系統(tǒng)管理等主要功能。項(xiàng)目準(zhǔn)備與招標(biāo)實(shí)現(xiàn)了項(xiàng)目入庫、項(xiàng)目基本信息、前期工作、項(xiàng)目招標(biāo)、單位及人員情況管理等子功能;項(xiàng)目進(jìn)程管理實(shí)現(xiàn)了進(jìn)度管理、計(jì)劃和資金管理、質(zhì)量管理、安全管理等子功能;項(xiàng)目審核竣工實(shí)現(xiàn)了檢查審計(jì)管理和驗(yàn)收竣工管理等子功能;系統(tǒng)管理實(shí)現(xiàn)了單位信息管理、通知公告管理、圖文管理等子功能。南水北調(diào)配套水利工程動態(tài)管理系統(tǒng)的研發(fā)工作,充分考慮到該工程涉及范圍廣、配套工程數(shù)量多、處理機(jī)構(gòu)復(fù)雜等多方面的特點(diǎn),通過對其具體業(yè)務(wù)需求的詳盡分析,對其中包含的各項(xiàng)環(huán)節(jié)進(jìn)行了具體的實(shí)現(xiàn)。并對水利部門業(yè)務(wù)機(jī)構(gòu)特點(diǎn)充分了解的基礎(chǔ)上,明確了各角色的具體職責(zé),從而從多方面提升了南水北調(diào)配套水利工程管理工作的質(zhì)量,增強(qiáng)了相關(guān)部門的統(tǒng)籌能力,各地區(qū)各部門之間的工作得到進(jìn)一步的協(xié)調(diào)。
[Abstract]:As one of the national projects, the South-to-North Water transfer Project has many characteristics, such as large coverage, more manpower and material resources, complex business levels, etc., due to the large number of supporting water conservancy projects related to the South-to-North Water transfer Project, Its concrete management overall planning work has been our country water conservancy related department daily work the business emphases. Because of the limitation of various conditions in the past, the management of related work can not be handled efficiently, and the work between regions can not be planned as a whole, and there is a deficiency in the overall control ability level. Based on the above situation, the dynamic management system of South-to-North Water transfer Project is developed. In the research and development of the dynamic management system of water conservancy project of South-to-North Water transfer Project, some common technologies, such as B / S structure, MVC design pattern, SSH framework and Oracle 11g database, are adopted. The B / S architecture is based on the three-tier architecture idea. On the basis of improving the ability to adapt to the environment, the B / S architecture is layered with MVC design pattern, and the SSH framework is used to persist the partitioned data and interact with the foreground. Business processing and other technical level responsible. This framework integrates frameworks such as hibernate and Struts Spring. In the maintenance of dynamic data of South-to-North Water transfer Project, Oracle11g database is selected to improve the stability and security of the dynamic data of South-to-North Water transfer Project. The dynamic management system of South-to-North Water transfer Project realizes the main functions of project preparation and bidding, project process management, project audit and completion, system management and so on. Project preparation and bidding realize the sub-functions of project storage, project basic information, preliminary work, project bidding, unit and personnel situation management, project process management, progress management, planning and fund management, quality management, etc. The sub-functions of safety management, audit management and acceptance management are realized. The system management realizes the sub-functions of unit information management, notice management and graphic and text management. The R & D work of the dynamic management system for the supporting water conservancy project of the South-to-North Water transfer Project, taking into account the wide scope of the project, the large number of supporting projects, the complexity of the processing institutions, and so on, is analyzed in detail through the detailed analysis of its specific business requirements. The concrete realization of each link included in it has been carried out. On the basis of a full understanding of the characteristics of the water conservancy departments' business organizations, the specific responsibilities of the various roles are clarified, thereby enhancing the quality of the management of the supporting water conservancy projects of the South-to-North Water transfer Project in many ways and enhancing the overall planning capacity of the relevant departments. The work of various departments in various regions was further coordinated.
