【摘要】：如今,在經濟快速發(fā)展當下,人們對公共文化服務的要求越來越提高,政府購買公共文化服務的浪潮也隨之產生。公共圖書館作為公共文化服務不可缺少的知識服務園地,其購買服務也受到公眾的廣泛關注。由于政府購買公共圖書館服務區(qū)別于圖書館服務傳統(tǒng)供給,其供給主體從以政府為中心轉向了以社會供給為輔的多中心主體,政府壟斷供給體制被打破,有效轉變了政府體制的僵化,減輕了政府財政壓力,為公共圖書館的服務提供了新的契機,提高其館藏資源的利用率與流動率,助力總分館建設,閱讀覆蓋率逐步加大,推進讀者享有均等化的閱讀服務,最終促進公共圖書館的可持續(xù)發(fā)展。但值得思考的是,在政府購買公共圖書館服務給政府、圖書館、讀者、企業(yè)帶來共贏的局面下,如何能夠保證購買的圖書館服務效益及保持效益的遞增,保持購買項目持續(xù)健康的發(fā)展?政府購買圖書館服務是一個不斷循環(huán)、持續(xù)改進的過程,需要長期的實踐檢驗。在實際運行中,政府購買圖書館服務項目仍存在著諸多問題與困境,如何打破困境,長足發(fā)展,立足于發(fā)展的當下是非常重要的。本文從政府購買公共圖書館服務的現(xiàn)狀進行調查與分析,從實際案例的發(fā)展現(xiàn)狀中發(fā)現(xiàn)問題,分析成效,試對發(fā)現(xiàn)的問題提出解決對策。本文的第一部分為政府購買公共圖書館服務的現(xiàn)狀。主要從政府購買公共實踐現(xiàn)狀來分析我國目前公共圖書館服務的發(fā)展程度。在實踐現(xiàn)狀方面,對政府購買公共圖書館服務的購買機制、構成要素、監(jiān)督評價機制做詳細介紹。本文的第二部分為政府購買公共圖書館服務的案例調查與成效分析。該部分對本文的調查方案、調查案例的基本情況、調查案例的結果分析做介紹。調查案例選取合肥市濱湖世紀圖書館、蕪湖鏡湖區(qū)圖書館、合肥24小時自助圖書館、江陰市"三味書咖"閱讀聯(lián)盟。分別對合肥市濱湖世紀圖書館、蕪湖鏡湖區(qū)圖書館做讀者滿意度調查和員工滿意度調查;對合肥24小時自助圖書館與江陰市圖書館"三味書咖"閱讀聯(lián)盟做讀者滿意度調查以及成效分析。本文的第三部分為政府購買公共圖書館服務的問題與困境。主要從政府、企業(yè)、圖書館購買服務的運營三個方面來總結當下政府購買公共圖書館服務所面臨的主要問題,并從主要問題中總結問題產生的原因。本文的第四部分為政府購買公共圖書館服務的發(fā)展建議。對應第三部分的問題,分別從政府、企業(yè)、圖書館購買服務的運營三個方面的問題提出相應的解決對策。并總結未來政府購買公共圖書館服務的發(fā)展趨勢。本文的第五部分為總結與展望。對本文的論述做整體的總結與概括,并展望未來政府購買公共圖書館服務的發(fā)展。
[Abstract]:Nowadays, with the rapid development of economy, people's demand for public cultural services is increasing. The wave of government purchase of public cultural services also arises. Public library is an indispensable knowledge service garden for public cultural services. Its purchase service is also widely concerned by the public. Because the government buys the public library service is different from the traditional supply of the library service. Its main body of supply has changed from the government as the center to the multi-central subject supplemented by the social supply, and the government monopoly supply system has been broken, which has effectively changed the rigidity of the government system and alleviated the financial pressure of the government. It provides a new opportunity for the service of public library, improves the utilization rate and flow rate of its collection resources, contributes to the construction of the general library, increases the reading coverage rate, and promotes the readers to enjoy the equalization of reading services. Ultimately promote the sustainable development of public libraries. But it is worth considering that in the government purchase of public library services to the government, libraries, readers, enterprises bring win-win situation. How to ensure the purchase of library service benefits and maintain the benefit of increasing, to maintain the purchase of sustainable and healthy development? Government purchase of library services is a process of continuous circulation and continuous improvement, which needs long-term practical testing. In the actual operation, there are still many problems and difficulties in government purchase of library services. It is very important to break the predicament, develop rapidly and base on the present situation of development. This paper investigates and analyzes the current situation of government purchasing public library services, and finds out the problems from the development status of actual cases. Analysis of results. The first part of this paper is about the current situation of government purchasing public library services, mainly from the current situation of government purchase of public library services to analyze the development of public library services in China. In the practice of the current situation. The purchase mechanism of government purchasing public library service is an essential factor. The second part of this paper is the case investigation and effectiveness analysis of the government purchasing public library services. This paper puts forward corresponding solutions to the three problems in the operation of library purchase service, and sums up the development trend of government purchase of public library service in the future.
