【摘要】：如今,在經(jīng)濟(jì)快速發(fā)展當(dāng)下,人們對(duì)公共文化服務(wù)的要求越來(lái)越提高,政府購(gòu)買公共文化服務(wù)的浪潮也隨之產(chǎn)生。公共圖書館作為公共文化服務(wù)不可缺少的知識(shí)服務(wù)園地,其購(gòu)買服務(wù)也受到公眾的廣泛關(guān)注。由于政府購(gòu)買公共圖書館服務(wù)區(qū)別于圖書館服務(wù)傳統(tǒng)供給,其供給主體從以政府為中心轉(zhuǎn)向了以社會(huì)供給為輔的多中心主體,政府壟斷供給體制被打破,有效轉(zhuǎn)變了政府體制的僵化,減輕了政府財(cái)政壓力,為公共圖書館的服務(wù)提供了新的契機(jī),提高其館藏資源的利用率與流動(dòng)率,助力總分館建設(shè),閱讀覆蓋率逐步加大,推進(jìn)讀者享有均等化的閱讀服務(wù),最終促進(jìn)公共圖書館的可持續(xù)發(fā)展。但值得思考的是,在政府購(gòu)買公共圖書館服務(wù)給政府、圖書館、讀者、企業(yè)帶來(lái)共贏的局面下,如何能夠保證購(gòu)買的圖書館服務(wù)效益及保持效益的遞增,保持購(gòu)買項(xiàng)目持續(xù)健康的發(fā)展?政府購(gòu)買圖書館服務(wù)是一個(gè)不斷循環(huán)、持續(xù)改進(jìn)的過(guò)程,需要長(zhǎng)期的實(shí)踐檢驗(yàn)。在實(shí)際運(yùn)行中,政府購(gòu)買圖書館服務(wù)項(xiàng)目仍存在著諸多問題與困境,如何打破困境,長(zhǎng)足發(fā)展,立足于發(fā)展的當(dāng)下是非常重要的。本文從政府購(gòu)買公共圖書館服務(wù)的現(xiàn)狀進(jìn)行調(diào)查與分析,從實(shí)際案例的發(fā)展現(xiàn)狀中發(fā)現(xiàn)問題,分析成效,試對(duì)發(fā)現(xiàn)的問題提出解決對(duì)策。本文的第一部分為政府購(gòu)買公共圖書館服務(wù)的現(xiàn)狀。主要從政府購(gòu)買公共實(shí)踐現(xiàn)狀來(lái)分析我國(guó)目前公共圖書館服務(wù)的發(fā)展程度。在實(shí)踐現(xiàn)狀方面,對(duì)政府購(gòu)買公共圖書館服務(wù)的購(gòu)買機(jī)制、構(gòu)成要素、監(jiān)督評(píng)價(jià)機(jī)制做詳細(xì)介紹。本文的第二部分為政府購(gòu)買公共圖書館服務(wù)的案例調(diào)查與成效分析。該部分對(duì)本文的調(diào)查方案、調(diào)查案例的基本情況、調(diào)查案例的結(jié)果分析做介紹。調(diào)查案例選取合肥市濱湖世紀(jì)圖書館、蕪湖鏡湖區(qū)圖書館、合肥24小時(shí)自助圖書館、江陰市"三味書咖"閱讀聯(lián)盟。分別對(duì)合肥市濱湖世紀(jì)圖書館、蕪湖鏡湖區(qū)圖書館做讀者滿意度調(diào)查和員工滿意度調(diào)查;對(duì)合肥24小時(shí)自助圖書館與江陰市圖書館"三味書咖"閱讀聯(lián)盟做讀者滿意度調(diào)查以及成效分析。本文的第三部分為政府購(gòu)買公共圖書館服務(wù)的問題與困境。主要從政府、企業(yè)、圖書館購(gòu)買服務(wù)的運(yùn)營(yíng)三個(gè)方面來(lái)總結(jié)當(dāng)下政府購(gòu)買公共圖書館服務(wù)所面臨的主要問題,并從主要問題中總結(jié)問題產(chǎn)生的原因。本文的第四部分為政府購(gòu)買公共圖書館服務(wù)的發(fā)展建議。對(duì)應(yīng)第三部分的問題,分別從政府、企業(yè)、圖書館購(gòu)買服務(wù)的運(yùn)營(yíng)三個(gè)方面的問題提出相應(yīng)的解決對(duì)策。并總結(jié)未來(lái)政府購(gòu)買公共圖書館服務(wù)的發(fā)展趨勢(shì)。本文的第五部分為總結(jié)與展望。對(duì)本文的論述做整體的總結(jié)與概括,并展望未來(lái)政府購(gòu)買公共圖書館服務(wù)的發(fā)展。
[Abstract]:Nowadays, with the rapid development of economy, people's demand for public cultural services is increasing. The wave of government purchase of public cultural services also arises. Public library is an indispensable knowledge service garden for public cultural services. Its purchase service is also widely concerned by the public. Because the government buys the public library service is different from the traditional supply of the library service. Its main body of supply has changed from the government as the center to the multi-central subject supplemented by the social supply, and the government monopoly supply system has been broken, which has effectively changed the rigidity of the government system and alleviated the financial pressure of the government. It provides a new opportunity for the service of public library, improves the utilization rate and flow rate of its collection resources, contributes to the construction of the general library, increases the reading coverage rate, and promotes the readers to enjoy the equalization of reading services. Ultimately promote the sustainable development of public libraries. But it is worth considering that in the government purchase of public library services to the government, libraries, readers, enterprises bring win-win situation. How to ensure the purchase of library service benefits and maintain the benefit of increasing, to maintain the purchase of sustainable and healthy development? Government purchase of library services is a process of continuous circulation and continuous improvement, which needs long-term practical testing. In the actual operation, there are still many problems and difficulties in government purchase of library services. It is very important to break the predicament, develop rapidly and base on the present situation of development. This paper investigates and analyzes the current situation of government purchasing public library services, and finds out the problems from the development status of actual cases. Analysis of results. The first part of this paper is about the current situation of government purchasing public library services, mainly from the current situation of government purchase of public library services to analyze the development of public library services in China. In the practice of the current situation. The purchase mechanism of government purchasing public library service is an essential factor. The second part of this paper is the case investigation and effectiveness analysis of the government purchasing public library services.
